WEM Summer SACC Handbook

WEM School Age Child Care staff would like to take this opportunity to welcome your family to our summer program. We would also like to thank you for letting us be a part of your child’s growth and development. We believe that every child is special and unique and our staff work to provide an atmosphere that fosters their growth. We are excited to see many returning participants and meet some new families as well.

WEM School Age Child Care is a certified child care program for children entering Kindergarten through age 12. We offer children the chance to make the most out of their time out of school with opportunities to explore new interests, learn new skills, and develop new friendships in a safe and nurturing environment.

Take a look through the following pages that provide additional information, as well as some of the key components of our program. We are more than happy to answer any questions you may have..

Registration is a two step process -

you must submit both the online registration form and the schedule agreement

to complete your child’s summer registration

Enrollment Requirements

Students entering kindergarten through age 12

must be enrolled in kindergarten for the 2026/2027 school year
the day prior to 13th birthday is the last day able to attend

Must be able and willing to independently and appropriately in a large group setting:

interact with peers and staff
follow directions from staff
participate in all daily activities
use toys and classroom materials
follow the program's daily schedule
transition from one activity to another
remain in the classroom/designated space
follow the program's behavior expectations and discipline policy
must be potty trained.

If children have an accident, parents/guardians will be called to come and change the child and/or take them home. After 3 occurrences; services will be suspended until the child is fully potty trained.

Potty trained is defined as:

Being able to recognize the body's signals for needing to urinate or have a bowel movement
Being able to communicate the need to use the bathroom
Being able to independently manage hygiene, such as wiping, flushing, and washing hands

If your child has special needs (including medicinal requirements, behavioral conditions, etc), you must discuss these with the school age care coordinator at the time of registration to determine if the appropriate level of support needed can be made without fundamentally altering the nature of the program. S.A.C.C. will provide reasonable accommodations to make inclusion successful in a group child care setting.

If S.A.C.C. cannot meet the child’s needs safely and effectively within our student to staff ratio, the placement cannot be accepted. Decisions are made on a per case basis. Please contact the school age care coordinator prior to registering to discuss your child's childcare needs in depth if you have questions or concerns.

Due to S.A.C.C. operating hours district resources that are available during typical school day hours may not be available for S.A.C.C.

Due to staffing ratios, one-on-one paraprofessionals are not available in the S.A.C.C. program.

From time to time to best support children, we need to share relevant information between elementary school staff and WEM S.A.C.C. staff. This information will only be shared as needed. By enrolling your child in S.A.C.C. you are agreeing to allow information to be shared between elementary school staff (teachers, administration, school nurse, etc) and WEM S.A.C.C. staff. This type of information includes health information, allergies, IEP, etc

Registration cannot be accepted if

child does not meet enrollment requirements as stated above
child's presence would pose a significant risk to himself/herself, or others participating in the program
child displays behaviors that cause an overall disruption to the program's ability to operate safely
the needed accommodations would fundamentally alter the nature of the program
parents/guardians withhold relevant information at the time of enrollment

Orientation

Families may request an in-person orientation. These can be done by scheduling an appointment Monday through Friday during the school year between the hours 8:30AM - 10:00AM and 12:30PM - 2:00PM and during the summer months between 7:00AM - 5:00PM. Contact the school age care coordinator if you would like to schedule an orientation.

Benefits of the Program

Safety and Supervision

Risks are more likely for children when they are unsupervised during the summer months. Keeping children busy and providing quality supervision can keep children from engaging in risky behavior.

Create a Sense of Belonging

Being part of the S.A.C.C. program is a way for your child to connect with peers in a new setting. Children who participate in programs outside of the school day are more likely to be included and feel like they’re part of a group.

Build Friendships

Teaching children to be a good friend will help them make lasting friendships throughout their lives. Life skills like these are important to learn at an early age because it will become more natural for your child the more they practice these skills.

Improve Social Skills

S.A.C.C. promotes cooperation, support, and respect. This can help children feel more secure about joining a game or starting a conversation. Staff members are able to encourage positive social skills.

Broaden Learning Opportunities

S.A.C.C. offers a variety of enrichment experiences. It’s a fun and meaningful way for children to work with others in areas they enjoy and expand their interest areas.

