ASB Constitution
Sequoia High School
Article I – Name and Purpose |
- The name of this organization is the Associated Student Body (ASB) of Sequoia High School
- This purpose of the organization is to conduct activities on behalf of the students of Sequoia High School as approved by the principal and the governing board of the Sequoia Union High School District
- All students enrolled in Sequoia High School shall be members of the ASB
- ASB shall be broken into three segments
- Non-Voting General Population
- ASB Class
- ASB Executive Board
Article III - The ASB Executive Board |
Section 1
The Executive Board shall consist of the following elected ASB officers:
- President
- Vice President
- Secretary
- Treasurer
- Dance Commissioners (2)
- Spirit/Rally Commissioners (2)
- Community Service Chair
- Student Curator
- Communications Director
Section 2
- In the school year prior, prospective ASB Board members shall complete a physical application through which they should rank in order of preference the executive board positions
- A selection panel will be comprised of no fewer than (3 individuals) of the following: ASB Adviser, Active school administrators (Principal or Vice Principals), Class Advisers or special designees (student or staff ) of the Principal
- Prospective ASB Board members shall be interviewed by the selection panel
- The selection panel shall determine ASB Executive Board roles from the pool of qualified applicants
- Any lack of consensus will be jointly decided on by the ASB adviser and the principal, with the Principal holding ultimate veto power
- All members of the Executive Board must be enrolled in the ASB class for the length of their term
- No member of the Executive Board may hold more than one ASB office
- Executive Board members shall hold office for one school year, unless procedurally removed from office
- No person may hold multiple ASB executive board positions simultaneously
Article IV - The ASB Class |
Section 1
- The legislative power of the student body shall be vested in the ASB Class
- The ASB Class shall consist of the following:
- All members of the ASB Executive Board
- The elected Presidents of each class
- Appointees by the ASB Advisor
- The ASB Class shall convene during every 4th Period
Section 2
It shall be the duty and power of the ASB Class to
- Be the legislative body of the ASB
- Propose and pass legislation relevant to the student body
- Spend ASB monies
- Propose and vote on amendments to the school Constitution
Section 3
- Major decisions may be made by the simple majority vote of a quorum (⅔) of either the ASB class or the executive board
Article IV - Officer Responsibilities |
ASB President
- Facilitate all day-to-day operations of the ASB Class, including, but not necessarily limited to:
- Preside over all daily agendas in the ASB class adhering to parliamentary procedure
- Facilitate communication amongst ASB parents
- Call special meetings of the ASB Executive Board when necessary
- Appoint (in conjunction with ASB Advisor and Vice President) all committee chairpersons and committee members
- Oversee committee responsibilities throughout the year
- Serve as honorary member of all committees
- Represent the student body in all school and school district meetings where representation is appropriate
- Serve on the Student Advisory Council of the Sequoia Union High School District
ASB Vice President
- Assist the ASB President in all aforementioned tasks
- Fulfill duties of the ASB President when the President is for any reason unable, either temporarily or permanently
- Overseeing ASB assignments (hours/signups)
- Plan and facilitate monthly student senate meetings
- Facilitates and oversees all class elections through coordination of the Electoral Convention
ASB Secretary
- Maintain accurate minutes of all ASB meetings and file minutes electronically
- Maintain accurate minutes for all student senate meetings and file minutes electronically
- Attend and take notes at all PTSA meetings
- Oversee and facilitate all student organizations (Clubs) in conjunction with the ASB Treasurer
- Oversee the inventory and purchase of classroom supplies
ASB Treasurer
- Maintain a complete and accurate record of all ASB receipts and disbursements
- Prepare monthly reports for the ASB class including balances, receipts and disbursements to date
- Keep accurate profit and loss statements of all ASB functions and assist class treasurers in doing the same
- Oversee and facilitate all student organizations (Clubs) in conjunction with the ASB Secretary
- Work in conjunction with the Spirit Commissioners to oversee the student store, including the assigning of workers, inventory, organization and prices
ASB Spirit Commissioners (2)
- Facilitate three spirit weeks throughout the year
- Plan, organize and execute three rallies throughout the year
- Work with the ASB treasurer to oversee the running of the student store, including the assignment of workers, inventory, organization and prices
ASB Dance Commissioners (2)
- Plan and execute Homecoming
- Plan and execute Winter Formal
- Work jointly with Senior class officers to plan and execute Prom
ASB Communications Director
- Manage ASB social media accounts
- Manage Student Activities section of school website
- Manage SEQ Life App
- Communication with Sports Leadership Class
- Attend monthly PTSA Meetings
- Attend all-staff meetings
- Maintain regular communication with Media Center Coordinator
ASB Community Service Director
- Chair a minimum of one Community Service project per quarter
- Chair or co-chair Campus Appearance committee and oversee ASB’s impact on the school campus
ASB Student Curator
- Oversee the Sequoia shadow program in conjunction with the ASB adviser
- Oversee the freshman transition program throughout the school year
- Plan Freshman Orientation in conjunction with the ASB adviser
