Pokemon Voda Red version 2.3 detailed walkthrough by Olivia R. (note this is a ROM hack, I do not own this and will not distribute this hack, but I am the author of this walkthrough so if you use it credit me). As a reminder, you need a clean Pokemon Fire Red ROM (please Google it), a patching utility like Lunar IPS and a GBA Emulator (I used VBA) to play Pokemon Voda Red (you can also google a pre-patched rom too).
This will be a strict text walkthrough of the rom hack featuring what you need to do to get through the game as well as the trainers and their Pokemon. And always, expect spoilers in this walkthrough. You have been warned.

Go through the intro. The first major difference aside from the opening dialogue is Mom's sprite. I don't know what it references though. You'll see tall grass to the south of your house but cannot access it. There's also a person who looks like Roxanne here, who also mentions that you cannot travel south to Cinnabar from Pallet in this hack. When you enter Oak's lab, surprise! Team Rocket is here! Or actually they just seem to be Oak's aides who are dressed as Rocket grunts for some reason. You'll also note that the mons here are the Johto starters. Nothing in the other house (except for one glitch tile in front of the picture), go north and Oak will stop you and take you to his lab so you can get a Pokemon. Oh wait, did I say those were Johto starters? Well, they look like starters but aren't. From left to right: Ekans (which can now evolve into Seviper and then to Arbok), Machop, and Abra. Depending on which you choose, your rival will take a Gible, Dratini, or Larvitar (respectively). Regardless of your starter pick, it will have the Exp. Share. Try to leave for your rival to challenge you.

Talk to the Chansey outside the PokeCenter to pick up a Mental Herb. A clerk outside the PokeMart gives you the Old Rod. Enter the PokeMart to get Oak's Parcel. You can find a Potion beyond the grass. You can't head north yet, even if you tried to get around to the gym which is accessible from the bottom. Return to Pallet Town to deliver the parcel to get five Poke Balls and the Pokedex. Go to Daisy and get the Town Map.
Back at Viridian City, you can detour to Route 22.

Do not head further, not only will you not get to Route 23 anyways, there are three, count 'em, three elite trainers with Lv78 mons which you don't have a chance to beat yet. Go back to Viridian, do the catching tutorial to get the Teachy TV, and proceed north.

You should be glad you can just skip Mt. Moon with this path linking both sides of the mountain as well as the PokeCenter. There's yet another cave to the east you cannot access (Groudon's cave), but there is a hidden Great Ball in the NW corner. The Mega Punch and Mega Kick tutors are still here, and a Razz Berry is in a patch to the SE. Another cave is inaccessible on the way where TM05 Roar is, which contains Kyogre (there's also a glitch tile to the east of the officer blocking the way). Go to Cerulean City, and note you can backtrack too.

Yes, it's raining here. Go to the house east of the entrance and talk to the woman to get a free Bulbasaur. This house is also where you can trade a Poliwhirl for a male Pyroar.
GLITCH: Two of them in fact. Talking to the woman who gave the Bulbasaur will have her ask if you are taking care of a Charmander. Also, I renamed the Bulbasaur, but when it is sent to my box, it was unnamed, and I actually renamed one of my other Pokemon instead somehow. I recommend not naming the Bulbasaur until you get to the Name Rater.
The Chansey outside gives you a Scope Lens. Head south and talk to the sailor to get a Soft Sand. It looks like there's a break in the fence to the south, but you can't go further there.
There's a new trainer at the NW end named Isyindo. Beware of his Spoink, which has no weakness in this hack.

Enter the gatehouse and get TM27 Return from the girl on the second floor. This is it for Route 12. Where Lavender Town used to be, you need to actually have all eight badges to enter the cave. We should be going to Saffron next, but let’s now detour with the Surf backtracking a bit more. You can of course talk to the guards guarding Saffron’s gate and access it, but you’ll have an unavoidable battle with two of our rival trainers there depending on if you enter the west, south, or east gates. The north gate has nobody waiting to ambush there. We’re going to detour to the Power Plant on Route 10 first though.

Head east first and push the boulder down the hole. Follow it down and push it again, then once more to 3F but don't follow it. Return to 1F. Get the Ice Heal and head east to another boulder. Push this one down, follow it, push it again, then follow it one more time to push it to 4F. Return to 2F when done. Head SE from the middle to pick up a Revive, then head to 3F and get the Big Pearl. Take the east ladder back to 2F to get a Water Stone. Head back to 3F and take the ladder to the west down. On 4F, inspect the topmost of four rocks to get a Nugget, then head to the south area and push some boulders until you can get two in the holes below. Fall in and surf north to get Articuno Lv50. Get to the main platform on 5F and inspect a rock near the first ladder to get a Water Stone. Also get the Ultra Ball. We're done here.

