Note that martial law in effect in the country prevents male Ukrainian citizens between 18 and 60 from leaving Ukraine. Some borders enforce this more strictly than others.
Exceptions to restrictions on departing Ukraine for the martial law period for men aged from 18 to 60 years apply to individuals who:
- Hold a certificate of recruitment deferral and message on enrollment to special military registration or conclusion of military and medical commission on ineligibility
- Maintain three or more children aged up to 18 years, raise alone a child (children) aged up to 18 years, maintain a child with a disability, an adopter, a guardian, or whose immediate family members perished or disappeared during the antiterrorist operation.

TEMPORARY PROTECTION STATUS IN EUROPEAN COUNTRIES
If you were permanently residing in Ukraine, and you left the country to escape war from 24 February 2022 on, you may be entitled to temporary protection in any EU country, as well as in Switzerland, Norway and Iceland. Temporary protection will last for at least one year, this may be extended depending on the situation in Ukraine.
All EU countries bordering Ukraine are allowing entry to all people fleeing war in Ukraine on humanitarian grounds regardless of whether or not you have a biometric passport. This applies also to children. If you have Ukrainian nationality and a biometric passport, you can enter the EU by presenting your passport at the border. For all the other cases, Member States will admit you on humanitarian grounds.
You may request temporary protection in the following EU and non-EU countries that you arrive in:

Asylum Procedures
!If you can receive temporary protection status, do not apply for international (refugee) protection!
You do not have to submit an asylum application to stay legally in Poland.
Citizens of Ukraine, as well as their husbands (wives), who, as a result of Russian aggression, left their homeland, can stay on the territory of Poland legally for 18 months. This applies to persons who:
- Arrived in Poland directly from Ukraine after February 24, 2022
- During the passage of border control were registered by the Border Guard Service
- Want to stay in Poland.

- Entry is possible for persons who do not have a valid travel document (biometric passport). In such a case, it is necessary to apply for temporary refuge or asylum. If you are traveling with children, it is recommended that you have at least your child's birth certificate with you.
- Persons without a valid passport are advised to carry other documents (e.g. ID card, driver's license, residence permit in Ukraine, birth certificates of children, etc.).

- There are currently 3 border crossings: Vyšné Nemecké, Ubľa and Veľké Slemence. Passenger transport at the railway border crossing of Čierna nad Tisou- Čop has been suspended.
- Slovakia has set up the so-called hotspots at the border crossings and in some municipalities to speed up the administrative process that needs to be completed upon entering the country: in Ulíč, Ubľa, Vyšné Nemecké, Veľké Slemence and Čierna nad Tisou.
- As Ukraine has announced mobilization, Ukrainian men aged 18-60 are not entering Slovakia.

Persons fleeing from a war conflict are entitled to a temporary stay up to 90 days. 🏛✅
When you enter Slovakia, or within 90 days from entry, you have a number of options that may allow you to stay longer in Slovakia:
- Applying for temporary refuge
- Applying for international protection (asylum)
- Applying for temporary or permanent residence
- Applying for temporary refuge (odídenci)
The Government of Slovakia has approved the provision of temporary refuge to:
- citizens of Ukraine,
- persons who have enjoyed international or equivalent national protection in Ukraine,
- family members of citizens of Ukraine and persons with granted protection (if the family resided in Ukraine before 24 February 2022),
- foreigners who are not citizens of Ukraine, yet are permanent residents of Ukraine and cannot return under safe and stable conditions to their country or region of origin.
A family member of a citizen of Ukraine is:
- The spouse of a citizen of Ukraine,
- A minor child of a citizen of Ukraine or a minor child of the spouse of a citizen of Ukraine,
- The parent of a minor child who is a citizen of Ukraine
Applicants must provide credible proof of their identity and nationality of Ukraine, and if not a citizen of Ukraine, their identity, nationality and family relationship to a citizen of Ukraine. Where to apply for temporary refuge:
- Upon entry into the territory of the Slovak Republic - at the relevant police department of the Foreign Police at the border crossing point.
- After entering the territory of the Slovak Republic:
- Before making a declaration in person to the police, you can register HERE - the police will already have your details and your application will be processed more quickly. 🏛✅
- Applying for international protection (asylum) - NOT RECOMMENDED if temporary refuge can be granted instead 🏛✅
You can apply for asylum if you have well-founded fears of persecution in your country of origin on grounds of race, nationality, religion, political opinion or membership of a particular social group and, because of these fears, you cannot or do not wish to return to this country, or if you are being persecuted for exercising your political rights and freedoms.
You may be granted subsidiary protection to protect you from serious harm in your country of origin.
The Ministry of the Interior may also grant asylum on humanitarian grounds.
If you enter the Slovak Republic through a border crossing point, the border police department at the border crossing point is competent to receive your asylum application. If you are travelling by air, it is the police department in the transit area of the airport (Košice, Bratislava, Poprad). If you are already on the territory of the Slovak Republic, you can apply for asylum exclusively at the Asylum Department of the Police Corps in Humenne.
The Migration Office of the Ministry of the Interior of the Slovak Republic is responsible for deciding on applications for asylum or subsidiary protection.

