Definitions of terms used in this document:

Visit Leader:         The person that has overall responsibility for the supervision and conduct of the excursion with regard to the health and safety of the participants.  They should be appointed / approved by the head of establishment.

Risk Assessment:        A risk assessment at work is nothing more than a careful examination of what could cause harm to employees and/or others, (including members of the public), as a result of any activities in order to assess that any precautions taken are adequate to prevent harm.

Hazard:        Something e.g. an article, substance or situation, which has the potential to cause harm to people, plant, materials or the environment.

Risk        The likelihood of an incident taking place and the potential severity of resulting harm.

Control Measures:        What is currently in place to control the hazard and reduce the risk?

Risk Assessment / Risk Management

The process of carrying out a Risk Assessment can be split into 3 areas:

In many cases risks cannot be eliminated, they have to be managed by skilled practitioners and in some cases ownership is given to participants.  The participants / parents must be able to make informed decisions about the risks they are being exposed to.

Question that should be asked:

This Risk Assessment is a Generic Risk Assessment.

Hazard/Risk

Control Measures

These should be proportionate to the Level of Risk which takes into account likelihood of adverse event and potential consequence of adverse event

Staff incompetence

Leaders will be appropriately experienced, trained and qualified and for the activity / location.

Inexperience of pupils / staff taking part in activity

Activity and venue will be appropriate to the experience of participants, sessions are continually adjusted to ability and other environmental factors

Participants responsible for updating staff of any changes to their physical/mental health which may impact on sessions

Prior training will have taken place as appropriate

Illness

Staff have access to medical/ consent forms from Participants

Participants/ staff carry appropriate medication

Staff are appropriately first aid trained or have easy access to a first aider

Weather

Participants are reminded to bring and use appropriate clothing for cold and/or hot weather.  Alternative for Participants without waterproofs may need to be provided eg staying under shelter during rain. Staff/ participants carry spare clothing as appropriate.

Participants to be reminded to bring and use sun cream and appropriate quantities of water if sunny

Staff check forecasts and constantly monitor the weather during the event

Choose route/ venue appropriately

Terrain – Loose / Slippy/uneven

Staff brief participants as appropriate on potential surface conditions

Participants advised to wear appropriate footwear

Getting Lost

Plans for Regular headcounts in place with identified responsibility for final headcount.  Participants may be split into small groups with an adult responsible for each group.

Participants told what to do if they get separated (as appropriate to their age and venue)

Participants given clear instructions about boundaries and staying with adults as appropriate

Participants supervised appropriately (dependent on age, experience, purpose of visit etc.)– either direct, close or remote supervision

Members of the public

Impact of any activity on Members of the Public should be considered

Staff brief participants regarding appropriate behaviour and interactions with the public

Level of Supervision required to be considered

First Aid Provision

Appropriate First Aid cover to be available at all times. This may be a member of school staff, access to venue first aid staff or providers staff.

First aid kit to be carried at all times

Participant’s information to be accessible at all times

Incident occurring

Participant Emergency Information carried

Ideally a charged mobile phone available but not to be relied upon 100% - Consider nearest emergency contact other than mobile phone ie nearest landline phone

Access for Emergency services considered.

Supervision

Ratio of adults required will depend on the activity, the age of the Participants, special needs of Participants and experience of supervision.

All supervisors should be briefed on their responsibilities and authority especially non school staff eg parents & volunteers

Generally there will be a minimum of two adults.  When this is not the case then an Event Specific Note must be completed detailing additional risk control measures.

Toileting

Suitable provision to be in place and all involved in the visit should be aware of the arrangements

Hygiene & infection control

Staff should know how to access additional supplies of handwashing materials and sanitisers

Hands should be washed/sanitized throughout the day as appropriate, coming back in after being outside, after practical work, before applying PPE, after coughing/ sneezing prior to eating, and after using the toilet.

Appropriate cough/ sneeze etiquette to be reinforced where needed.  i.e. cover your mouth and nose every time you cough or sneeze; use a disposable tissue to cover your mouth or nose if possible if no tissue is available, cough or sneeze into your upper sleeve.

Use of Parent / volunteer  Helpers

Parent / volunteer helpers should be briefed before the trip about their role and how to respond to any issues.

Behaviour

Participants to be reminded of appropriate behaviour.