Mission Statement

The mission of WEM School Age Child Care is to provide quality childcare and enrichment activities so children can make the most of their time out of school in a safe and positive environment that will promote social skills, physical development and intellectual growth through age-appropriate play, projects and activities in accordance to the “Minimum Standards for School-Age Care Programs,” provided by the Minnesota Community Education Association (MCEA) as well as the guidelines set by the Minnesota Department of Children, Youth and Families (DCYF) and Minnesota Department of Health (MDH), Fostering a solid foundation for lifelong success by focusing on the key areas of WEM's Bucs Pride: Respectful, Responsible, Safe, Positive and Kind.

Our program emphasizes the social, emotional, physical, and cognitive growth of the children while also recognizing their individual talents and needs. Activities

WEM S.A.C.C. provides a wide range of activities throughout the summer. Activities will include opportunities for individual and group participation, while providing a balance between self-selected and staff-selected activities. Children will participate in activities focused on their social, cognitive, physical, emotional and language development. We focus on these domains of development through various activities carefully planned to accommodate the full age range of children we provide care for.

WEM S.A.C.C. is dedicated to quality development and engagement of children and youth in partnership with families, schools, and communities. The program aims to develop the whole child by providing age-appropriate learning experiences and opportunities with content that includes:

WEM S.A.C.C. believes in the importance of play. Children will get many opportunities for child led play. Allowing children to lead not only supports their curiosity and creativity, but also empowers them. We provide a safe environment for children to explore and to test out their ideas. Child led play also gives children ownership of their play and experiences. This is extremely important as it helps with the development of their sense of identity and self-esteem. It develops their belief in themselves as thinkers and learners. Through trial and repetition in play children initiate, they get to practice and master skills. They learn persistence and perseverance as they are more motivated to keep going when it’s something they’re completely into. Additional benefits children gain from child led play:

They learn to figure things out for themselves, to problem solve and take healthy risks
Develop innovative ways to think about the world and how it works based on their own interests
Through being creative and using their imagination, children can work through their emotions and are able to transform their feelings into actions
Gives them time and space to act out situations that are new or troubling to them and allows them to work through strong feelings in a safe way
When with other children, they can learn to plan and creatively problem solve together, to negotiate, share thoughts and feelings

Important information for day to day activities

The program is not responsible for lost or damaged personal belongings.

Each child must keep an extra set of clothes in a ziploc bag labeled with their name in their backpack. If the need arises for clothes to be changed and child is without extra clothes, parents/guardians will be called to pick up their child.
All children must have a water bottle labeled with their name each day they attend. We ask that water bottles are taken home everyday to be washed.

If for some reason we need to be relocated, there will be a sign stating where you can find us and a message sent via SeeSaw
In the event of an emergency which would require S.A.C.C. to be closed, families will be notified as soon as possible.

Movies

G and PG ratings are approved to be shown at S.A.C.C.

Field Trips

All children attending S.A.C.C. on a field trip day must arrive on time and attend the field trip, there is no staff available to stay back with those that cannot attend.

If a child has behavior issues attending field trips and following the bus rules, they will not be allowed to attend S.A.C.C. on future dates field trips are scheduled. This is for the safety of that child and all participants.

WEM School Age Child Care Tshirts will be required for some field trips (indicated on the peek of the week)

a fee of $10 will be charged to borrow a tshirt if students arrive on a field trip day without their shirt

All Summer S.A.C.C. participants are given the opportunity to attend field trips even if it is on a non registered day

must submit the additional hours attendance form at least 2 weeks in advance if attending a field trip on a non registered day

Additional fees will be charged for some field trips.

Community Ed Swimming Lessons

We strongly encourage all Summer S.A.C.C. participants to participate in WEM Community Ed Swimming Lessons. The community ed bus will transport students to and from swimming lessons. S.A.C.C. staff members will be in attendance on the bus and at the pool. There is an additional registration and fee to participate in swimming lessons done through community ed. Additional information regarding WEM Community Ed Swimming Lessons can be found on the district website.

WEM S.A.C.C. 4-Club

All S.A.C.C. participants have the opportunity to participate in the WEM S.A.C.C. 4-H Club. This program is a collaboration between WEM School Age Child Care, Le Sueur County 4-H and UMN Extension.

4‑H programs hands-on approach gives young people guidance, tools and encouragement, and then puts them in the driver’s seat to make great things happen. Independent research proves the unparalleled impact of the 4‑H experience. Children build life skills by leading hands-on projects in areas like science, health, agriculture and civic engagement – helping them to grow confidence, independence, resilience, and compassion.

