Aztecs for Education Student Council Bylaws

Foreword

These bylaws shall be in support of the Bylaws of the Associated Students of San Diego State University and, when in conflict, shall be subordinate to them. The bylaws shall define the purpose, policies and procedures of the Aztecs for Education Student Council of San Diego State University and shall be binding to all of its members and the organizations under its auspices.

Preamble

We, the Students of the College of Education and Teacher-Candidates of the School of Teacher Education of San Diego State University, having solemnly resolved to establish a well-informed and sound representative government that advocates the advancement of teacher education, defends educational freedom and equality, encourages ethical responsibility, and supports advancement in pedagogical practices for the betterment of ourselves, our college, and our communities, do hereby ordain and establish these bylaws for the Aztecs for Education Student Council of San Diego State University.

Article I – Name

The official name of this organization shall be Aztecs for Education Student Council of San Diego State University, referred to as “Aztecs for Education.”

Article II – Purpose

The purpose of the Aztecs for Education Student Council shall be to serve as the representative government for the Students of the College of Education and Teacher-Candidates of the School of Teacher Education at San Diego State University on all matters pertaining to them; to advance their interests; to advocate their rights; and to oversee, manage and distribute all financial resources placed in its charge on their behalf in a fair and open manner.

Article III – Members

Section 1        All persons enrolled in the College of Education and School of Teacher

Education Credential Programs at San Diego State University are eligible to be members of the Aztecs for Education Student Council during the time of their enrollment and shall be entitled to all rights and privileges thereof.

Section 2        Eligibility for membership or appointed or elected student officer                                 positions may not be limited on the basis of race, religion, national origin,                         ethnicity, color, age, gender, gender identity, marital status, citizenship,                         sexual orientation, or disability. The organization shall have no rules or                         policies that discriminate on the basis of race, religion, national origin,                         ethnicity, color, age, gender, gender identity, marital status, citizenship,                         sexual orientation, or disability.

Section 3        Eligibility for active membership within the Aztecs for Education Student                         Council shall be achieved by attending at least one event per semester.                         These events include community service/outreach, fundraising, social                         activities, and general body meetings. Those not meeting these                                 requirements will be considered non-active members.

Article IV – Officers

The Officers of the Aztecs for Education Student Council shall be President, Vice President, Treasurer, Secretary. Each position will be elected annually from the active members.

Section 1        DUTIES OF OFFICE. The Officers shall have both the authority and                         responsibility to perform the duties of office prescribed by these bylaws.

A. The President shall:

        1. Preside as chair at all regular and special meetings;

        2. Serve as the official representative of the Aztecs for Education Student 

Council;

        3. Serve as the official representative between the Aztecs for Education Student         

Council to the         council's faculty advisor and other faculty members of the

School of Teacher Education at San Diego State University and will meet

with faculty members as needed.

        4. Provide oversight of all activities and events as sanctioned by the Executive

Board;

        5. Make executive decisions when necessary.

B. The Vice President shall:

        1. Serve as a member of the Executive Board;

        2. Coordinate all membership and outreach activities;

        3. Prepare and submit reports each semester to the Executive Board and its faculty                 advisor noting the number of general members and events;

C. The Treasurer shall:

        1. Serve as a member of the Executive Board;

        2. Manage all monetary and in-kind resources;

        3. Prepare and submit monthly budget reports to the Executive Board and its                         faculty advisor on its financial position;

        4. Oversee all fundraising activities;

        5. Attend one of the mandatory annual budget review workshops held by                                 Associated Students each fall and spring semester;

        6. Be responsible for collecting monies at events that require money;

        7. Manage grant monies.

        8. Coordinate and oversee fundraising activities

        9. Ensure all fundraising activities meet the requirements set forth by Associated

Students.

E. The Secretary shall:

        1. Serve as a member of the Executive Board;

        2. Attend regular and special meetings and submit agendas and minutes to the                         Executive Board within seven calendar days of the meetings;

        3. Maintain a calendar of events (1-2 each semester) and distribute the updated                         calendar to all members on a regular basis.

H.  The Faculty Advisor shall:

        1. Provide counsel as necessary and serve in an advisory capacity;

        2. Connect Board members with relevant people and ideas;

        3. Disseminate promotional material to other credential programs;

        4. Provide oversight as needed.

Section 2        QUALIFICATIONS AND ELIGIBILITY FOR OFFICE.

No person may hold more than one official position in the Aztecs for Education Student Council. Any student elected or appointed as an Officer must be a matriculated student in good standing at San Diego State University. The President, the Vice Presidents, and the Treasurer shall not be on any type of disciplinary probation during their term of office.

Section 3        ELECTION AND TERM OF OFFICE. The officers of the Aztecs for                         Education Student Council shall be elected by ballot to serve for one                         calendar year or until their successors are elected. When only one                                 candidate is nominated for an office, that candidate may be elected by a                         voice vote instead of by ballot. A special election shall be held if the                         offices of the President and Vice Presidents become vacant at the same                         time, or if any other members of the Executive Board vacate their                                 appointments for any reason.

Article V – Meetings

Section 1        REGULAR MEETINGS. Regular Meetings of the Aztecs for Education                         Student Council shall be held each fall and spring semester during the                         academic year on one day each month, unless otherwise ordered                                 by the President due to finals, holidays, etc.

Section 2        SPECIAL MEETINGS. Special Meetings of the Aztecs for Education                         Student Council may be called by the President with the approval of a                         majority vote by the Executive Board. The specific purpose of the meeting                 will be the only business transacted at the meeting. Except in cases of                         emergency, notice of at least seven days shall be given.

Section 3        PUBLIC COMMENT. No less than five minutes at all regular and special                         meetings shall be allotted for non-members to obtain the floor and address                         the Aztecs for Education Student Council. Non-members who are students                 within the School of Teacher Education shall receive first priority in the                         list of speakers for these public comments.

Article VI – Powers

Section 1        COMMITTEES. The Aztecs for Education Student Council has no                         standing committees. All Executive Board members, less the President                         and Executive Vice President, shall have the right to establish and                                 maintain committees to assist in the performance of their duties.                                 Additional committees may be created by majority vote by the Officers.

Section 2        PROFITS. The organization shall operate as a non-profit organization and                         no profits may accrue to any individual within the organization.

Section 3        MAJORITY VOTING. Unless otherwise provided in these bylaws,                         decisions of the organization shall be made by a simple majority of active                         members and electronic absentee voting. Those abstaining from the vote                         will not be figured into the determination of the majority required.

Section 4        OFFICER VOTES. Apart from nomination and selection for Officer                         positions, all Officers present will have one vote per issue save the                                 President. The President will not be eligible to vote unless a tie-breaking                         vote is needed. During nomination and voting for the Officer positions, all                         active members of the Teacher Candidate Student Council have one vote.

Article VII – Parliamentary Authority

The rules contained in the latest edition of Robert’s Rules of Order shall govern the Aztecs for Education Student Council in all cases for which they are applicable and in which they are not inconsistent with these bylaws.

Article VIII – Amendment of Bylaws

These bylaws may be amended or revised by a two-thirds vote of the active members of the Aztecs for Education Student Council, provided that the amendment has been submitted and discussed in writing at the previous regular meeting.