Action to be taken by staff if behaviour falls below expected standard.

Needs of Individual Participants

Participants with special needs e.g. Asthma, allergies, ASN, behaviour issues etc. should be planned for and precautions recorded

Backup Plan

Staff must have a back up plan for if the planned activity is not available. This must be of the same type as the initial plan and the HT must be notified. E.g. if National Museums of Scotland are closed it would be acceptable to walk Participants down to the Museum of Childhood with HT's agreement but not to walk up Arthur's Seat.

General

All excursions will be run in accordance with Scottish Government Guidelines ‘ Going out there’,  ELC ‘ Safety and Good Practice in Managing Off-Site Excursions’ and outdoor education guidelines.

All trips must be authorised appropriately.

Staff must have Relevant Qualification/ Experience (see guidelines)

Staff must have access to a First Aider, First Aid Kit and other safety equipment/ communication devices (not to be relied upon) as appropriate.

The above risks are Generic to groups, locations & activities

Specific risks associated with individual visits should be entered onto the EVENT SPECIFIC NOTES on EVOLVE or a separate risk assessment document attached

At the time of the activity a Dynamic risk assessment must be carried out and if risks are deemed too high an alternative venue, activity or plan should be carried out.

For all activities informed consent should be obtained for all participants

Emergency Information

Staff are requested to complete a Health Form including Emergency Contact Details.  Should staff prefer this can be handed over in sealed envelope

Health

Staff must be given enough information about the activity to make an informed judgement about their fitness to participate

Staff must share any relevant information about Health Conditions etc with the Trip Leader or Activity Leader as appropriate

Pressure to participate

Consideration must be given to selection of adults participating in a trip and their fitness to take part in activities.

In particular where an adult is going to support a young person on a one-to-one basis consideration must be given to the adults ability to participate and support the young person.

Particularly where the activity is Adult Only care must be taken to ensure that participants do not feel pressured to take part

Hazard/Risk

Control Measures

These should be proportionate to the Level of Risk which takes into account likelihood of adverse event and potential consequence of adverse event

Accommodation standards

Accommodation must be pre-checked to ensure it meets minimum standards

Where the trip is booked as a package this will have been done by the company.  In other cases the school must ensure adequate checks are made.

Fire Safety

Fire Procedures must be checked on arrival and discussed with participants.

Overnight

Staff rooms should be close to participants and participants must know where they are and how to contact staff overnight.

Security

Participants should be reminded not to open their doors unless they know who is there

Medication

Appropriate storage must be in place for all medication.  Where appropriate care plans specifically for the event should be produced.

Change of plan

Back up activities in case of unexpected change of plans due to for example weather, cancellation by third party, unforeseen event etc,  must be in place.  This is particularly important for self – led trips.

Free Time

Free time both in and out of the accommodation must be appropriately supervised.

Staffing

Generally a ratio of 1 staff member to 10 participants should be in place.  If possible this should be a mix of genders.

When selecting staff  consideration should be given to the experience of staff in running trips

There must be sufficient staffing to ensure that all staff are able to take suitable downtime.  This is particularly important on longer trips.

Consideration must be given to issues which may arise from members of staff becoming incapacitated. This is particularly applicable where there are only 2 staff or staff are running adventurous activities.

All over 18’s must have an ELC PVG check.

Catering

Information on dietary requirements should be shared with catering providers in good time.  A further discussion should take place on arrival.

If self catering this must be overseen by someone with knowledge of food hygiene.

Activities

All activities whether run by ELC staff or third party staff must be Risk Assessed and supervised by appropriate staff.

For trips run by a third party e.g. PGL agreement must be reached on what activities they are responsible for and what the school is responsible for.  Also the level of involvement of school staff e.g. must one member of staff be with each group

Language/ Cultural differences

If possible at least one staff member should speak the local language or access should be available to English Speaking Assistance at all times.

Participants should be reminded frequently about extra care when road crossing

Emergency Procedures

Participants should be given instructions on what to do if separated from the group as appropriate to their age and venue.

Participants may be given a card with contact details of staff and accommodation.

Out of the Ordinary events

Eg civil unrest,  terror attack, fire/flood etc

As a general rule trips will only be cancelled if Foreign Office advises against travel.  Travel companies may, however,  make use of local knowledge to amend trips.