There are no additional fees to participate. S.A.C.C. participants who don't meet the age requirements below and are scheduled to attend childcare during meetings will still get to participate in 4-H activities but will not be considered official 4-H members.

Attendance

Parents/guardians must communicate all schedule changes with the school age care coordinator in a timely manner. SeeSaw is the best tool to use for getting attendance messages to the school age care coordinator quickly and efficiently.

If a child is consistently absent on a registered day without a minimum of 24 hour advance notice that day may be removed from the childcare agreement.

"Consistently absent" more than two consecutive weeks of not attending on a registered day.

If a child does not attend on a scheduled day and advance notice is not given it is considered a no show.

On the third no show childcare services will be terminated.

WEM School Age Child Care may contact families at any time to modify the childcare contract based on attendance.

Permission to attend other WEM Activities

This gives staff permission to sign your child out of S.A.C.C. to attend other school activities (summer school, sports camps, etc). The permission form should be submitted as soon as possible once a child is registered for their activity. Students will not be permitted to leave S.A.C.C. for activities without this form being submitted.

With the exception of WEM District related activities (summer school, sports camps, etc), participants are allowed one sign in and one sign out per day. Meaning students are not allowed to leave and return once they have been signed in for the day. Hours are not deducted from weekly rates for times participants are signed out during the day to attend activities.

Early Drop Off

Drop off before contracted drop off time will not be allowed unless request for care outside of contracted hours has been approved in advance.

Late Pick Up

There are no exceptions, please have back up arrangements made in the event you are unable to pick up your child on time. It’s important that staff are able to leave on time at the end of their shift to attend to their personal responsibilities.

$1.00/minute late pick up fee will be charged for pick up after contracted pick up time in addition to fees for child care outside of contracted hours if request for care outside of contracted hours has not been pre approved.

For children scheduled to be picked up before closing time who have not been picked up by their contracted pick up time staff will attempt to contact parents/guardians. If unable to reach parents/guardians, emergency contacts will be called.

If a child has not been picked up by closing time parents/guardians will be contacted, if we are unable to get a hold of the parents/guardian the emergency contacts listed will be called. If the parents/guardian and the emergency contacts do not pick up within 30 minutes of closing time, staff will notify the Waterville Police Department.

On the third pick up after closing time, childcare services will be immediately terminated meaning child(ren) will no longer be able to attend the remaining weeks of Summer S.A.C.C.

All late pick up fees must be paid prior to the next day child attends.

Check In & Release Policy

Enter through the designated entrance only. During the summer program the designated entrance is the playground double doors on the south side of the building.
S.A.C.C. is located in room E117. First door on the right past the restrooms (for additional activities rooms E116 and E118 will also be used at times)
Students are not allowed to be signed in until their contracted drop off.
For the safety and well being of each child, they must be signed in and out of the program each day by an approved person listed on the student information sheet.

Drop Off: first two columns of attendance sheet. Accurate time in and initial of person dropping off
Pick Up: last two columns of attendance sheet. Accurate time out and initial of person picking up
Middle Columns “midday sign out/in” are ONLY for staff when they have permission to sign students in/out of S.A.C.C. for other district activities

All sign ins and sign outs must include the accurate time and initials of the person dropping off/picking up a child.
Falsifying information on the attendance sheet could result in termination of childcare services.
The 10 names indicated on the student information sheet; parents/guardians (2), step parents (2) if applicable, emergency contacts (2), and optional persons (4), will be the ONLY people allowed to pick up children from S.A.C.C. Additional names cannot be added once the information sheet has been turned in. Must be 16 or older, and able to provide photo ID
Persons listed on the student information sheet will be allowed to pick up children from S.A.C.C. at any time unless there is a court order stating they cannot. A copy of the court order must be provided to the school age care coordinator.
Children are not allowed to sign themselves in or out of the program.
If children are leaving and returning to S.A.C.C. for a school activity during the day (swimming lessons, summer school, sports camps, etc), a permission form must be submitted a minimum of 2 weeks in advance or staff will not be permitted to sign them out to attend their activity.
With the exclusion of district activities, students are only allowed one sign in/out per day.
Persons dropping off and picking up children need to remain behind the blue tape line in the cubby area of the classroom.
We ask that motorized vehicles remain in the parking lot and do not drive on the blacktop areas of the playground.
If S.A.C.C. is not in the classroom, a sign will be posted at the parent station.