Solve the puzzle as usual to challenge Deoxys Lv30 (for some reason it glitches back and forth between its sprite and Kyogre's). When done, leave, which for some reason takes you to a harbor where you can return to Vermillion. This time, head to Route 4. You can enter both caves to get Groudon and Kyogre at Lv45, both in primal forms. Next is Route 24, talk to the hiker to access Navel Rock. This is where you can get Ho-oh and Lugia at Lv70.
One thing about Vermillion City, you can talk to the captain blocking one house to rematch the gym leaders. However, we'll have to wait because we'll be dealing with Lv100 teams here and we're not there quite yet. Maybe after beating the champion. Next are some familiar golems. On the south side of Route 10, you'll find Registeel Lv40 (by the way the Braille isn't useful). Go to the first ladder you come across and break two rocks to get a Full Restore. Go back to the first floor and surf until you get to another Full Restore. Go to the west side and take the ladder to get a PP Up. Go back and north to get a Nugget, as well as a hidden Ultra Ball two spaces from the next ladder. This ladder doesn't lead anywhere. Head back south on the first floor, then to the east to the next ladder. This leads to an Ultra Ball. Head back and get the Max Elixir, then go to the last ladder. Head south at the first fork, then east all the way at the three-pronged fork. Follow this path to the next two ladders to reach the final floor. Get the Ultra Ball and get to Mewtwo Lv70. And it's just Mewtwo, not an alternate form, though it is Dark/Psychic type in this game. Now for the final parts of the postgame (aside from the diplomas if you get the Pokedex filled), it's going to be rematching the elite trainers. We'll start with the Pokemon League rematches first, since they actually aren't fully Lv100 teams yet.

FREQUENTLY ASKED QUESTIONS
Q: Would you recommend this hack?
A: It’s something of a “challenge” hack like some of the kaizo hacks in my opinion. However, the imbalances here don’t make it nearly as fun as other ones I’ve seen (the only one I’ve actually played was Red Fire for the record).
Q: How to combat a ??? type Pokemon or use a ??? type move.
For moves, the moves Curse, Magical Leaf, Egg Bomb, Explosion, Selfdestruct, Beat Up, Horn Drill, and Supreme Psyc (a signature move for Mewtwo) are some of the choices. These moves are good on Dragon, Ghost, Dark, Psychic, Grass, and Fire types. For combating a Pokemon with the ??? typing, Electric is the only weakness. All other types are resisted with the exception of Grass and Poison which are ineffective. Oh and speaking of which, there is no Fairy type in this game.
Q: What is the story behind the elite trainers?
A: I couldn’t find anything here to be honest. Sure, the rivals in the cities mention stuff about them, namely Isyindo talks a lot about them. However, there’s nothing on PokeCommunity or elsewhere regarding the lore for this hack or who these trainers are. My best guess is that they are friends of the main author or something.
Q: Can you get the Pokemon that certain post-game elite trainers use?
A: If you’re talking about the Chef, Gamer, and Engineer’s mons? Nope, sadly couldn’t get any of them. That lady on Seven Island with the fakemons, you also can’t receive them at all. The same for Protector Zolman’s legendaries.
Q: Why are some monetary values listed as P?000?
A: I’m sure this is a glitch that can be screwy to your game, but looking back at it, I think that the ? is supposed to represent 100, meaning that this value is technically P100000. I realize upon defeating some of the elite trainers in this hack they give P?2000, which was quite a large amount (I actually maxed my money at some point while in the Altering Cave). So it doesn’t break gameplay.
Q: What is that one old man guarding in Vermillion City?
A: Don’t know this one. Talking to him does nothing. And if I recall, this house had the Old Rod in the original game, though you do get the Old Rod much sooner here so it doesn’t matter as much.
Q: Can you catch/evolve all Pokemon in this game?
A: If you’re talking filling out 386 slots, yes. Obviously, the busted legendaries used by elite trainers do not count towards the total, but a few other Pokemon do count, like Zeraora and Heatran. Also some of the new megas, like Flygon and Starmie, also count towards the dex.