- The Hungarian State Railways Zrt. (MÁV Zrt.) has introduced the “solidarity ticket” with which anyone – regardless of their nationality – who arrives from Ukraine may travel free of charge within the territory of Hungary. The ticket is available at Záhony station, or on trains departing from Záhony, and also in the BOK reception centre in Budapest. On trains with seat reservation, passengers still have to buy a seat reservation (300-1000 HUF depending on the distance - 3 euros from Budapest to Vienna). Payment is only possible in Hungarian forints or Euros, or by card. It is possible to buy seat reservations online at https://jegy.mav.hu/, so no need to queue. Passengers will need to add the discount “Ukrainian citizen” at the very end to buy the 3 euros tickets. 🏛 ✅

- People travelling by designated refugee trains towards Budapest will be met by Hungarian authorities at Kőbánya felső (outskirts of Budapest), from where they are transported by buses to the BOK reception centre. 🙋⚪️
- Those travelling by regular trains to Budapest are transported by buses to the official transit point, the BOK reception centre: 1 Dózsa György str, Budapest. However, if the train you are on goes to Vienna or other foriegn destinations, and you have tickets for the whole journey, stay on the train and continue your journey. 🙋⚪️
- From the BOK reception centre people will be transported by buses to the railway stations and the airport to travel onwards. In the meantime, there are all kinds of humanitarian services, info points and consular service at the BOK centre. 🙋⚪️

Buses leave on Tuesdays, Thursdays and Saturdays and stop at Wien Hauptbahnhof and the immigration centre in Vienna for those who wish to register for asylum in Austria. - I am a Ukrainian citizen and I fled from Ukraine to Hungary
- Ukrainian citizens with a biometric passport can stay and move freely within the European Union for 3 months
- The European Union offers temporary protection to Ukrainian citizens and their family members who were living in Ukraine before 24 February 2022. This temporary protection in Hungarian is called “menedékes”
- In the context of temporary protection, a family member is defined as a spouse, partner, minor child and relatives living in the same household. Family members are entitled to this protection even if they are not Ukrainian citizens
- I am a Hungarian citizen
- Hungarian citizens cannot apply for temporary protection, as they are coming home to Hungary and can stay here for any length of time without a special permit. But in the current situation, Hungarian citizens who have fled from Ukraine are entitled to the same services as Ukrainian citizens who apply for protection.
- I am neither a Hungarian nor a Ukrainian citizen, but I lived in Ukraine and fled to Hungary.
- Since 8 March, only those who have Ukrainian citizenship can apply for temporary protection in Hungary. Citizens of other countries cannot apply for such protection even if they are afraid to return to their country of origin (country of nationality). We encourage them and their helpers to contact the Hungarian Helsinki Committe as soon as possible at ukrainecrisis@helsinki.hu .
- Those who would only stay in Hungary for a short period because they want to return to their country of origin will receive a "temporary residence certificate" from the immigration office ("National Directorate General of Aliens' Policing", OIF).

