         Notice of Race

Balboa Yacht Club’s

   3rd Annual Winter Match Cup Regatta

       NOVEMBER 30 & DECEMBER 1ST 

1)      ORGANIZING AUTHORITY 

The Organizing Authority (OA) will be the Balboa Yacht Club (BYC). BYC is located at 1801 Bayside Dr, Corona Del Mar, CA 92625.

2)     VENUE

 The venue will be Newport Beach, California.

3)     EVENT GRADING

        The event will apply for world sailing grade 4. This grading is subject to review by world sailing.

4)     PROVISIONAL PROGRAM

 4.1 Schedule

  1.  (a) The following is the proposed schedule of events. All times Pacific daylight.

Friday, November 29th

1400-1600         Practice in GC 21 (optional)

Saturday, November 30th

  1. 4.2 Unless excused by the OA, attendance at the following is mandatory:

5)    Eligibility

  1. The OA may invite up to six teams
  2. Only teams invited by the organizing authority are eligible to enter this event.
  3. Skippers wishing to compete in this event shall file a request for invitation found at https://www.balboayachtclub.com/Juniors/Regattas.
  4. Sailors must be under 23 years of age as of December 31st, 2024
  5. Competitors shall be members of their Member National Authority, or one of its affiliated organizations.
  6. Competitors shall obtain a World Sailing (WS) ID by registering online at www.sailing.org.
  7. Skippers shall inform the OA of their WS Sailor ID at Registration.
  8. To remain eligible, a team representative shall confirm acceptance of their invitation, in writing, no later than the date specified on the letter of invitation.

6)    Entries

  1. Teams seeking entry shall complete an expression of interest by November 10th, 2024.
  2. The skipper shall be entered upon completion of registration, and the payment of all fees and deposits. All payments shall be made by credit card in US dollars.
  3. A non-refundable entry of $400 USD must be paid on the date specified in the Invitation letter.
  4. To remain eligible,  entry packets must be completed and sent back by the date specified in the invitation letter.
  5. The team shall be entered on completion of Registration, crew weighing, verification of age and membership requirements, presentation of their Skipper’s WS Sailor ID, and the payment of all fees and deposits.

7)    Damage Deposit

  1. An initial damage deposit of US $1,000 shall be submitted before access to the boats may be granted, unless, extended by the OA, by separate check made payable to Balboa Yacht Club or by putting down your credit card number at check in. The amount of the initial damage deposit is the maximum payable by a skipper for each damage-causing incident the skipper is deemed, by the OA, responsible for.
  2.  If a deduction from the damage deposit is decided by the OA, the OA may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event.
  3. When damage occurs, the cost of repairs will be paid from the deposit of the skipper responsible for the damage.
  4. Any remaining deposit after the event will be refunded within thirty (30) days after the event.

8)    Insurance

The OA does not provide any form of protection (insurance, assumption of liability, etc.) to competitors for property loss, property damage or injury to person(s) that they may be held responsible for; competitors are advised to have their own insurance for such matters.

 

9)    Rules

  1. The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS), including Appendix C.
  2. The rules for the handling of boats will apply to all racing and practice sailing. Class rules will not apply.
  3. Any prescriptions of the national authority that will apply will be posted on the Official Notice Board.
  4. RRS 62.1 (a) and C8.6 will be changed in the sailing instructions.
  5. A Protest Committee (PC) will be appointed by the OA.

10)  Boats and Sails

  1. The event shall be sailed in the Governor's Cup 21 type boat.
  2. All Sails will be provided including a mains sail, jib sail, and symmetrical spinnaker.

11)   Crew (Including Skipper)

  1. The total number of crew (including the skipper) shall be three (3) or four (4). There Shall be at least one female and one male in the crew.
  2. All registered crew shall sail all races.
  3. The maximum total crew weight shall be 262.5 kg (579 lbs)
  4. The registered skipper shall always helm the boat while racing, except in an emergency.
  5. When a registered skipper is unable to continue in the event, the OA may authorize an original crewmember to serve as a substitute skipper.
  6. When a registered crewmember is unable to continue in the event, the OA may authorize a substitute, a temporary substitute, or other adjustment.

12)  Event Format  

The following format is planned but the RC may alter the format at any point in the event.

  1. Stage 1- Consecutive Round Robin of all teams.
  2. Stage 2- A finals knockout of the top two teams from stage 1.
  3. Stage 3- A petit finals knockout of the other two teams from stage 1.

13)  Course

The course will be windward/leeward, windward/leeward, with starboard roundings, finishing downwind. A leeward gate may be used.

14)  Coaching

  1. Coaching at this event is permitted and encouraged.
  2. Coach boats will not be provided.
  3. Coaches must be Safe sport certified.

15)  Requirements

Competitors are required to wear a UCSG approved personal floatation device outside of all clothing from the time the boat has docked off until it has returned (except while changing clothing).

16)  Prohibited actions

  1. No participant or competitor shall use, either on or off the water: marijuana or any other controlled substance (as defined in U.S. Code 802) the possession of which is unlawful. No competitor under 21 years of age (a “minor”), shall use alcoholic beverages (distilled spirits, wine and beer, each defined in Chapter 51 of the U.S. Internal Revenue Code and intended for beverage use) and no competitor of 21 years or more shall furnish alcohol to a minor.
  2. An alleged breach of this requirement shall not be grounds for a protest. However, when the Organizing Authority believes.
  3. that a competitor may have breached the above requirement, it may follow the process described in RRS 69.

17)  Disclaimer

All those taking part in the event do so at their own risk. The OA, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused.

218)  Prizes

  1. The winning team will be awarded the Winter Match Cup Perpetual, which shall be retained in the possession of the Balboa Yacht Club.
  2. Any competitors who displayed notable Sportsmanship and/or Corinthian spirit may be given clout at the prize giving.

19)  Media, Images, and Sound

The OA shall have the right to use any images and sound recorded during the event free of any charge.