- Chair or co-chair the EL Outreach committee in the ASB class
- Chair or co-chair the SPED Outreach committee in the ASB class
Section 1
- If the ASB president cannot fulfill his/her duties because of illness, physical disability or absence, the ASB vice-president shall assume and carry out the duties of the president until the president becomes able to resume the duties of his/her office
- If the president is permanently unable to fulfill his/her duties, the ASB vice-president shall assume the position of ASB president
- After the vice-president, succession to the presidency shall be appointed by the vote of the entire ASB Class
- Only members of the ASB Executive Board shall shall be eligible for the ASB presidency
- Upon the permanent disability of any ASB Executive Board member, the ASB Adviser shall appoint a current member of the ASB Class to the vacated position until the end of the school year
Article VI - Officer Removal |
Section 1
An ASB Executive Board member can be removed from office by a formal request of the school principal, the ASB advisor or the ASB Executive Board for the following reasons
- Suspension and/or Expulsion from Sequoia High School
- Failure to attend student council meetings during 4th period
- Failure to fulfill Officer Responsibilities
- Failure to maintain a 2.5 GPA or higher
Section 2
The impeachment of an Exectuive Board member can only be discussed by the current executive board. Any class member can request that the executive board discuss the removal of an officer but the request must be supported by at least ⅖ of the current student council members. The general steps for removal of an officer are outlined below:
- The board will meet without the officer. The board will notify the officer before meeting that such a meeting will be taking place.
- The board will discuss with the advisor present and take a vote for or against removal.
- The board must consider giving the officer a probation period where they evaluate the officer for a stated period of time if they vote for removal. Otherwise, the board can report that no action was taken.
- During the evaluation process, the board members must make a collective effort to improve the officer's performance.
- The board will have a final vote to determine the final result of the probation period. A ¾ vote is needed for impeachment
Article VII - Elections and Qualifications for Office |
Section 1
The general election of ASB and class Officers shall take place by secret ballot on the day of final candidate speeches.
- The candidates for ASB Office will be elected through a combination of general election votes (60%) votes from the ASB convention (40%)
- The ASB Convention will be comprised of (4) representatives from each 4th period class, and (4) representatives from each middle school that sends a minimum average of 30 students per school year to Sequoia HS.
- The Freshman Class Officers shall be elected no later than 4 weeks after the start of the school year.
- The candidates for ASB and class office must have a minimum current grade point average of 2.5 and have satisfactory discipline and attendance records.
- Candidates must also have the endorsement of their advisor, an administrator and one other Sequoia High staff member.
- Candidates for ASB office must enroll in 4th period leadership for the length of their term.
- It is recommended that the candidates for ASB President and Vice- President have served at least one year in the ASB or Leadership class.
- Each applicant for candidacy must submit a completed application to the ASB adviser at least two weeks prior to the election. The application must include prior leadership experience and all the required signatures. There will be NO write in candidates.
Section 2
- The ASB Vice President and other members of the Elections Committee shall count the ballots within (3) days of the general election.
- The Elections Committee will be determined by the ASB adviser
- No candidate running for office may participate in counting the ballots, even if they are on the Elections Committee.
- The ballots shall be counted twice and the results compared.
- A third count is required if the results of the first and second count are not within 1 percent of each other.
- Those candidates who received the same number of votes will be allowed to continue their campaign for one week.
- At the end of the week, the Elections Committee will host a tie-breaking election on the quad at lunch.
Article VIII - Student Organizations (Clubs) |
- The ASB Executive Board and the school principal (or designee) must approve all clubs annually.
- All clubs must obtain a faculty sponsor who is willing to attend all club meetings and on campus activities.
- A club must have a minimum of 8 members to be recognized.
- All student clubs must read and agree to abide by The Financial Policies and Procedures for Student Organizations
- New clubs that will directly compete with an established club for membership, may not be approved
- Upon approval, each student club must prepare and approve a club budget before it can host a fundraiser or incur any club expenditures.
- The ASB shall establish an annual budget
- The ASB Student Council must approve all requests for student body expenditures in advance.
- All ASB check requests require four signatures: the ASB advisor, the ASB auditor, the assistant principal in charge of school finances and the ASB treasurer or president. In addition, at least one district office employee will be an approved ASB check signer.
- Amendments to this constitution may originate:
- By recommendation of the ASB Executive Board
- By petition, signed by 10% of the student body
- Amendments to this constitution may be ratified by a two-thirds vote of the current Sequoia High School Student Council.