If you are staying in Austria for more than three days, you need to register your place of residence:
- In the case of private accommodation, you have to report your place of residence directly to the registration office within three days after moving into the accommodation, whereby you need a corresponding confirmation of your accommodation provider (owner, private landlord, etc.).
- If you are accommodated within the framework of a lodging/tourist establishment, the registration is carried out by the owner in accordance with the relevant regulations (depending on the duration of the stay, e.g. entry in the guest register).
- In the case of admission to basic care in organised accommodation, this notification is arranged by the BBU or the respective competent provincial basic care office.
Asylum Procedures
As part of the EU decision on temporary protection, displaced Ukrainians are allowed to reside, work or study in the EU for one year (renewable until 3 years) without the need to submit an asylum request. 🏛✅
The following persons are granted a temporary right of residence in Austria until 3 March 2023: 🏛✅
- Ukrainian citizens who had to flee from Ukraine as of 24 February 2022 and their family members (spouses, registered partners, minor children, close relatives).
- Persons entitled to protection in Ukraine (e.g. recognised refugees) who had to flee from Ukraine as of 24 February and their family members.

Entry of people running from the war in Ukraine is allowed those who: 🏛✅
- Have a biometric passport
- have an old passport format without biometric data;
- have an ID card;
- have driving license;
- have birth certificate – for children up to 14 years;
- do not have any of these documents, but have other official documents that indicate their identity – for example: certificates, passes, diplomas, membership cards, bank cards, employment records, property documents and the like;
- do not have absolutely any documents – exceptionally and after an inspection by Border Police officers.
It is also allowed to enter Bulgaria with pets, regardless of whether they have identification with a chip accompanying passports or vaccination certificates.

Investment VISA:
a) General rules
- Based on Normative Resolution 11/2017.
- A temporary visa may be granted to a foreign citizen who will represent a financial institution or a business group that will carry out direct investment in a company established in Brazilian territory.
- This type of visa requires approval from the Brazilian Ministry of Labour, who, then, will send the authorisation to the Ministry of Foreign Affairs.
- Application procedures for this type of visa have to be initiated in Brazil through the Brazilian Ministry of Labour.
- Within 90 days of entry in Brazil, holders of this type of visa must register at the Federal Police (click here) and submit a copy of the visa application form provided by this Consulate.
b) Length of stay in Brazil
Granted period: indefinite leave.

A Canada-Ukraine Authorization for Emergency Travel (CUAET) for individuals fleeing Ukraine has been established: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/ukraine-measures/cuaet.html. 🏛✅
There will be no limit to the number of Ukrainians who can apply. This is the fastest, safest, and most efficient way for Ukrainians to come to Canada and eliminates many of the normal visa requirements. All Ukrainian nationals will be able to apply through this new path, and, pending background check and security screening, their stay in Canada could be extended by at least 2 years.
The program gives you a visitor visa, that is
- is fee-exempt
- is valid for 10 years or until your passport expires
- allows you to travel in and out of Canada, as long as your visa is valid
- will be processed on a priority basis
- gives you the option to apply for a fee-exempt work permit at the same time
- gives you the right to stay in Canada for up to 3 years at a time or until your passport expires. When your status in Canada is about to expire, you need to apply to extend your stay.

Citizens of Ukraine currently do not need a biometric or normal passport as well as a Croatian visa to enter and reside in Croatia. During border control, it should be stated that you are a displaced person in need of temporary protection. Border police will carry out border control and give you a card with basic information.