Immediately prior to a trip starting, the visit leader must check foreign office site for travel advice.

During the trip staff should be alert to information from sources such as local news, hotel reception etc  and be prepared to amend plans accordingly.

Staff must ensure that they have instant access to emergency funds to ensure comfort and safety of pupils/staff short term eg book hotel rooms, take a train/bus, provide meals.

If a travel company has been used they should provide assistance with this however it may not always be possible/practicable to await their assistance.

If a travel company is not used, consideration must be given to what local support would be available in case of an emergency eg hosts in the case of a Home Stay.

Staff and pupils should be given instructions on what to do in the event of which results in and them getting separate from adults.  Generally this will  be to stay in groups, as far as possible,  and approach a member of the emergency services for assistance.

Cash Handling

Consideration should be given to how finances are handled for example: paying for entrances, access to contingency fund, participants spending money

Self-Led

All activities must be led by appropriately qualified and experienced staff.   Relevant  risk assessments must be in place by ELC staff

Third Party

All activities must be led by appropriately qualified and experienced staff.   Relevant  risk assessments must be in place by the third party

Road Traffic Incidents

Prior knowledge of area to ascertain parking areas and clear routes for activities.

Ensure use of approved transport providers (see additional separate RA)

ELC Events Officer to be consulted on if it will impact on public road.

Police to be notified and may help with road crossing points for large groups

Loss or separation

Clear briefing for participants

Avoid woods in very strong winds (+ Force 6), do not push on

Standing dead trees

Check for and avoid hanging branches and any with significant splits or cracks, particularly in breezy conditions (+ Force 4)

Participants briefed on moving safely including:

Hold branches for person behind or leave big gap

Warn of eye level branches

Step over logs not on them (when appropriate)

Avoid obvious nests and areas where significant numbers of insects are seen

Ensure Parents/Carers are notified if a tick is removed.

Poisoning

Only eat items specified by the group leader, who has suitable skills and knowledge.  

Getting lost

Set Clear boundaries, especially if playing ‘wide games’

Give pupils Instructions on what to do if you realise you are lost.  Generally stay where you are and shout.

Injury from plants / barbed wire etc

Appropriate clothing and footwear (long sleeves and long trousers if risk of contact with nettles, brambles or barbed wire etc.

Weather

Participants to have suitable clothing and footwear

Forecast to be checked before setting off, particularly for wind speeds

If its windy then leaders need to have the experience  to assess the likelihood of hazard from falling wood/branches  and to avoid wooded areas

Activities within Woodland Risk Assessment

These should be risk assessed separately

Tree climbing – suitable trees selected where damage won’t occur to the tree and there are suitable branches for climbing.  Consideration should be how high children are permitted to climb.  Normally not over 2m

Branches - Loose/dead/ Low protruding

Participants are briefed about moving in trees and the difference between deadwood and live wood.

Structures constructed by

Structures are checked out for safety by staff

Reports about quality of water should be gained if they are available

Visual check to be done of water quality before the activity takes place

Briefing should include advice not to drink water if possible

Basic hygiene rules followed.  Hands should be washed or antibacterial gel used before food is consumed.  If not possible food should be eaten without touching e.g. only touching packet.

Water Level/ depth/ temperature/ speed

Water depth & temperature is checked by staff before participants enter

Appropriate crossing techniques are used

Alternative venue is used if water levels are too high / deep / cold / fast

Weather is monitored particularly where flow of water is affected by heavy rain

Appropriate clothing is used e.g. wetsuits if cold water and/or time spent in water is considered

Spare clothing is accessible in case of sudden immersion

Entry to the water should be controlled appropriate to the depth of the water

Bank – undercut / steep sides

Exit and entry points identified

Participants are briefed where to stand

Minimal environmental impact to banks etc

Underwater Hazard/ Entrapment

Open Sea

Boundaries are set so that participants do not enter the open sea unless suitably qualified staff are present (refer to ELC activity guidelines) . Enforcement of this should be considered and may be by placement of staff etc

Water – Tide/ Sea State

Inshore water forecast  and Tide timetables are consulted

Site specific information is gained relating to rip tides etc

Rock Pools

Suitable footwear is used on slippery / sharp surfaces

Boundaries are set to minimise possibility of falling into deep water/open-sea

Beach morphology

Site specific information is gained relating to local hazards such as sinking sand,  shelving beaches, etc.

