Jobs – New Life – chapel, recovery, Celebrate Recovery. Provide sponsors and mentors. As a resident they  are required to save 80% of their income while there, which they get returned when they are ready to leave  the program. They connect housing programs with Riverside County according to the need.

- PALM SPRINGS NAVIGATION CENTER

The Palm Springs Navigation Center and Early Entry Facility at 3589 McCarthy Road include 80  prefabricated (modular) units for transitional housing. The 80 transitional housing units will include  kitchenettes and bathroom facilities. 65 units are designated for the general population of persons  experiencing homelessness and five units are designated for families experiencing homelessness. An  additional 10 units are designated for Transitional Age Youth (18 - 24) experiencing homelessness. The  Homeless Navigation Center also including a children's play area, general parking, green space,  hardscape and landscape.

Both facilities will be operated by Martha's Village & Kitchen. This Center will offer a low barrier, service enriched shelter focused on moving people into permanent housing, providing temporary living facilities,  and connecting homeless to services. The center will utilize a “Housing First” model to move clients into  long-term permanent housing solutions.

Early Entry Facility will create a path to housing where individuals can exit life on the streets, work toward  independent living in the residential modules of the Navigation Center, and receive wrap-around services,  job training, and case management. There will be 50 beds available in this facility (see photo above);  individuals MUST be referred by the Access Center on El Cielo, by the police, or by partner  organizations. NO walk up services will be provided. Beds are available for overnight stays only.

Adult Mental Health Clinics provide services to adult individuals suffering from severe and persistent mental  health problems. These services include crisis intervention, psychiatric assessments, recovery  management, medication services, case management, and dual-diagnosis treatment. An Urgent Care  Program provides crisis resolution and problem solving. Peer-to-peer recovery services are provided through  the clinics and through a contracted Peer Support and Resource Centers. Outreach to homeless mentally ill  individuals, housing assistance and intensive 24 hours a day, seven days a week case management are also  available through the Full-Service Partnership (FSPs) Programs.

What is harm reduction?

According to the National Harm Reduction Coalition, it’s “a set of practical strategies and ideas aimed at  reducing negative consequences associated with drug use. Harm reduction is also a movement for social  justice built on a belief in, and respect for, the rights of people who use drugs.”

At various locations throughout the Coachella Valley, DAP Health’s harm reduction team provides:

- Free HIV and hepatitis C testing.

- New syringes to reduce HIV and hepatitis C transmission.

- Other safer use paraphernalia such as safer smoking kits and new cottons, cookers, tourniquets, and other  injecting supplies.

- Safer sex kits (condoms, lube).

- Fentanyl & Xylazine strips for testing drugs before use to decrease the likelihood of overdose. - Naloxone and Narcan to help reverse the potentially fatal effects of opioid overdose. - Referrals available to persons who use drugs include:

- Peer support specialists. Early intervention specialists (for those with HIV and/or hepatitis C who need  treatment).

Palm Springs Access Center / Navigation Center per Sam Hollenbeck, Martha’s Village President/CEO,  As of 7/19/24

Let’s start with accessibility. As of right now, the Navigation Center is an overnight shelter only. Check in for  beds is held at our Access Center on El Cielo across from the airport. These are 50 beds that are occupied  on a first come, first served basis. However, once someone has been assigned a bed for the night, they will  keep that bed as long as they continue to check in at the Access Center each evening during the designated  check in time frame. Should someone fail to check in during the assigned check in period, their bed is open  to be assigned to someone else who has their name on the waiting list. Once checked in and assigned a bed,  clients will be transported over to the Navigation Center where they will receive dinner, a bed for the night  and breakfast, before being transported back to the Access Center in the morning.

Once the Transitional Housing modules open up in late August 2024, there will be an additional 80 beds that  will house individuals longer than overnight. Those beds will be part of a county referral system and not  available on a walkup basis.

In terms of services, we have case managers to help individuals at our Access Center. The Access Center is  open to walk into 7 days a week and provides a place to sit down, watch TV, and speak to a case manager if  the client wants to. There are also showers and restrooms available to the public.  

As I mentioned above, the Access Center is the gateway to the Navigation Center, so services for people who  stay overnight at the Navigation Center are also performed at the Access Center including access to showers  during the day. So, no showers on site for overnight guests at the Navigation Center, but they do have access  to showers when they are dropped back off to the Access Center each morning. The plan is that clients can  use the showers at the Access Center during the day while they are waiting to check back into the Navigation  Center for the night. Thus, in answer to your question about showers being available, that is false, just not  set up to take place at the Navigation Center itself.

The modules that open up in August 2024 will have access to restrooms and showers on campus.  

Important to note that the reason there are no community services available at the Navigation Center itself  and thus, are located at the Access Center is out of respect for the local neighbors. The City of Palm Springs  felt it was best to start with no services that are open to the public on a walkup basis as to alleviate any  reason for people to loiter on the street(s) outside of the Navigation Center. Thus, clients are attended to at  the Access Center for case management, showers, etc. and are transported back and forth for overnight  stays at the Navigation Center. Palm Springs and the County should be commended for creating this great  resource in our community and for also respecting the neighborhood it is located in.
