Application for Funding
Who we are
We are pleased you have requested an application for Tourism Business Improvement District (TBID) funding. These funds are made available through the lodging facilities of Dawson County acting under the authority granted them by the Business Improvement District law of the Montana Code Annotated 2007, 7-12-1101 through 7-12-1144, as amended. For every qualifying occupied room night in Dawson County lodging, two dollars are assessed which is in addition to the room rate and statewide bed tax. Those two dollars allows Dawson County TBID to fulfill its mission of generating additional room nights by effectively marketing our region as a preferred travel destination. Other tourism partners such as retail, restaurant, transportation and attractions will also benefit from increased visitation.
Eligible Expenditures
The purposes for which the assessments collected shall be used are set forth in Dawson County Resolution 2017-16. More specifically, the moneys shall be used for, yet not limited to:
A. The marketing of conventions and trade shows which benefit local tourism and lodging businesses in Dawson County;
B. The marketing of Dawson County to the travel industry in order to benefit local tourism and the businesses located within the Dawson County; and
C. The marketing of Dawson County to recruit sporting events in order to promote local tourism and benefit the local businesses within Dawson County.
The TBID board has established a budget dedicating approximately 50% of its revenues to grants that promote tourism, and event marketing. So in short, if your efforts include bringing tourism to Dawson County that especially results in stays at local lodging facilities, we would be happy to consider this application! Of course, other tourism promotion ideas are possible as well, so if there are any questions on eligibility please contact TBID.
Deadline
Applications shall be submitted to the Dawson County TBID, P.O. Box 22, Glendive, MT 59330 or on-line to visitglendive@midrivers.com at least 2 months prior to the event or project. If this is an issue, please contact TBID immediately to explain the need for special accommodation. Grants will not be awarded for
events after-the-fact.
Criteria
Applicants that meet the eligibility requirements as an event may be awarded funding based upon:
1) A proven or qualified ability to generate hotel-motel room nights and economic impact to
Dawson County
2) Available TBID resources
Approved projects must agree to follow the rules and regulations set forth by the TBID and outlined below:
A. Media and Promotion
Printed Material
(1) The words Glendive, Montana shall appear on all your printed materials except when event is advertised within Montana.
(2) Include the following information on print projects:
a. Our community’s tourism web site www.visitglendive.com and/or Visit Glendive logo.
b. Acknowledgment of grant whenever possible: e.g.: “Produced with support from Dawson County TBID funds.”
Print Advertising
(1) Glendive, Montana spelled out in its entirety, shall appear at first glance on all print advertising except when event is advertised in Montana.
(2) Copies of ads and original invoices must be provided before monies are released.
(3) Target audiences must be a minimum of 50 miles away from Dawson County, Montana.
Television and Radio Advertising
(1) When appropriate, the word Glendive, Montana shall be stated on all audio tracks produces which include speaking – except when event is advertised within Montana.
(2) An affidavit of media buy shall be on file at the organization upon completion of the project.
(3) A copy of the audio/video tape shall be on file at the organization.
B. Event Planning
(1) The TBID application for funding shall include detailed information of what the event or project is and how the funds will be used. If any part of the event/project is deemed inappropriate, funding may be in jeopardy (ie: no adult style entertainment, no political/candidate promotion, other exclusions may apply at the discretion of the TBID).
(2) No direct cash subsidy will be given to the organization. Cash subsidies may be used for rental assistance, transportation assistance or other expenditures deemed appropriate by the TBID.
(3) Non-profit and/or Not For Profit events will be given preference. Documentation must be provided upon request.
C. Other
(1) Award money will not be given for costs incurred prior to grant being awarded
(2) Other rules, regulations, policies, and procedures pertaining to this grant are at the sole discretion of the TBID
(3) Grant/Award winner must provide a wrap-up report (expenses, attendance, estimate of over-night stays and samples of produced pieces to the TBID Board of Directors upon completion) within 30 days of event/convention/project closure to receive final funding payment.
(4) Failure to comply with any of the criteria listed here may require full repayment of TBID monies from the awarded organization back to the TBID Board of Directors enforceable by the Dawson County Prosecuting Attorney’s Office. (If in-fact any funds were provided prior to the event).
(5) Effective, open communications between TBID and the applicant will be imperative in order to achieve the full benefits of this tourism promotion for both entities.
It is important to TBID that your event be successful if at all possible!
Application Process
(1) Submit one copy of the application (beginning page 4) and any supporting documents to the TBID Grant Committee at P.O. Box 22, Glendive, MT 59330. You are welcome to instead scan and email the application to visitglendive@midrivers.com. Application should be submitted at least 2 months prior to the event/project.
(2) The TBID Grant Committee will attempt to deliver a response within 10 business days. The Grant Committee will vote to:
a. Grant the funding request in full
b. Grant the funding request in part
c. Grant the funding request in full or part with additional stipulations
d. Deny the request