Operating Hours

S.A.C.C. operating hours are 6:30AM to 5:30PM. S.A.C.C. students and families are not allowed in the building prior to 6:30AM and must exit the building by 5:30PM.

Schedules and Rates

WEM S.A.C.C. aims to provide flexibility in meeting the unique child care needs of each individual family by allowing families to register for the specific days and times childcare is needed.

It is very important for summer planning - scheduling staff and activities and being able to meet the child care needs of district families that schedules submitted at the time of registration accurately represent when students will be in attendance.

Contracted Hours

You are committed to the days selected at the time of registration for the duration of Summer S.A.C.C.
Contracted hours must be listed on the quarter hour mark (8:00AM, 8:15AM, 8:30AM, 8:45AM, etc)
Children may attend S.A.C.C. anytime WITHIN their contracted hours

Requests for care outside of contracted hours: meaning drop off before scheduled drop off time, pick up after scheduled pick up time and care on non registered days must be made in advance.
S.A.C.C. will do our best to honor requests for additional hours/days, but due to maximum group sizes and student to staff ratios we cannot guarantee space will be available for childcare outside of contracted hours.

Additional fees apply for childcare outside of contracted hours

Drop in rates will be charged for child care outside of contracted hours.

If children have not arrived within 1 hour of their contracted drop off time and no notice has been given of late arrival, staffing may be reduced and/or drop in care spaces may be filled and family will forfeit their spot for that day.
Fees are not reduced for scheduled hours not in attendance.
The school age care coordinator may request a meeting with parents/guardians at any time to make changes to contracted hours based on child's attendance.

Scheduling Options

Families are committed to the scheduling option selected at the time of registration for the duration of Summer S.A.C.C.

Set Schedule

One schedule submitted at the time of registration

Families must select their registered days and indicate contracted hours on the schedule agreement submitted at the time of registration.
Contracted hours do not need to be the same for each different day of the week.

(ie Mondays 7-4, Tuesdays 8-5, Wednesdays 7-5, Thursdays 8-5, Fridays 7-2).

Families are committing to the schedule agreement submitted at the time of registration for the month of June
If a permanent change is needed to contracted hours for the months of July or August, you must submit a new schedule agreement by the 15th of the month prior

for a new schedule beginning in July a new schedule agreement must be submitted by June 15th
for a new schedule beginning in August a new schedule agreement must be submitted by July 15th
You are committed to the days selected at the time of registration for the duration of Summer S.A.C.C.

a fee of $20/day will be charged for all days selected at the time of registration if they are not scheduled on the new schedule agreement

additional days not indicated at the time of registration are subject to availability

Families may take one vacation week (Monday through Friday) each month with zero hours scheduled for a weekly rate of $25/child.

Notice of vacation must be given no later than

May 1st for June vacation (the week of June 29th to July 3rd is considered a June vacation week)
June 15th for July vacation
July 15th for August vacation

Varied Schedule

Calendars are submitted monthly.

Families must select their registered days on the schedule agreement submitted at the time of registration. Contracted hours will be indicated on the calendars submitted monthly.
Days not selected on the schedule agreement at the time of registration may not be scheduled on monthly calendars
Each day of the week selected on the schedule agreement at the time of registration must be scheduled a minimum of two times per month

a fee of $20/day will be charged for all days registered not scheduled a minimum of 2 times per month

for example if your child is registered for Monday/Wednesday/Friday care and they are scheduled on the monthly calendar to attend one Monday and no Fridays, $60 will charged, due by the end of the month (in addition to weekly rates)

drop in rates will be charged for any days scheduled only 1 time per month

Make sure to view the activity calendar before submitting your monthly schedule. Staff will not be on site during activities scheduled off site. Meaning students will need to arrive before we leave for the activity or arrive after we return from the activity.

Medical Leave

In the event families need to take a leave from child care due to medical reasons, a long term with a weekly rate of $25.00 for full time ($5/day for part time) may be requested to hold the child’s spot for the remainder of Summer S.A.C.C.

Payments

Payments are due every Friday by noon for the upcoming week of care.
Payments can be made online through the ARBITER community ed site

Log into your account using the username and password used to register for S.A.C.C. then follow the steps below to make a payment

All Summer S.A.C.C. payments should be paid online. If needing to pay by check or cash, contact the school age care coordinator.
Families will receive an email with a copy of their monthly invoice once it has been entered into their account to the email address linked to your online account.

