Project Completion Agreement
The Market Access Program requires verification of project completion. To complete the enrollment of your project and start the measurement and verification process, please complete this form in its entirety. The Project Completion Agreement (PCA) includes the following: 1) project description section and 2) the customer and aggregator signature sections. The PCA also includes Exhibit A: Project Completion Survey and Exhibit B: Program Project Completion Agreement Terms and Conditions.

Exhibit B: PCA Terms & Conditions
Customer acknowledges; (1) the Terms detailed herein; (2) that they are participating in the Market Access Program administered by Pacific Gas and Electric (PG&E), and implemented by Recurve Analytics, Inc. (Recurve); (2) this agreement is presented to the Customer by an Aggregator participating in the Market Access Program who will be completing a Project; (4) Customer agrees that the information pertaining to the Customer and Customer’s designated property (Site) is accurate; and (5) the Project will be implemented at the Site in accordance with these Terms.
- AUTHORITY. Customer represents and warrants it has the Project Site owner’s permission to implement the Project in accordance with these Terms.
- PROJECT INSTALLATION OPERATIONAL DUE DATE. Projects must be completed and fully operational no later than March 31st, 2024.
- PROJECT SITE ACCESS. Customer agrees and if required will procure the right to provide access to Recurve, Aggregator, PG&E, the California Public Utilities Commission (CPUC), and their representatives to perform Project tasks required on the Project Site, such as inspection of post-equipment installation. Customer agrees that either PG&E or Recurve shall have the right to direct the Aggregator to stop work under certain circumstances which are specified in the contract between the Aggregator and Recurve.
- CUSTOMERS WITH SELF-GENERATION CAPABILITIES. Customers with existing cogeneration or self-generation system at the Project Site, the savings used to calculate the Project incentive is limited to the previous 12-month energy usage (kW, kWh, and Therms) purchased from or delivered by the utility providing services on the Project's meter(s).
- NO DOUBLE-DIPPING. Customer represents they have not received within the last 12 months and will not for the next 12 months from the date of this Agreement, any EE incentives or rebates offered by PG&E, other California energy saving programs for the same Project measures/services pursuant to this Agreement.
- PROJECT DESIGN, FEASIBILITY, INSTALLATION, AND PERMITS. If applicable, PG&E may review, but has no responsibility for, the Project's design, construction, operation, or maintenance and such review does not constitute any guarantee or representation as to the economic or technical feasibility, operational capability, or reliability of the Project implementation or measures. Neither PG&E nor Recurve shall be responsible for obtaining any necessary Project permits, materials, final design, fees to develop and implement the Project's scope, acquire bids, hire appropriately licensed contractor(s) and other labor if required, verify applicable workforce standards, technical and operational Project feasibility, copying plans, security access fees, and all other related ancillary costs to implement the Project, which are to be reviewed and decided between the Aggregator and Customer to determine responsibility.
- ADVERTISING AND USE OF PG&E's NAME. Aggregator and Customer agree not to use each other's name, PG&E's name or Customer Project Site identifying characteristics in relation to the programs in relation to the program in any published materials absent the appropriate written approval.
