Sub: School Safety Capacity Building Programme

for Handicap School

1.  BACK GROUND:

In last few years India has faced many Man made and Natural Disaster. School students are most vulnerable to any disaster. Past history of  the Fire accident on 16th July 2004, 93 children were charred to death and 30 severely injured when fire broke out in a private school in Kumbakonam town of Thanjavur district of Tamilnadu State. Cause was fire in the Kitchen and due to lack of awareness; Impact was Stampede, Shock, Suffocation injury. This are the matter of serious concern involved with the administration of schools. 26th January 2001 Kutch Earthquake many school children died. Recent earthquake in china many school collapsed. To avoid recurrence of such fire accident or to avoid collapse of school due to earthquake and to minimize the effect of Disaster, loss of human asset School Management should have School Disaster Management Plan (SDMP) for their school for student’s safety

District Social Welfare Department of GoM, who looks after the handicap school in Mumbai city. Under this department 25 private school for approximate _____ students is located in suburban of Mumbai city and 18 school for approximate 1000 students is run by Education department of Municipal Corporation of Greater Mumbai.

NEED of TRAINING:

School students are more vulnerable for disaster. During normal period Handicap students require special methods of teaching & they take lots of time to learn as per their disabilities. These students are more sensitive to strange situation and people and can react very adversely with unknown people in unknown situation. Motto for this project is to strengthen this school for Disaster Management by School Safety project and prepare school management and students to reduce the impact of any disaster on them and to reduce the psychological impact of disaster so they take less time to come back to normal life.

3. OBJECTIVES:

• Safe School.
• Planning for School Disaster Management Plan
• Preparing handicap student for disaster.
• Protect the lives of students, teachers and non teaching staff by ensuring the structural resilience of school.
• Make sure that school remains functioning post disaster so to ensure continuity in studies.
• Improve the risk reduction capacity of school.
• To meet the demand of better response in the limited available resources for the effective evacuation and relief of students.

4. PROJECT PURPOSE

The School Safety Capacity Building Programme is design for Handicap School Management to make school safe, train teachers and assist students with Disabilities like physical, visual, auditory, or cognitive disabilities to prepare them for disasters and their consequences.

5. METHODOLOGY

1. MoU will be signed with this entire private school management as well as with Education department of Municipal Corporation of Greater Mumbai.
2. The School Safety Master Trainer Programme for selected teachers so they can continue this school safety programme even after the Safety First project is over.
3. Developing different teaching modules and equipment to train the students for the disaster management
4. Training of task forces for First Aid, Fire Fighting and Search & Rescue methods.
5. Conducting Mock Drills to see preparedness, planning, effect of teaching and its impact on students and parents.

6. TARGET SCHOOLS

• 25 Private school
• 19 Municipal Schools.  

7. OUT COME………   SAFER SCHOOL and  SAFER STUDENTS

It’s a unique project which can be used and applied to other city, states and countries.

Upon completion of the project, the school management will be able to:

1. All the students, staff, parents will be prepared for any kind of disaster and will know how to save their own life.
2. Psychological impact of any kind of crisis or disaster will be not their post disaster.
3. School will be functioning soon after the disaster so the studies of these students will be not affected.
4. School Management, teachers and parents will be able to describe their role e in disaster management
5. Will be able to prepare School Disaster Management Plan &  Apply a method of assessing components of it. .
6. Simulate a School Disaster Management Plan addressing the roles and responsibilities of each component of School Disaster Management Plan when disaster strikes- setting up incident command system.
7. Develop the basic teaching methods for handicap students as a part of preparedness.
