1.1 OCE Draft League (ODL) is a league split into up to three different divisions. The division's skill levels are relative to the signed up playerbase, with top 33% in Division 1, middle 33% in Division 2 and bottom 34% in Division 3.
1.1.A Each division will compete in a 16 team Swiss Stage each week for 3 weeks, with points awarded based on finishing position.
1.1.B Week 1 will be seeded based on initial team seeding for the draft, with subsequent rounds seeded by the leaderboard and tiebreakers as applicable.
1.1.C Points will be awarded based on Leaderboard Overview points as described in section 1.6.B.
1.2 16 total organisations / communities will have 1 team in each division.
1.3 All matches will be run in the 3v3 (standard) format. Regular season matches will be a Best of 5 (first to win 3 matches within the series). Playoffs will be Best of 5 with a Best of 7 Grand Final (first to win 4 matches within the series).
1.4 Regular season matches will be held weekly on Sundays.
1.4.A This is subject to change if announced due to other community events.
1.4.B Managers / Players are required to submit scores within 10 minutes of series completion via the ODL website or as otherwise directed by tournament staff.
1.5 ODL Season six will consist of 3 regular season weeks and 1 playoff week.
1.6 Leaderboard positions are determined by the points earned from finishing placements in each round.
1.6.A If two or more teams are tied, the tie will be broken by the following parameters:

1.7 Each division will have 8 teams advance to the playoffs, determined by their final leaderboard positions.
1.7.A AFL / Hybrid bracket format.
1.7.B Check the Schedule to see streamed games.
1.8 All playoff matches will be Best of 5 until the Grand Final which will be Best of 7.
2.1 Rosters will be composed of 4 players.
2.2 Rosters can be adjusted between weeks 1 - 3 until a final roster lock takes place for the playoffs.
2.2.A A maximum of two roster changes are allowed per week, regardless of whether they are made through trades or free agent pickups.
2.2.A.A Players dropped through other circumstances, including but not limited to bans, removal & self-drop from the team can be replaced by the losing team without counting towards the 2 roster changes for that trade window.
2.2.B When dropping players, a reason must be provided for staff to review before approving the drop.

2.4 On Friday night, managers must lock in their team for the weekend.
2.4.A All rosters must be finalised and submitted to staff by 10PM AEDT on Friday.
2.4.B Any roster move attempts during roster lock will be denied and
may result in a strike.
2.5 Managers cannot drop a player until they have played at least one series, unless the player violates any Player Responsibilities (see 3.5 - 3.10).
2.5.A Players may choose to self-drop without playing a series. In this case, they become a “restricted free agent”. Restricted free agents cannot be picked up by another team until the next trade window and will not be able to participate in the current round.
2.6 Players remaining in a roster must play a minimum of 2 series before playoffs.
2.7 Organisations can have a maximum of 1 player from their external
Roster.
2.8 Any one team may not have more than 1 player from any external
established roster.
2.8.A External rosters are defined primarily by amount of tournaments played, the tier of tournaments played, any contracts to organisations and length of roster. Eligibility for external rosters will be determined on a case-by-case basis by ODL Staff.
2.9 Individual player salaries will be determined at the start of the season.
2.9.A Divisions 1, 2, and 3 will be given a salary based on an average
of the council members' votes and their 3v3 MMR.
2.9.B Salary is rounded to the nearest $100.
2.9.C Salary cannot change throughout the season.

2.10 Team salaries will be calculated from the total of all 4 team members.
2.11 All teams must be at or below the team salary cap indicated in 2.11.A

2.12 Prior to the season beginning, each team will draft 4 players for their
respective rosters.
2.12.A If a Player who has been drafted drops out prior to Round 1, those Team/s will pick up Free Agents in Draft Order.
2.13 All rosters must be finalised and submitted to staff by 10PM AEDT each Friday. The roster submitted at this time must be the roster that plays the following round.
2.14 Rosters are not able to be changed between Draft Day and the first round of the regular season.
2.15 Rosters are not able to be changed between the final round of the regular season and the playoffs.
3.1 Any player is eligible to become a Free Agent once they have completed an application and either of the following occurs:
3.1.B Player has been dropped by a team.
3.1.C Player has not been drafted on Draft Day.
3.2. ANY PLAYER SMURFING OR SANDBAGGING THEIR RANK WILL RESULT IN A PERMANENT BAN FROM THE ODL.
3.3 Once a player is given the Free Agent role, they are eligible to join a team.
3.4 To formally join a team the player must acknowledge and accept the role they are being offered. Simply typing “I Accept” in response to the transaction request will be enough for the transaction to be processed.
