Instruction 

Home Schooling

The Farmington Board of Education recognizes the right of parents or legal guardians to educate  their child(ren) at home. Parents wishing to home school are required to file, annually, with the  Superintendent of Schools, a Notice of Intent form which provides basic information about the  program to be provided. By filing this Notice of Intent, the parents acknowledge full  responsibility for the education of their child(ren) in accordance with the requirement of state  law. Receipt of this Notice of Intent in no way constitutes approval by the school district of the  content or effectiveness of a home instruction program.

Children educated at home are considered to be nonpublic school students and are not part of the  system’s educational responsibility. The school system, therefore, does not have the same  obligation under the law to provide services, including special education and related services, to  children who are being home schooled. Additionally, home schooled students, as any other  students who are not enrolled in the Farmington Public Schools, will not be allowed to  participate in extracurricular activities.

Instruction 

Home Schooling

  1. Any parent choosing to provide home instruction shall complete a Notice of Intent – Instruction of Student at Home form as suggested by the Connecticut State Department of  Education.
  2. A Notice of Intent shall be completed, for each child, ten (10) days prior to the start of the home instruction program and filed with the Superintendent of Schools.
  3. The school district will review the Notice of Intent for completeness and keep it as part of  the district’s permanent records. A completed form will be one which provides basic  program information including the name of the teacher, subjects to be taught, days of  instruction, and the teacher’s method of assessment.
  4. A Notice Intent is effective for one school year. Such notice shall be submitted prior to  the beginning of each school year.
  5. A parent, by filing a Notice of Intent, acknowledges full responsibility for the education  of the child in accordance with the requirements of Connecticut State Statute (Sections  10-184 and 10-220). Receipt of a Notice of Intent does not constitute approval by a  school district of the content or effectiveness of a program of home instruction.
  6. Continued refusal by the parent to comply with the reasonable request of the school  district for completion and filing of the Notice of Intent or otherwise providing  information to establish that the children in question are receiving instruction equivalent  to the studies taught in the public schools may cause the child to be considered truant and  be grounds for a neglect petition.
