  1. Meeting Called to Order

Meyers called the meeting to order.

  1. Board Discussion

Meyers will be leaving OEDIT but will continue his work with the Economic Recovery.

Lakisha Benford has completed her contract with the board. The Authority thanked Lakisha for the good work she accomplished. Staff will be interviewing for a permanent staff position to replace Lakisha.

  1. Program Update

Common Group has received 7 RFA applications among the 12 invited to submit. The applications have been checked for eligibility, completeness, and statutory alignment.

The RFA reviewers have been confirmed with representatives from CHFA, OEDIT, and the MIHA board. The underwriting standards (ranges) have also been confirmed with input from CHFA, RBC, OEDIT, and the MIHA board.

  1. RFA Evaluation and Review Process

Common Group presented the RFA Evaluation and Review process which included the timeline. The board reviewed and discussed the provided process.

The Board can expect a Summary Report, and an Evaluation Review Report for review to inform their approval of projects for conditional selection among the pool of applicants for the June 30th board meeting.

Kalanick provided guidance on the Conditional Selection Process.

  1. Incorporation of Underwriting Standards

Cooper presented the Underwriting Standards that have been drafted based on input from CHFA, RBC standards, and MIHA board members.

CHFA will be reviewing the final document to decide whether to incorporate these numbers into their models. Which will be based on feedback from the MIHA board.

The Board reviewed and discussed the draft underwriting standards and provided feedback to staff. Staff will provide this feedback to CHFA for review and incorporation into their model.

Meyers noted Common Group has extended through June 30th.

Cooper will be presenting a budget at the next meeting.

  1. Next Steps

The MIHA Board meeting will be held on June 30th to approve the applications for conditional selection.
