Board Meeting Minutes 9/30/2021

Proceedings:

The meeting was called to order by Chairman Bret Austin at 10:05 a.m.

Roll call was taken. All board members were in attendance.

Minutes from the August 26, 2021 meeting were approved with a motion by Bryan Nyberg and seconded by Mike Seaver. Motion carried.

A motion was made by Mike Oldenettel to approve D & O insurance with Winters Insurance in the amount of $5,191. It was seconded by Bryan Nyberg and approved with roll call vote.

The initial funding from Strong Communities Grant program has not yet been received. Chad will check on the status.

Discussion regarding Media presence for the Land Bank took place. It was decided to create a Two Rivers website that will include a general description of the land bank. A formal press release will be created to describe the work of Two Rivers that will include a positive example hopefully within the next month.

The two cities and two counties will each get their property lists together. Brent and Chad will do some research with the tax trustees and a priority watch list will be compiled. It was suggested a selection-criteria be created.

Chad brought proposals from three Quincy banks to the meeting and has one more he will be meeting with. It was decided the executive director can determine where to open accounts for the Land Bank. The board agreed that Bret, Jeff, Brian, and Chad are able to sign checks on the accounts.

There is a Land Bank Association being formed by people in the Winnebago area. There is no fee associated with membership. It was decided being part of this would be beneficial to Two Rivers Land Bank with representation from the executive director.

A motion was made by Jeff Bergman to go into closed session for 5 ILCS 120/2(c) – The purchase or lease of real property for the use of public body, pursuant to section 2(c)(5) of the Open Meetings Act. Mike Oldenettel seconded the motion and a roll call vote approved it. Two properties in Quincy were discussed. Chad will talk with one owner regarding the process for giving their land to the Land Bank, and Chuck will talk with the family about relinquishing the property due to the death of the owner. It was noted that the Land Bank can’t proceed at this point with property acquirement until they have insurance in place and a bank account.

Mike Seaver made a motion to go out of Executive Session. Jeff Bergman seconded it, and roll call vote approved the motion.

The meeting was adjourned at 11:42 a.m.
