Save Higher Education – A Call for Urgent Action

Higher Education is in Crisis

Our universities, which serve as the bedrock of innovation, education, regional and national economic growth, are now under threat due to systemic failures in leadership and funding (See Annex 1). Immediate action is needed to avert a disaster that will impact students, staff, and the future of our country (Guardian). The contribution that universities could make to the government's growth agenda should not be underestimated or undermined by the cutting of productive staff.

Regions such as the North East need their universities. The region already has the lowest participation in the country with only 29% of 18 year olds going to university compared to 50% of those from London. This gap in educational opportunities is a driver of inequality and the North-South divide. Each job lost and course closed narrows opportunities for young people living here.

The crisis is real and unfolding before us:

At Newcastle University, the Executive Board plans redundancies for 300 staff, representing 5% of the workforce, as part of a £50 million cost-cutting plan. Another 150 jobs are projected to be lost in 2026 (Chronicle). There is a clear assault on valuable, outward facing research (Times Higher).
At Sunderland University, a 10% staff reduction is on the table (Echo), and staff at risk of redundancy is being gagged (BBC).
Northumbria University leadership planned to slash staffing budgets by £12.5 million (Chronicle).
Teesside University and Durham University both face threats of compulsory redundancies if voluntary redundancy targets are unmet (BBC News).

This is not an isolated problem. It is a nationwide crisis.

Over 80 UK higher education institutions are grappling with job cuts, course closures, or both. The Office for Students (OfS) has attributed this to an overreliance on international student fees (OfS). Recent OfS modeling reveals that over 80% of institutions could be in deficit by 2026-27 due to unrealistic financial strategies tied to international student recruitment.

University leaderships were warned:

Reports commissioned by Universities UK (UUK) encouraged cross-subsidizing research and domestic student teaching with international fee revenue, a strategy deemed “short-sighted” by the Higher Education Policy Institute as well as by students (The Tab).
Trade unions like Unison and UCU labeled this funding model “broken” and “unsustainable”, as does the Office for Students.

Despite these warnings, executive pay has skyrocketed:

Average executive pay within the Russell Group exceeds £400,000 (Times Higher Ed).
At Newcastle University, the number of staff earning six-figure salaries has nearly tripled since 2016 (Chronicle).

It is unacceptable that students and staff are left to shoulder the burden of these leadership failures.

Staff face job insecurity, mounting workloads, and stress levels that demand Health & Safety Executive investigations. Students grapple with unprecedented debt, with 1.8 million people owing over £50,000 each and the highest debt standing at £250,000 (BBC News). In March 2024, total student debt hit £236 billion, a figure that hampers economic growth (House of Commons Library).

The current funding model of higher education is an unsustainable, failed experiment.

As Universities and UUK lobby for further tuition fee hikes (BBC News), it is clear that leadership lacks the vision to break free from this cycle of decline. Course closures and job losses threaten not only academic excellence but also the global reputation of UK higher education. Higher Education is a cornerstone of our economy, Universities employ over 240,000 staff and educate 3 million students. Higher education contributes £265 billion to the UK economy, including £70 billion from local university spending (HESA).

In other words, this is not just an academic issue; it is an economic one, affecting local and regional economies across the country. The Northeast, for example, relies heavily on its universities for employment, innovation, and economic stability.

We need change – and we need it now.

We call on the government to act immediately to address this crisis:

End the failed experiment of the current funding model by breaking from the high-tuition fee and individualised debt model, and exploring viable alternatives, as shown by London Economics research (London Economics).
Fund a decent pay rise for staff and stabilize university finances by investing in pension schemes like TPS and avoid further industrial action.
Restore the block grant to universities, to fund domestic student education sustainably.
Prevent destabilizing competition between institutions by addressing the “status bullying” of so-called prestigious universities.
Stop restrictive visa policies that hurt international recruitment and students’ lives.
Urgently reform university funding models to secure the future of higher education and protect local and regional economies.

We urge you to recognize the immense value of higher education—not just for those who work and study within it, but for the young people whose futures depend on it, and for the communities that thrive because of it.

Let us end this crisis together. Let us protect higher education for generations to come.

UUK Blueprint: Opportunity, Growth and Partnership indicates the conventional wisdom of those who run the universities in the UK. It is more of the same: growing commercialisation via international students, continued domestic tuition fees, competitive infrastructure spend and risk-laden tie-ups with private (even explicitly venture) capital. The authors include key architects of the current crisis David Willetts and Peter Mandelson, representing the neoliberal ‘solution’ to HE. The UUK commissioned the accountants PWC to report on Higher Education that was published in January 2024 outlined how employers viewed the situation of their finances and all acted upon this advice with disastrous consequences. It triggered a wave of course closures and redundancies. It concluded that finances of universities were ‘at amber’ and advocated cross-subsidisation from international students created a sector-wide rush in a declining market, for which staff and students are paying the price. The Institute of Fiscal Studies produced a report on the impact of the spring 2022 reform of student loans. It outlined how the reforms that dramatically worsened loan repayments for those on lower incomes was a threat to access and to the sector: a leap in the dark. The graduate route rapid review states that “Any additional restrictions on the Graduate route will likely further exacerbate the decline in international student numbers” and it will lead to a failure of its own targets. Moreover, it states that "it is the failure to properly fund the sector that has led to an increasing overreliance on immigration.” Graduate Route Rapid Review

In November 2024 the Office For Students (OFS) produced a report on the ‘financial sustainability’ of the sector, finding 40% of universities to be in financial deficit in 2023-24. By 2025-26, 72% will face an operating loss and 40% of institutions could face a severe liquidity crisis and possible failure. The report, as much as anything, indicates how the OFS is not fit for purpose, another feature of the failure of the neoliberal experiment in UK HE. Treating students as consumers, the university regulator understands its role to be to help students find an alternative university course if their university goes bankrupt or their course closes. Student indebtedness is a threat to growth and widens inequality. The scale of student debt is astronomical with 1.8 million people owing more than £50K and the highest debt standing at over £250K. Students face 40 years of debt. Total outstanding loans in March 2024 was £236bn. It has produced a generation who will have to rent rather than buy their own homes. For international comparison the OECD has produced a report on tuition fees in 2022. A quarter of survey countries have no fees for domestic students. A further quarter have low fees under US $3000. The high fees category is $4000-8000 for others.
