Government Body Observed: Southwest Licking Community Water & Sewer District

Attendance: The February 29, 2024 meeting of the Southwest Licking Community Water & Sewer District was called to order by the Chairman Mr. Kretzmann. Mr. Stepp and Mrs.Carter were in attendance. Also in attendance were CJ Gilcher, Operations Manager, Nick Eippert, Chief Legal Counsel and Josephine Carrelli, Office Manager. The only member of the public in attendance was this writer.

Public Comment: There were no public comments.

Old Business: The Board approved the minutes of the February 8, 2024 Regular Meeting. The Board approved the payment of bills as presented. There were no communications to report.

New Business: The Board approved Resolution 2024-22, which would authorize changes to the Deposit, Fee, and Charge Schedule with respect to the provision of sewer and water service within the District. The Board approved a decrease of $8.00 of the Debt Elimination Fee and authorized the decrease to be incorporated into the amended fee schedule ("2024 Amendment"). All changes to the rates for service, including the Debt Elimination Fee will be effective on May 10, 2024. All other changes to the 2024 Amendment will be effective March 1, 2024. The Board authorized the Executive Director to proceed to implement the Resolution. The Operations Manager, Mr. Gilcher, provided updates on the following projects:

The State Route 161 Elevated Storage Tank, the Pataskala Corporate Park Sanitary Sewer Project, Refugee Road Lift Station and Wagram Wastewater Treatment Facility. Mr. Gilcher then presented the Board with the following project-related Resolutions for approval: R 2024-023 70 East Logistics Phase II Bill of Sale-Water, R 2024-024 70 East Logistics Phase II Bill of Sale-Sewer, R 2024-025 Ellington Village Section 8, Part 1 Bill of Sale-Water, R 2024-026 Ellington Village Section 8, Part 1 Bill of Sale-Sanitary Sewer, R 2024-027 Ellington Village Section 8, Part 2 Bill of Sale-Water, R 2024-028 Ellington Village Section 8, Part 2 Bill of Sale-Sanitary Sewer, R 2024-029 Change Order #001 with Rock Water Drilling Company, R2024-030 Change Order  #001 with Eagon & Associates, R 2024-031 Village of Kirkersville Waterline Improvements Project Request For Qualifications. All the foregoing Resolutions were approved by the Board.

Ms. Carelli presented the Board with Resolution 2024-032 certifying delinquent charges to the Licking County Auditor, which the Board then approved. Ms. Carelli also advised the Board of 54 door tags left on Monday, February 26.  Eight (8) of the door tags were for non payment. Five customers paid and service was reinstated. Mr. Eippert had no report. The Board entered into Executive Session. Upon return from Executive Session, the Board discussed a potential upcoming meeting schedule conflict and the recognition of several employees for exemplary performance and approved a 2% merit increase for those employees.