The date on Monday of each week determines the monthly invoice for that week. Example the week of June 29th will be on the June invoice

Families may choose to pay weekly, biweekly or monthly, as long as by noon each Friday the fee for the upcoming week has been paid. Amounts paid must be in full week intervals.

Example: a family with a weekly rate of $125 may opt to pay -

$125 by noon each Friday

$250 by noon on the 1st and 3rd Friday of the month

$500 by noon on the first Friday of the month (4 week month).

There will be a $25/week late fee added to accounts that are not up to date by noon on Friday.
If there are extreme circumstances that prevent a family from paying their account in full by the payment deadline, the school age care coordinator must be contacted before the payment deadline.
If account is past due, childcare services will be suspended until the account is up to date (this includes late fees) or a payment plan has been made with the school age care coordinator..
WEM School Age Child Care will not mediate payment arrangements between co-parents. It is the responsibility of the parent(s) to make sure their child’s account is up to date by each payment deadline, the account must be up to date in order for children to attend.

WEM School Age Child Care accepts CCAP from Le Sueur and Rice county and payments from other outside agencies.

Families are responsible for payment until paperwork is received and any balance not paid by the outside agency.
Families must inform the S.A.C.C. Coordinator at the time of registration if you will be receiving CCAP payments or payments from another outside agency.
Written authorization from families receiving financial assistance from outside agencies must be received prior to the payment deadline, families are responsible for payments until written authorization has been received.
Payment policies as stated above apply to all co-payments and any balance not paid by an outside agency.
If child care assistance is canceled, parents/guardians are responsible for all expenses incurred

Parent’s Responsibilities

Parents are responsible for:

Being aware of all information in the current WEM School Age Child Care Handbook and following all policies and procedures.
Displaying BUCS Pride by being respectful, responsible, positive, safe and kind to WEM School Age Child Care staff, parents and participants and supporting children in following BUCS Pride throughout the program
Communicating with the S.A.C.C. coordinator any important information regarding your child
Notifying staff in advance of changes in your child’s schedule.
Completing the self screening before attending each day
Signing children in and out each day indicating accurate times of attendance
Keeping ill child(ren) home and sharing with the S.A.C.C. coordinator information regarding potential contagious illnesses
Dressing your child(ren) appropriately for the weather
Making sure children have all supplies each day they attend
Keeping your contact information up to date
Checking family folders and SeeSaw on a regular basis
It is the parent/guardian's responsibility to inform all persons picking up and dropping off their child of all policies and procedures as written in the WEM School Age Child Care Handbook.

WEM School Age Child Care is committed to providing a safe and nurturing environment for all children in our care. We understand that parents may have disagreements or complex relationships that affect their interactions. However, our primary focus is on the well-being and care of the children. Therefore, we will not mediate or become involved in any disagreements between parents/guardians. We will strictly follow the policies outlined in court orders or other legally binding documentation related to parental rights and responsibilities. We will not facilitate discussions or involvement in matters that are not directly related to the care of the children in our program. Parental disputes need to be resolved through the appropriate legal counsel.

Communication

WEM S.A.C.C. values the communication shared between us and the families of the program. This communication helps us in many ways. We hope that parents also value this communication as it helps provide the best experience possible for your children while they are in our care.

Parents/Guardians may contact the school age care coordinator Monday through Friday between the hours of 6:00AM and 6:00PM. In the event of an emergency you may reach out after hours or on weekends.

SeeSaw is a great tool for communication between parents and staff. We strongly encourage all families to utilize the app.

Allow 24 hours for email responses sent during business hours.

Drop off and pick up times work well for quick communication but are not ideal for in-depth conversations as staff main focus is supervision of children and privacy must always be maintained. Parents may request a meeting at any time with the school age care coordinator to share suggestions, ideas or concerns

We like to hear how we are doing as well as if there is something that we can do to better accommodate your family. We will request that all families fill out a Parent Survey during the summer. Your feedback is greatly appreciated! We encourage input from all families. Your suggestions, ideas and concerns are always welcome. In fact, all of these things help to improve our program. In addition to the family survey’s, parents may request a meeting at any time with the school age care coordinator or share your suggestions, ideas or concerns by emailing the school age care coordinator.

Staff

S.A.C.C. is staffed by caring individuals who have experience in various fields. Background checks, first aid, CPR training, and continued staff development through workshops and training are required of all staff.

Under Minnesota State Law, all staff that work with children are required to report all suspected physical, emotional, or sexual abuse or neglect of children to authorities as mandated reporters.

