Call to Order
The meeting was called to order at 10:05 A.M.
Opening Remarks
After self introductions, Terry Kotyk offered to chair the meeting until such time as the President is elected from the Directors. All agreed. Terry then asked for any changes, or additions to the agenda. None were tabled.
Review and discussion of the constitution and bylaws
After a review and discussion of the TLWP Preliminary Constitution it was adopted by the Directors.
Motion 04-002: Jim Lawrence: To adopt the TLWP Preliminary Constitution as the official constitution of the Turtle Lake Watershed Partnership
Seconded by: John Cameron
All in favour: Carried by a majority show of hands
Opposed: none
Determination of the Directors 2 year terms of office
Motion 04-003: Bob Gourlay: That the Director positions representing odd numbered communities be re-appointed by their councils, or boards by March 1 on odd numbered years and that the Directors positions representing even numbered communities be re-appointed by their councils, or boards by March 1 on even numbered years. The community numbering system would be as shown in the table below. Representatives from the Rural Municipalities and the Thunderchild Reservation would be replaced as their councils determined.

Election of Officers from the appointed and elected Board of Directors
Nominations for President were called. Jim Lawrence nominated Terry Kotyk.
No other nominations were presented
Nominations for Vice President were called. Jim Range let his name stand. No other names were tabled
Nominations for Secretary / Treasurer were called. Bob Gourlay let his name stand. No other names were tabled.
Motion 04-004: by Don Taylor: that nomination cease and that Terry Kotyk be declared President, Jim Range be declared Vice President and Bob Gourlay be declared Secretary / Treasurer.
Seconded by John Cameron
All in favour: carried by a majority show of hands.
Sub Committees
A slate of sub committees was presented and the directors were asked to volunteer on these committees. The following table identifies the committees, the chairs and volunteers

Terry Kotyk agreed to approach Barry Poletz to determine his interest in the communications committee.
Terry Kotyk asked each of the committee chairs to prepare a plan and budget for their committees for the next meeting.
Registration as a Non-Profit Corp.
The question as to incorporate the TLWP as a non-profit organization was tabled for discussion. There was some discussion as to the additional and ongoing auditing and administrative costs of incorporating. There was also discussion as to benefit of protecting the Directors from public liability risks by incorporating. Bob Gourlay volunteered to research the costs and benefits of incorporating the TLWP and report at the next meeting.
DFO Funding
Terry Kotyk reviewed an application for funding from the Department of Fisheries. Terry reported that the DFO had approved $4,500 for the TLWP providing it delivered on the objectives outlined in the application.
Shoreline Workshop in a Box
Terry Kotyk reported that there was a facilitator available in August to deliver the Shoreline Workshop-in-a-Box. George Rozdilsky asked to review the material so that he could make a recommendation as to when and where the Education Committee would trial it.
June Water Test Results
Merle Robinson provided copies of the June water test results conducted by the Saskatchewan Watershed Authority.

Other Business
Bob Gourlay reported that 4 ATV’s were driving in the weeds in front of Turtle Lake Lodge beach. He made them aware that they were causing harm to the fish habitat and they immediately removed their machines from the water.
Also there have been reports of sewage from Sunset View being dumped on land in the R.M of Parkdale. Charles Bodnar reported that Sask. Environment does permit the dumping of raw sewage on farmland provided certain parameters are adhered to; a practice common in the RM of Mervin. Charles informed the board that the R.M. of Parkdale has enacted a recent bylaw that raw sewage is not permitted to be spread on farmland.