- It is not necessary to apply for asylum. Protection will be granted through a different, shorter procedure called temporary protection. We therefore recommend that Ukrainian nationals do not submit an asylum application at this time. However, the right to apply for asylum at a later date remains unaffected.
- The following categories can apply for temporary protection status:
- People with Ukrainian nationality who have fled Ukraine as of 24 February 2022.
- Third-country nationals and stateless persons who were recognised as refugees in Ukraine or had another international or national protection status and left Ukraine as of 24 February 2022.
- Family members of the groups referred to above, if they lived together in Ukraine. Eligible family members are spouses and, on certain conditions, unmarried partners living together in a permanent relationship, minor unmarried children and, on certain conditions, other close relatives. Their nationality is not relevant.
- Third-country nationals and stateless persons who had a permanent residence permit in Ukraine and cannot safely return to their country of origin.
- If you are accommodated in a private home and do not need urgent financial or medical assistance, you can wait a few weeks before registering. Many authorities are currently overloaded.
- If you need accommodation or financial or medical assistance, you should register immediately. Where you need to register depends on the city you are in.

Asylum
Foreign nationals will be granted a residence permit on humanitarian grounds under Article 74 of the Foreign Nationals Act No 80/2016: https://www.government.is/diplomatic-missions/embassy-article/2022/03/07/The-Minister-of-Justice-permits-temporary-protection-due-to-mass-flight/
Such a residence permit is issued for one year at a time, with the possibility to renew or extend it for up to three years from the time a permit was first issued. - HAP will be processed only when you provide the address of the property. It can take 12 weeks. Expect to cover the deposit and 3 months rent. HAP will not be backdated.

- Upon arrival in Ireland you should be able to register under temporary protection and apply for a PPS number and social welfare payment at Dublin airport, in the dedicated processing centre. You will be given a permission letter by the Department of Justice confirming that you have been granted Temporary Protection under the EU Directive.
- If you arrived before 9 March and do not have the permission letter by the Department of Justice, you can still request it:
- if you are staying in accommodation provided to you by the State and have not already received your permission letter, staff from the Department of Justice are visiting the accommodation locations and will provide your permission letter to you there
- alternatively, you can get your permission letter by visiting the Ukraine Support Centre in Cork Street, Dublin 8 or Dominick Street, Limerick

- Everyone coming to Ireland under the Temporary Protection Directive is entitled to a medical card with a simplified application process. A medical card allows you to visit a doctor for free, access other health services and get medicines at a reduced price. Children aged over 16 must apply for a medical card separately.
- Application should be done through a special form. (this form is available in Ukrainian and Russian languages, however must be filled in the English language). You can email your completed form to PCRS.Applications@HSE.ie or by post to the address on the form. 🏛✅
- In order to get a medical card you should have a PPS number registered. Usually you do that at the reception desk at Dublin airport. If you are in Ireland already, you should go to a Ukraine Support Centre if you are in Cork, Dublin or Limerick, or go to your local Intreo centre or branch office. You should not apply online for your PPS number. 🏛✅
- Also General Practitioner acceptance and signature is preferable when filling in the form, however if you do not have one, it will be assigned to you and your family. (if you need medical help before getting a General Practitioner assigned to you, you will be sent to eDoc/hospital for medical issues).
- In 9 months’ time, you will have to make a full application for a medical card. Apply for medical card at: www.mymedicalcard.ie This will include a full financial assessment or means test 🏛✅ . Basically that means that your income will be reassessed and the conclusion will be made whether you can continue using some of the medical services for free.
- Use SafetyNet service until the medical card is processed.
- Many vaccinations are free in Ireland. You can read information about the vaccines available from the HSE for you and your children in Ukrainian, Russian and English. 🏛✅
Please note: Irish healthcare system is very busy, if you feel like you need medical help, make an appointment at your General Practitioner or go straight to the closest Accidents & Emergency (A&E). Depending on the urgency, waiting time is usually quite long. In a life threatening emergency, call 999 or 112 to ask for an ambulance. Also few General Practitioners in Dublin have organized free clinics for refugees as well, you can find them on local support Facebook groups.

