Service Project Proposal . . .

Download the fillable Project Workbook, save it on your computer, and open it using Adobe Acrobat reader if you plan to make your entries online. Otherwise, print a copy (26 pages) and fill in by hand. Always make sure you are using the current version of the form.

Read the introductory sections and review them with your parents or guardian. Also, once you have chosen a beneficiary, make sure to review with him/her ‘Navigating the Eagle Scout Service Project’ on Page 25 of the Workbook.

You must have all the required signatures on the Approvals page of your Workbook before you may begin your project. Each District has their own procedure for approving Project Proposals. Check with your District’s Advancement Chairperson for details. Council staff do not approve Proposals.

If appropriate, complete, the Money-Earning Application in the Service Project Workbook. Arrange to meet with your District Executive to sign the form..


Eagle Scout Rank . . .

  1. Download the Eagle Scout Rank Application - you must use the most current version of the form.
  2. The following four items must be completed before your 18th birthday:
  1. Complete the project and obtain the signature of the beneficiary
  2. Complete all required merit badges.
  3. Have a Scoutmaster conference – may occur before project completion
  4. Complete six months in the position(s) of responsibility held after earning Life rank.
  1. You may acquire the signatures of your Committee Chair, Unit Leader, and local Council or District representative within 90-days after your 18th  birthday; however, the Eagle Board of Review must occur within that same 90-day period.
  2. When requesting the Local Council Certification, be sure that you have completed every Item listed prior to the “BSA Council Certification” on the Eagle Scout Rank Application. If any information is missing or incomplete, the council may not be able to sign.
  3. An Eagle Scout Board of Review should not be scheduled until steps 1 - 7 have been completed. 

If problems arise during step 7, the Scout will have adequate time to correct them without undue stress.

  1. Eagle Scout Rank Applications may be dropped off any time between 9:00 a.m. and 4:30 p.m. Monday- Friday, at the Council Service Center, 800 Ellinwood Way, Pleasant Hill, CA.

We highly encourage every Scout to take the time to personally complete this part of the process they have worked so hard for and put a good part of their life into. Becoming an Eagle Scout is one of the most prestigious awards in America. 

That said, the application does not have to be brought in by the Scout. BUT if questions arise as they frequently do, the Scout will not be there to definitively answer them, and the process could come to a halt.  We will do our best by providing a quick check on receipt to ensure there are no obviously missing entries, so it would be advantageous if the Scout was present.

NOTE: When filling out your Eagle Scout Application, pay special attention to Page 1 / Requirement 3 / Merit Badges /    #’s 7, 8, and 10. Special Instruction are listed at the bottom of the Eagle Scout Application, Page 1 regarding the crossing out of Merit Badges!

Do not bring project binders. We only require the Eagle Scout Rank Application form.

  1. Please allow 48 hours for Council staff to complete the verification process.  
  2. The Scout, Scout’s Parents, and Troopmaster will be notified via E-Mail (that the Scout has provided on their Application) when the Eagle Scout Rank Application form is ready to be picked up.

We highly encourage every Scout to take the time to personally complete this part of the process they have worked so hard for and put a good part of their life into. Becoming an Eagle Scout is one of the most prestigious awards in America. 

If you are unable to pick up the form yourself, someone else can do that for you.

  1. At this time you will need an Advancement Report (Form #34403).

  1. You may now schedule your Board of Review.

Remember to factor into the overall Eagle Application process the number of days between picking up your approved Application and the actual date of your review board.

  1. After your Board of Review, another  process begins that at minimum takes two to three weeks from beginning to end.

Your Board of Review submits the APPROVED  Eagle Scout Rank Application and Advancement Report forms to the Mt. Diablo Silverado Council Service Center (MDSCSC), who in turn submits these forms to the BSA National Service Center. BSA National records the information, and then prints the Eagle Scout Certificate and Card. When complete, BSA National  mails the Eagle Scout Certificate and Card to MDSCSC. MDSCSC needs to record the receipt of the Eagle Scout Certificate and Card, and then match it up to a Eagle Scout Award Packet (Eagle Scout Patch & Pin, and Mentor Pins).  It’s at this point that the Scout, Scout’s Parents, and Troop Master are notified via E-Mail that the completed forms and Eagle Award Paket are ready to pick up.

PALMS . . .

In August 2017, BSA changed the rules for awarding Eagle Palms. After the 21 badges required for Eagle Rank, you may apply for and be awarded a Palm award for each five merit badges earned prior to your Eagle Rank promotion.  Check out Palm Awards for an explanation of the change. Check with your unit’s advancement chair to request Palm awards using Internet Advancement.
