NOTICE OF RACE v3

The organising authority is Queenscliff Cruising Yacht Club Inc.

The event is conducted by the Queenscliff Cruising Yacht Club, with the assistance of Royal Brighton Yacht Club.

  1. RULES
  1. The regatta will be governed by the current versions of:
  2. The 2021-24 Racing Rules of Sailing(RRS) of World Sailing(WS)
  3. The Prescriptions and Special Regulations of Australian Sailing(AS)
  4. Attention is drawn to the rules of the Port of Melbourne Corporation and Parks Victoria with regard to operating in or near channels and port boundaries.

  1. ELIGIBILITY AND ENTRY
  1. The regatta is open to all keelboats on the register of a member club affiliated with Australian Sailing who meet the requirements of Category 5 of the Yachting Australia Special Regulations, Part 1 for Racing Boats.
  2. For the Eliza Ramsden Trophy, the role of helm is to be occupied by female sailors.

  1. Entries will be accepted up to 20:00 hrs on November 1st 2024 on payment of the specified entry fee.

  1. FEES
  1. Race Entry fees are $40.00 open until October 29th 2024
  2. Race Late entry fees of $60.00 will apply from October 30th 2024

  1. THE RACE
  1. The race will be conducted on November 2nd 2024 from the Start at RBYC Race Control Tower to the Finish in the vicinity of Queenscliff as described in the Sailing Instructions.
  2. The scheduled time for  the first warning signal is 09:25hrs.

  1. HANDICAPPING
  1. Results will be determined based on a boat’s performance handicap allocated by QCYC.
  2. Handicaps will be based on a boat’s current performance handicap at her home club, normalised to bring club fleets to a common base.

  1. SAILING INSTRUCTIONS

The sailing instructions will be available after 09:00 on October 24th 2024 at the RBYC office or on the QCYC website at www.queenscliffcruisingyachtclub.org        

  1. VENUE

The venue is Port Phillip between Brighton and Queenscliff

  1. THE COURSES
  1. The course to be sailed will be as follows:

Start - RBYC 

West Channel Pile

Port hand mark (off Queenscliff) 

Finish – QCYC

  1. The course, including an alternative finishing location, will be more fully described in the Sailing Instructions.

  1. BERTHING
  1. After finishing or on retirement, boats shall call QCYC on VHF 82 to advise finishing/ retirement time and be assigned a berth at QCYC.
  2. Boats shall be prepared to raft up with other boats at the QCYC wharf and shall provide their own berthing lines and fenders.
  3. Competitors in the HMAS Goorangai Memorial Trophy and the Eliza Ramsden Trophy receive free berthing on November 2nd 2024.  Staying for additional nights, incurs standard berthing and crew fees as per clause 2c.

  1. RADIO COMMUNICATION

a.        The Race Committee frequency is VHF 82 15 minutes after the Start.

b.         Communication prior to and for the Start shall be VHF Channel 73. 

c.        Boats shall have a VHF transceiver with VHF channels 12, 16, 67, 73, and 82 capable of transmitting and receiving over the entire course area. 

d.        Boats shall keep a continuous watch on VHF 82 after the Start. 

e.        Except in an emergency, a boat shall neither make radio transmissions while     racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

  1. PRIZES

Prizes will be given for first, second and third places based on PHS handicaps for both trophy races.

Please note that competitors in the Eliza Ramsden Trophy Race are also eligible to be awarded prizes for the HMAS Goorangai Race.

  1. DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race.

The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

  1. INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10,000,000 per event or the equivalent.

  1. QCYC Opening Day Celebrations  

Sunday 3 November 2024 marks the club’s 62nd Anniversary.

All Goorangai race competitors are invited to attend the Opening Ceremony, Blessing of the Fleet and luncheon, commencing at 11.30am..