Marine Life

Participants are briefed as appropriate on effects of marine life coming into contact with humans

Rock Fall / unstable cliffs/ sea walls

Boundaries are set so that participants do not enter into unsafe areas

Participants wear protective head wear if appropriate

Steep ground

Participants are supervised and briefed to not go near the edge of cliffs

Hazard/Risk

Control Measures

These should be proportionate to the Level of Risk which takes into account likelihood of adverse event and potential consequence of adverse event

Machinery/vehicles/Equipment etc

Ensure pupils are kept clear of  moving machinery/ vehicles etc

Animals

Follow attractions notices and instructions regarding which animals may and may not be touched

Infection/ Illness

Open wounds should be covered with adhesive dressing.

Avoid transmission of infection from hand to mouth.  Remind children not to touch face or put fingers in mouth and watch out for this.

Use hand-washing facilities provided around the site

In particular ensure thorough hand washing if eating ./drinking takes place.  Eat only in designated areas.

Change or clean footwear before leaving site.

Wash hands on leaving site and again on returning to school

Gloves should not be worn unless weather necessitates.  If gloves are worn these should be removed at the end of the visit and bagged for washing at home

Pregnant Staff/Pupils with compromised immune systems etc/asthmatics

If there are any staff/pupils/helpers who may be particularly vulnerable then specific assessment must be undertaken

Play Attractions

Ensure pupils match the height/age restrictions for any play equipment.

It may be that for reasons of providing suitable supervision pupils may not be allowed to use all play equipment that they match the criteria for.

This Risk Assessment is a Generic Risk Assessment.

Hazard/Risk

Control Measures

These should be proportionate to the Level of Risk which takes into account likelihood of adverse event and potential consequence of adverse event

Farm

WHERE POSSIBLE FARM VISITS SHOULD BE ARRANGED VIA ROYAL HIGHLAND EDUCATIONAL TRUST WHO WILL CONDUCT A FARM SPECIFIC ASSESSMENT. IF NOT THEN PREVISIT AND DISCUSSIONS WITH FARMER MUST TAKE PLACE AND A FARM SPECIFIC ASSESSMENT UNDERTAKEN.

General Movement around farm

Visitors to have suitable waterproof footwear eg hiking boots or wellingtons

Route to be chosen to minimise slipping/tripping hazards

Route to be chosen to minimise proximity to areas of risk eg slurry pits, ponds etc

Machinery/vehicles

All farm staff must be aware of visit.

Pupils must be kept a safe distance from operating plant/equipment and preferably separated by a fence or similar.

All vehicles must have keys removed and plant isolated or locked away.

Supervision to ensure pupils do not go near any machinery/vehicles unless planned.  If pupils are being allowed to access vehicle eg tractor then keys must be removed, chocks in place to prevent movement and access closely supervised by school and farm staff.

Chemicals

Chemicals not being used during visit should be stored out of reach

Where pupils come into contact with chemicals eg disinfectant

Only touch things that the farm personnel allow you too

Make sure protective equipment is in good working order e.g. wellies, gloves etc.

Slurry pits/Open Tanks etc

Ensure pupils are supervised.  Access to slurry pits to be kept secured.  Keep away from slurry tanks/ pits

Animals

Touch or feed animals only under the supervision of farm personnel and wash hands afterwards.

Barbed wire / Electric fences

Do not touch barbed wire or electric fences

Infection/ Illness

Open wounds should be covered with adhesive dressing.

Avoid transmission of infection from hand to mouth.  Remind children not to touch face or put fingers in mouth and watch out for this.

Where a coach hire is provided by a third party eg PGL/Kingswood etc it is their responsibility to carry out checks on Coach providers

In either case if there are any concerns regarding the suitability of a coach advice should be sought from Transportation immediately

Staff/parents ensure that all occupants have secured their belts before the journey commences. All occupants continue to wear seat belts at all times.

Booster Seats

Pupils must be transported in accordance with the law on use of booster seats.

Getting in and out of the car

The vehicle will be parked in a safe place to ensure that passengers can board/alight without compromising their safety or  that of others. Children will board/alight on the kerb side not the road side if parked on a main road.