- Ukrainian citizens holding a valid Schengen visa, as well as Ukrainian citizens who have obtained a national visa or temporary residence permit issued on humanitarian grounds in Lithuania, have the right to work and are exempt from the obligation to acquire a work permit.

As a citizen from Ukraine you are allowed to stay up to 90 days without a visa in the Netherlands. At this moment you can extend your visa-exempt term for 90 extra days and stay up to a total of 180 days. This is also possible if your visa-exempt term has already expired. If you have fled Ukraine, but are not a Ukrainian citizen you might want to contact the registration centre in Ter Apel and/or the department of Vluchtelingenwerk there to see whether the same rules apply to you or whether you would have to apply for asylum instead.

When you come to the Netherlands you can either stay with friends or family (no visa/asylum required), stay in a government facility (with an asylum request).

Ukrainians don't need a visa for accessing Spain as it is part of the Schengen area. They will have 90 valid days as tourists in order to find other permits if interested to stay.
If you do not have a biometric passport or other travel documents, you can:

- Present your birth certificate or other identity documents, as well as documents demonstrating your residence in Ukraine before 24 February 2022.

Everything related to requesting asylum in Spain is the responsibility of the country's autonomous communities (for example, Catalonia, Madrid, Andalusia, etc.).
There are 2 options:
1. Temporary protection (Recommended - easier and faster to get)
Who can request it?
- Ukrainian people that left Ukraine after the 24th of February or Ukranians that were in Spain (including irregularly) at that time that could not go back.
- 3rd country nationals (non-Ukrainian and non-EU citizens) who have a legal residence permit in Ukraine who cannot go back.
- Family members of those above (apart those irregularly in Spain): 1. Partner, 2. Minor children, 3. Other dependant close relatives
You will need to present documents that prove the eligibility of the situation when asking for the requests.
How does it work?
The person concerned will need to appear in person in one of the “Comisarías”: https://www.inclusion.gob.es/uk/ucrania/protecciontemporal/comisarias.htm 🏛✅
A certificate will be generated that proves the submission of the request together with a NIE assigned

This is a new measure that recently got approved. We highly recommend this option, it's a more agile procedure: less requirements, and higher approval rates.

2. International protection

- People who were already in Spain/ people that were accessing to the Schengen area through Spain directly
- People that have some personal and subjective reasons to ask for this protection even after the conflict is over
- If the person interested has family members in Europe, it could have a negative impact in the approval of the protection
How does it work?
Once the request is presented, the government will provide an appointment to have an interview where they will gather:
- Personal, professional, and family details
- Journey details from Ukraine to Spain
- Reasoning behind the request: war or additional reasons
The interview will be confidential and translators will be provided. Lawyers can attend to those interviews as well.

- It is possible to enter Switzerland even without a biometric passport or visa and without Covid-19 vaccination certificate, if you are a Ukrainian national, a person of other nationalities, as well as a stateless person, including your family members, and can prove that you hold a valid residence permit in Ukraine by presenting a valid short stay or residence permit.
- You can stay without visa up to 90 days, after which you would need a permission (work permit or some kind of international protection).
- It is also legal to transit through other Schengen countries to reach Switzerland, as well as to transit through Switzerland.

Anyone who was resident in Ukraine before 24 February arriving in Switzerland can request a special residence permit (Protection Status “S”) valid for a year and renewed as long as the situation in Ukraine is not stable. This residence permit will allow its holder to:
- Travel in the Schengen area
- Work in Switzerland as of one month after their arrival.
- Bring their families to join them in Switzerland; this includes spouses and children under the age of 18.
- Enjoy the right to accommodation
- Enjoy the right to medical care
- Register their children to Swiss schools
Ukrainians can stay with relatives or friends while applying for this residence permit.
Holders of this special residence permit can change to residence permit type (B) after 5 years.

- Fly or Drive to Turkey, preferable to stay in the big city like Ankara or Istanbul ( ~5-6 hours driving from Ankara as officials here work faster and you have higher chances that your paperwork will be done not in 4 month)
