  1. Welcome  - Mrs. Margie Rafferty-Criscione

  1. District Update - Dr. George, Mrs. Doherty, Mrs. Walker
  1. Strategic Plan Update
  1. Next steps in process
  1. Board and administration will develop plan
  2. Public will continue to be updated at each upcoming Board of Education meeting.
  1. Consolidation Proposal
  1. Following the Feb. 18 announcement of the proposal for the consolidation of Port Monmouth and New Monmouth Elementary Schools, there have been three opportunities for members of the school community to publicly comment, including a public discussion with the administrative team on Feb. 19 at New Monmouth, a pubic presentation of the proposal on Feb. 24 at High School North that was live streamed, and a presentation to the Board of Education during the Feb. 26 workshop/voting meeting that was live streamed.

Throughout these meetings, Dr. George, the administrative team, and members of the community have made reference to the district’s most recent demographic study, which was completed by T&M Associates and submitted to the district in January 2017. The enrollment projections in the study run through the 2021-2022 school year. T&M originally presented enrollment projections in June 2016.

Approximately 6.5 hours have been dedicated to discussion of the school consolidation proposal, and of that time, 4 hours and 17 minutes were devoted to public comment. In addition, Dr. George scheduled time at both Port Monmouth and New Monmouth (Feb. 19-21) during drop-off and pickup hours to discuss the proposal directly with community members, including four visits to Port Monmouth and three more to New Monmouth.

During these public discussions, Dr. George and the administrative team took notes on the feedback received, and in the days following each meeting, the group worked to fill in any information gaps and provide clarification to the school community on a Frequently Asked Questions page. That page has been updated three times since it’s initial publication on Feb. 19. The most recent update (Questions 37-49) was made on Feb. 28.

To ensure the proposal information was preserved and readily available for review by community members, a dedicated landing page was developed on the district website at www.middletownk12.org/Consolidation. The page includes proposal goals, the FAQ page, presentations, meeting dates, and public meeting videos.

  1. Budget Update
  1. Four public meetings (January 29, February 5, March 4, March 18)
  2. Board of Education will vote to adopt budget on March 18
  3. The Board and the administrative team have been working on a plan to close the $2.5 million projected budget shortfall for the 2020-2021 year.  A component of that plan is the recommendation of the closure of Port Monmouth Elementary School; providing an estimated annual savings of $1.2 million.  The administrative team has also discussed budget adjustments to make up the remaining $1.3 million 2020-2021 budget deficit.  However, there are still several variables for next year’s budget that exist that could result in the remaining budget deficit for next year being more than $1.3 million.

  1. Teacher Tenure / Evaluation and Observation Process / Achieve NJ - Charlene O’Hagan and Jessica Alfone

Mrs. O’Hagan reviewed the components of teacher evaluation as related to AchieveNJ including the weighting of various factors such as teacher practice score, SGOs, and SGPs.  Mrs. O’Hagan also spoke about the interconnectivity between District goals, building goals, and staff members PDP goals and SGOs.  Mrs. Alfone discussed the District’s mentoring program for novice teachers including the process for licensure.  Also reviewed by Mrs. Alfone was the District’s current Professional Development model.  This model allows for autonomy in learning and meeting the professional needs of staff members in increasing capacity and effectiveness.

  1. Launch of Linkit! Parent Portal - Jessica Alfone

Mrs. Alfone spoke about the LinkIt Parent Portal being launched this week.  Letters were mailed home Monday with instructions on account set-up.  Information available to parents was outlined and a more detailed view of the Details Report from the LinkIt Benchmarks was discussed.  Mrs. Alfone also showed the group where to find the accompanying companion resources for the rollout which can be found on the District’s website under the Curriculum and Instruction tab.