Individual children supported to board/alight the vehicle as required according to handling plans and ASN if applicable

Children instructed in advance where to gather when getting out of the car.

Behaviour

Occupants of the vehicle are expected to talk quietly to each other and to sit still in their seats at all times.

Waiting for bus/train etc

Consideration must be given to a safe location for pupils to wait for the bus/train.  This will depend on the location, numbers and age group.  In all cases pupils should wait away from the edge of the pavement/platform and in a location where they are not in the way of the general public.

Getting on/off bus/train etc

Generally Bus stop nearest to school and venue should be used although it may be appropriate to use an alternative if better for road crossing etc.

Tell the bus driver (or train guard if appropriate) where you will be getting off.

Children should remain seated until the bus/train stops and not be allowed to leave bus until instructed by party leader

Clear instructions on where to gather after alighting bus/train given.

An Adult to alight the bus/train first  and last.

Behaviour

All children will be seated in appropriate areas. Consideration should be given to prebooked seats on trains where possible.

Reminder about expected behaviour given before setting out

Adults to be spread out throughout the party

Regular head counts including just prior to departure and after getting off.

Interactions with the public

Impact on members of the public should be considered at all times.

Only use buses/trains where a group will not cause adverse impact on the public. For example where possible avoid rush hour transport or single decker buses with large groups.

Pupils should be reminded of expected standards of behaviour and how to deal with interactions with the public

Train Specific

Agreed rules in place about going to toilets & buffet car to be in place depending on age of group and length of journey.

Ferry Specific

Sickness

Pupil information obtained prior to trip. Ensure travel sickness tablets are taken if required.

Emergency kit containing wipes, gloves and plastic bags should be carried.

Older Pupils

When travelling with small groups of older pupils eg S5 & S6 a less structured approach may be appropriate.  Pupils should be reminded about keeping themselves safe and being considerate of the public.

Monitoring of pupils

Clear boundaries of area pupils allowed to go including any no-go area's should be communicated

Staff should be spread around the area to monitor pupils.

Reporting back times should be clearly stated.

Incident occurring

Pupils should be briefed on what to do if incident occurs.

A staff member should be available at an easily locatable central point.  All pupils should have staff contact number.  At some venues such as theme parks it is possible/required to register staff contact details with venue.

Venue Hazards

Staff should ensure they are familiar with the risks associated with the venue.

Generally venues such as theme parks will have risk assessments/hazard lists which should be obtained and recommendations acted on.

For venues such as shopping street assessment should be carried out on previsit if possible.  If previsit isn't possible staff should assess risk prior to allowing pupils to go off.  Risks might include busy roads, getting lost, fountains etc

Manual handling

Reduce the amount of physical work or provide aids to reduce the risk

Alter the nature of the task to reduce risks of injury

Any specific recommendations from a GP to be observed

Where teaching staff are required to lift a human load assistance from appropriate support staff and the provision of mechanical equipment such as hoists; and training in lifting and handling techniques and in the use of mechanical aids should be provided

Movements and postures

Avoid spending long periods handling loads, or standing/sitting without regular exercise/movement to maintain circulation

The opportunity should be provided to alternate between standing and sitting.  If this is not possible breaks should be provided

Work where there is a risk of exposure to shocks, vibration or sudden movements

Work likely to involve uncomfortable whole body vibration to be avoided, especially at low frequencies

Work where the abdomen is exposed to shock or jolts should be avoided

It is transmitted through blood, saliva and faeces.  Transmission is easily prevented through simple hygiene precautions, such as hand washing.

If a pregnant teacher knows she has been exposed, she should inform her GP, or the provider of her ante-natal care.

Allegations from pupils

Staff or volunteers should not find themselves alone in a changing area with pupils. If pupils require help then only enter if 2 adults present. If not possible then ask young person to come out of the changing area into public area.

Lack of understanding from all adults - resulting in one adult present.

Clear communication to all adults (including parent volunteers) about not entering changing areas alone.

List of rules at changing area for reminder to all.

Not aware of safeguarding procedures

All permanent and associate staff to have up to date safeguarding courses

Not fitting equipment - particularly wetsuits

All staff to be aware of wetsuit sizing and if in between sizes to offer larger size.