Leadership

Jennifer Seesz-Holicky (known to the students as Mrs. Jennifer) has worked at the WEM district since 2013. This will be her 11th summer working with the Summer S.A.C.C. program. She works full time year round as the WEM School Age Child Care Coordinator in the S.A.C.C. classroom and behind the scenes of the program as well as additional duties within the elementary school during the school year.

As a mom of four, Jennifer has a good understanding and recognizes the importance and need for quality childcare in our local communities. She says one of her favorite things about working with children is their never-ending sense of curiosity and how they provide a different perspective to look at the world. During her time as the school age childcare coordinator she has sought to develop solid relationships with the staff and participants of the program and build an environment based on the 5 pillars of BUCS Pride creating a welcoming space where everyone feels a true sense of belonging where children not only have fun but learn skills they can carry with them throughout life.

Programs Guidelines for Supervision of Children

WEM S.A.C.C. maintains a student to staff ratio of no more than 15:1 and a maximum group size of 30 to ensure the ability of quality supervision for our students.

All staff are trained in Active S.M.I.L.E. Supervision techniques

Bucs Pride

The school wide PBIS core values of: RESPECTFUL, RESPONSIBLE, SAFE, POSITIVE and KIND will be implemented throughout the S.A.C.C. program. The school age child care staff strives to provide an environment focused on these core values. Each child will be taught expectations of conduct and be reminded to follow these expectations while in the program. Teaching the core values will allow students in our care to form a foundation that they can build upon through all aspects of their lives.

Behavior Expectations

Students are expected to show behavior that is respectful, responsible, positive, safe and kind to themselves, other students and staff.

Staff will be encouraged to use positive techniques to guide the behavior including giving positive attention, setting appropriate limits, redirection, logical consequences, participation in the solution, conflict resolution, and/or natural consequences.

Reasons for disciplinary action include but are not limited to

Children’s (their own or others) safety is at risk
Staff safety is at risk.
Child is causing an overall disruption to the program.

Physical violence will not be tolerated. If a child intentionally harms another child or staff member physically, causing marks or injury, that child will be immediately removed from the situation. Parents/Guardians will be called and will be required to make arrangements to have their child picked up within 1 hour. Late pick up fees will be charged if child is not picked up within 1 hour. The child may also will be suspended from the program for the remainder of the week starting on the next scheduled day.

Failure to remain with the group is not acceptable behavior in the group child care setting, this includes running away, hiding, refusing to transition between activities, etc If a child leaves the designated child care space parents/guardians will be called and will be required to make arrangements to have their child picked up within 1 hour. Late pick up fees will be charged if child is not picked up within 1 hour. The child will be suspended from the program for the remainder of the week starting on the next scheduled day.

Behaviors that compromise a safe and positive environment for all students will result in disciplinary action which may include :

verbal reminder
written fix it plan
calling parents to pick up child
suspension
termination

Disciplinary action steps may be skipped depending on the severity of the behavior.

Parent/Guardian and student will be required to attend a meeting with the school age care coordinator and/or community ed director before returning after a suspension.

Fees will not be charged for full days not in attendance related to behavior expectations policies.

WEM School Age Child Care reserves the right to terminate care at any time for the safety and well being of all participants.

Dress Code

Children must be adequately dressed for activities and outdoor play.
Children must have appropriate footwear for outdoor activities

tennis shoes. If children do not know how to tie, shoes should have velcro or slip on
crocs with socks

Sandals and flip flops are not allowed for outdoor activities. If a child arrives without the proper footwear, the child’s participation in activities will be limited.
Children may keep a pair of shoes at S.A.C.C. if they choose.
Going outside is a frequent activity.
Participants must adhere to the district dress code while attending S.A.C.C

Electronics

We encourage cell phones and smart watches to be kept at home.

If brought to S.A.C.C. they must be turned off and kept in the child's backpack.

Children may not use, activate or display cell phones and smart watches during childcare hours.
WEM School Age Child Care is not responsible for lost or damaged items..

"Smart watch" any watch that can send or receive text messages/phone calls and/or take photos.