3.4.A Players are allowed to Decline 4 offers over the season.
3.4.B Once 4 offers have been declined, the player will be removed from the Free Agent pool.
3.5 At the beginning of the season, players will be unable to decline the initial draft picks. Players will have a chance to request a drop from their team in the trade window after Round 1.
3.6 Players are to respond to Managers in a timely manner.
3.7 Players are to show up to games if on the starting roster.
3.8 Once a player has Dropped themselves 2 times, they will remain a
Restricted Free Agent for the remainder of the season.
3.8.A A player who drops themselves out of a team will become a “restricted free agent”. Restricted free agents cannot be picked up by another team until the next trade window and will not be able to participate in the current round.
3.8.B Players who are traded between teams or dropped by the Manager will not receive a count towards their 2 self-drop max limit.
3.8.C Once a player has requested to be dropped two times, they will
remain a Restricted Free Agent for the remainder of the season.
3.9 Players are required to use voice communication when playing matches.
3.10 We encourage players to report any toxicity they may see through either the discord or individual interactions between players. This will help us ensure that ODL stays as toxicity free as possible.
4.1 Staff members include the Board and Moderators.
4.1.A The Council and Team Managers are not considered Staff.
4.2 Staff members will oversee and be responsible for all operations of the Oceania Draft League. This includes the following:
4.2.A Keeping all documents accurate and up to date.
4.2.B Moderating the discord and ensuring that the community adheres to our league's values and guidelines.
4.2.C Responding to Tickets in a timely manner.
4.3 Because Staff members are in an administrative position they will be held to a high standard. This includes but is not limited to the following:
4.3.A Acting in a respectful and professional manner in both text and voice channels.
4.3.B Not abusing staff privileges, such as voice muting, kicking,
banning, etc.
4.3.C Being knowledgeable about the rules, expectations and guidelines of this league.
4.4 Staff members are subject to having their staff role removed if their behaviour does not exhibit that of a high standard. Decisions will be made per Board discretion.
4.5 When moderating the discord server, staff members must be reasonable when taking disciplinary action.
4.5.A If a community member is not adhering to the guidelines, staff are to first administer a warning.
4.5.A.A When providing a strike, staff are required to provide a reason and notify the involved member.
4.5.A.B If a member requests a conversation with staff regarding disciplinary actions, staff are not to ignore requests.
4.6 Team Managers will oversee and manage their respective teams in each division.
4.7 Managers are to ensure that all members are up to date on ODL announcements.
4.8 Managers are to respond to any inquiries from members in a timely manner.
4.9 Managers are responsible for all player transactions.
4.10 Managers are to ensure all replays are saved and sent to the appropriate Channels / Personnel.
4.10 Because managers are in an empowered position, they will be held to a
high standard. This includes but is not limited to the following:
4.10.A Acting in a respectful and professional manner in both text and
voice channels.
4.10.B Being knowledgeable about the rules, expectations and guidelines of this league.
4.11 Managers are subject to having their role removed if their behaviour does not exhibit that of a higher standard. Decisions will be made per Board discretion.
4.12 Once the season begins, managers are to stay with their respective team for the duration of the season.
4.12.A Managers will not fill an opposing manager position of a team in
the league if they decide to leave their current team during the
season.
4.13 When a successful transaction is made, the following situations will apply.
4.13.A If the manager initiates a drop, the player becomes a free
agent.
4.13.B If the player drops themselves, the player will become a
restricted free agent until the end of the following round.
4.13.C If a manager picks up a player, the manager is responsible
for ensuring the salary cap is not exceeded after the acquisition.
4.14 Strikes will be given out to Players when a rule is not followed.
4.14.A When receiving a strike, the strike will remain on file until the end
of season, where it will then be reviewed by staff.
4.14.B Staff will have the option to revoke the strike at their discretion,
or issue additional strikes depending on the situation.
4.14.C Acquiring two strikes during the season will result in a mute for a
Week.
4.14.D Acquiring three strikes during the season will result in a
ban.
4.14.E Players will be notified via DM when they receive a strike in a timely manner. The player will also be notified of the removal of a strike in a timely manner.
4.15 Strikes will be given in the following situations.
4.15.A Failure to follow the #discord-rules under the important info
category in the ODL discord.
4.15.B Failure to follow any rule stating strikes can be given (2.3.B, 5.5.A, 5.7, 5.8.D, 5.10.A, 5.11.A).