Severe Weather

Severe Weather Watch
During a severe weather watch, S.A.C.C. staff will be on alert for developing and dangerous conditions and actions deemed necessary for safety will be taken per building procedures. It is recommended that families make arrangements to pick up their children as soon as possible during severe weather watches so they are not on the road during severe weather events.
Severe Weather Warning
During a severe weather warning staff and students will seek shelter following building procedures (in room 118 across from the S.A.C.C. room). We will continue to shelter in place until the warning has expired. (Reminder just because the sirens stop does not mean the warning has expired) Students will not be permitted to be dropped off while a warning is in effect. Parents who arrive at school during an active warning may seek shelter with their child at school until the all clear is given.
Communication may be limited during severe weather due to the supervision and safety of students being our top priority and the limitations weather may present.

Emergency Closing

In the event of an emergency that causes S.A.C.C. to need to close, parents will be notified via SeeSaw. If children are at S.A.C.C. when the notification is sent, families will need to make arrangements to have their child picked up within 1 hour. Weekly rates are not modified for emergency closing situations.

S.A.C.C. reserves the right to make changes to operating hours at any time based on the safety and wellbeing of all participants.

Transportation

WEM School Age Child Care does not provide transportation to and from childcare.
It is the parents/guardians responsibility to make arrangements to get their child to and from S.A.C.C.
In the event of field trips that are further than walking distance, transportation will be provided by bus drivers employed by the WEM School District.

Food & Nutrition

We ask that children eat breakfast before arriving or they may bring breakfast to eat during the morning snack time.
Families will need to provide a bag lunch for their child.
No pop or candy. (unless provided by S.A.C.C. during special events)
WEM Summer S.A.C.C. does not have access to a refrigerator/freezer.
Limited microwave use is available for quickly heating leftovers.

Cooking meals such as easy mac, ramen noodles, frozen meals, etc is NOT permitted.

WEM S.A.C.C. provides healthy choices for morning and afternoon snacks.
Snacks or treats may be brought in to share with the whole group, however, all items must be store bought and include the ingredient list. Families must inform the S.A.C.C. coordinator in advance before bringing in treats.

Birthday Invitations

Birthday invitations may not be passed out at S.A.C.C. unless all participants have been invited.

Photography

Images may appear on the district website, district social media, local newspaper, brochures and other advertising of WEM Community Education.

If you do not want your child to be photographed, please notify the school age care coordinator in writing at the time of registration.

Sunscreen

All families who want their child to apply sunscreen must provide a bottle of sunscreen labeled with their child’s first and last name. (Permanent marker written on masking tape or a label, marker written directly on the bottle tends to disappear due to the oils in the sunscreen.)
Parents should apply sunscreen on your child before they attend each day.
Children will apply their own sunscreen after lunch under staff supervision
Children need to have a sunscreen permission form that matches the specific brand and SPF. on file before they will be allowed to apply sunscreen at S.A.C.C.

Medication Administration

Medication will be administered only between the hours of 12:00PM and 12:30PM.

All following criteria must be met

The medication authorization form must be filled out properly and have both a parent/guardian and a doctor’s signature.
The medication authorization must be turned in to the school age care coordinator before any medication is given.
All medication must be in the original bottle that includes a label.
It is the family's responsibility to ensure that medication is given directly to a staff member.
Children may not have any type of medication in their possession at any time or administer their own medication.
Expired medications will not be given.
Documentation of all medication given while a child is at S.A.C.C. is required, that includes

Child's First and Last Name
Name of Medication and Prescription Number
Date(s), Time(s), and Dosage of Medication given
Name and Signature of Person who Administered the Medication

The medication policy as stated above applies to ALL MEDICATION, including prescription medications and over the counter medications (tylenol, cough drops, etc)

Allergies

If your child has an allergy,it is important that we are notified. If a child is exposed to the allergen parents/guardians will be notified as soon as possible and proper care will be given per an allergy action plan. An allergy action plan is required for all participants who have an allergy indicated on their enrollment form.

Accident & injury recording and reporting

WEM School Age Child Care works hard to ensure the safety of the children in our program, however sometimes accidents happen. If an accident and injury happens an accident/injury form will be filled out and copied so that we have one in the child’s file as well as a copy for the family. These forms will be filled out for any accident and injury that may result in large bruise/bump, head injury, sprain, broken bone, or other serious injuries. All major injuries will result in parent/guardian contact.

If an injury is serious parents/guardians will be contacted as soon as possible to pick up their child. If a major incident happens which requires emergency care, 9-1-1 will be called.

WEM School Age Child Care does not have a registered nurse on staff.