4.16 Staff reserve the right to take disciplinary action against any member of the league. Any bans will require a unanimous Staff vote.
5.1 All matches will be run in the 3v3 (standard) format. Regular season matches will be a Best of 5 (first to win 3 matches within the series). Playoffs will be Best of 5 with a Best of 7 (first to win 4 matches within the series) Grand Final.
5.2 All matches are to be played on the OCE servers.
5.2.A If a server isn’t suitable for a team, they may request a server change, which will be granted if the request is made within the first 30 seconds of a game and no team has scored.
5.2.B A game can only be started if all players in each team are on the field. If a player is not on the field the game must be restarted.
5.2.C If a goal has been scored and one of the teams still requests a server change, the server change will happen at the end of the current game.
5.2.D All matches are to be played with no mutators enabled.
5.2.E The following are the only eligible arenas within which an ODL
match may be played:
5.2.F Do not create servers using the “Series Length” mutator.
5.3 When creating the lobby, set the team names according to the scheduled fixture.
5.4 For all matches a home and an away team will be designated.
5.4.A The home team is in charge of making the lobby and ensuring the lobby is created using the settings above.
5.5 If a game is scheduled to be streamed, players must wait until the production team has joined and signalled for teams to begin before joining a team.
5.5.A If a player joins a team early, the server will be recreated and
strikes may be given to repeat offenders.
5.6 All season matches are to be played at the scheduled time.
5.6.A Matches are scheduled following AEDT Time Zone.
5.7 If a team's roster does not turn up for their game within 15 minutes without an appropriate reason, a loss will automatically be recorded and a strike added to the involved players.
5.7.A Repeated offences could result in replacement of the involved players and exclusion from future seasons.
5.8 The players that begin playing the series must finish the whole series. If a player encounters technical difficulties, the following applies:
5.8.B When a team needs to make a substitution, a player or manager MUST dm staff from the ODL discord asking for permission to make a substitution and include reasoning as to why.
5.8.C The substitution may only take place after a staff member has given their permission.
5.8.D Substitutions made without staff permission will result in a strike being added to the involved players.
5.9 Both teams are to confirm series scores and results to the ODL website or as otherwise directed by tournament staff.
5.10 The winning team is responsible for taking screenshots and saving replays in the case of result disputes.
5.10.A If a team intentionally incorrectly records results they will receive a strike.
5.11 All Replays are to be saved and submitted to the appropriate channels / Personnel.
5.11.A Failure to submit Replays will result in a Team Strike.
5.11.B If a team receives a strike they will receive a 1 point penalty on the leaderboard. Repeat offenders will result in harsher punishments.
5.11.C It is the winning team's responsibility to upload the replays for each match.
5.12 It is recommended players use Bakkesmod to automatically save replays to avoid any problems.
5.13 When playing a non-streamed match, teams are not allowed spectators.
5.13.A Spectators that join the match at any point will receive a strike.
5.13.B A non rostered player or team manager that requests to spectate a game is only allowed if both teams agree.
5.14 When playing a streamed match, the only users allowed to be in the game lobby are the participating players and any staff required for the match (i.e. broadcaster and casters).
5.15 Players are allowed to stream their own point of view if the game is NOT being streamed on the main ODL Twitch Channel.
5.15.A Non-Production spectators are not allowed to stream the game.
5.16 Community streamers are spectators approved to stream games from a Spectator point of view on their streaming platform.
ODL & Psyonix may use your name, tag, likeness, image, voice, gameplay statistics, and/or Epic Account ID or other biographical information, for publicity purposes before, during, and after the Event, in any manner and media, throughout the world, in perpetuity, but only in connection with publicising the Event or other Rocket League events and programming, without any compensation or prior review.
If you are given an opportunity to participate in an interview in connection with the ODL, you consent to be recorded for the Interview, and you hereby grant to ODL & Psyonix a royalty-free, worldwide licence (with the right to grant sublicenses) to use your statements and any audio/video footage from the Interview, as well as your name, tag, likeness, image, voice, gameplay statistics, Epic Account ID, and other biographical information in connection with the Interview. Your participation in an Interview is voluntary, and you are not entitled to compensation for an Interview or this licence. ODL & Psyonix have no obligation to interview you or use Interview Materials. You can withdraw this licence at any time by contacting a Tournament Administrator via the Discord, however this will not affect any uses ODL & Psyonix have made of such licence before the withdrawal