Illness Policy

Parents are responsible for keeping ill children home and notifying the school age care coordinator when their child will be absent. If a child becomes ill while at S.A.C.C., they will be isolated from the other children. Parents are responsible for making arrangements to have their child picked up WITHIN ONE HOUR. In the event that staff cannot reach a parent/guardian, an authorized emergency contact person will be called to pick up the child.

All participants must complete the self screening thoroughly each day before attending.

Failure to complete the self screening, falsifying and/or withholding information will result in termination of childcare services.

The primary reasons for exclusion from child care are that the condition:

Prevents the child from participating comfortably in activities
Results in a need for care that is greater than staff members can provide without compromising the health and safety of other children
Poses a risk of spread to others.

A child with any of the following conditions or behaviors is a sick child and must be excluded from a childcare not licensed to operate a sick care program. If the child becomes sick while at S.A.C.C. the child must be isolated from other children in care and the parent called immediately to make arrangements to have their child picked up within one hour. Children with any of the following must not attend S.A.C.C. and parents must notify the school age care coordinator:

answers yes to any of the self screening questions
with a reportable illness or condition as specified in part 9503.0080
who is not able to participate in child care program activities with reasonable comfort; or
who requires more care than the program staff can provide without compromising the health and safety of other children in care.

Children may return to S.A.C.C. when all the following are true;

if requested has provided documentation from a health care provider with all required information
has met exclusion criteria
symptoms have improved
is able to eat and drink normally
no vomiting or diarrhea within the past 24 hours
fever free for 24 hours without use of fever reducing medication
cough is infrequent and mild without the use of cough medicine
has no respiratory difficulty
does not have copious nasal secretions
is alert, active, and playful
can comfortably participate in all childcare activities

When seen by a health care provider due to illness a doctor's note is required before returning to S.A.C.C. that includes: child's name, date, and diagnosis given.

Exposure to communicable illness MUST BE REPORTED to the school age child care coordinator immediately. In the case of infectious or communicable disease, families will be notified the same day the program is made aware of a child’s contagious reportable disease.

If a child is sent home sick from SACC, they will need to remain out a minimum of 24 hours.

A note to parents and caregivers: To help keep healthcare facilities that care for children from becoming overwhelmed, please keep all eligible children up-to-date with childhood immunizations.

There are many viruses that cause illnesses with and without fevers and all should be treated with good hand washing hygiene and keeping a sick child home while they are symptomatic.

By enrolling your child in S.A.C.C., you are agreeing to follow the WEM School Age Child Care illness policy and are required to notify the coordinator regarding symptoms or illness.

All licensed child care providers are required to follow directives as listed by DHS and the MN Department of Health. DHS may issue licensing actions including correction orders, fines, conditional licenses, revocations, and suspensions to providers who do not comply.

Important note: As a certified child care center WEM School Age Child Care is required to follow guidelines from the Minnesota Department of Human Services relating to childcare. These policies may be different from the general district policies. For questions relating to the classroom, please reach out to the school nurse.

WEM reserves the right to update the illness policy at any time in accordance with new information from the Minnesota Department of Health.

Immunizations

By a child's date of attendance, the certified center must maintain or have access to a record detailing the child's current immunizations or applicable exemption.

Termination of Summer Contract Agreement

In the event a family decides to terminate their summer contract agreement, a minimum of a 30 day written notice is required.

Fees apply according to contract agreement regardless of attendance.
Families who do not give notice will be ineligible to register for future sessions of Summer S.A.C.C.

WEM School Age Child Care reserves the right for immediate termination of any child if the safety of participants/staff is being compromised.

Dismissal from the program could result from any of the following:

The school age care coordinator and community ed director determines that the program cannot meet the needs of the child.
The child and/or parent/guardian has inappropriate conduct toward self, other students or staff.
The child and/or parent/guardian are unable or unwilling to follow the program policies, procedures and rules as stated in the 2026 WEM Summer SACC Handbook.
Invoices/fees are not paid.

This dismissal procedure includes all WEM S.A.C.C. program options including Summer, School Year and Non-School Days.

After one full calendar year of absence from the program following dismissal, a child may be considered for re-entry into the program.To determine if enrollment can be accepted:

A meeting will be required with the parents/guardians, WEM School Age Child Care Coordinator and the WEM Community Ed Director to discuss details for a successful return to the program.
All outstanding fees have been paid.

In some instances returning to the program will not be considered, this is decided on an individual case basis.

If a child has been dismissed from the program for a second time, this will result in permanent termination from the WEM S.A.C.C. Program.
