Clubs and Teams entered in the tournament have been deemed to have accepted USFA  SUMMER TOURNAMENT SERIES rules and policy as stated below.

1.0 ADULT TEAMS ONLY

1. BC SPL players 2009 or older are allowed to play in Adult Div 1 with permission from the team official of their BCSPL team. The permission must be in an email or text format dated stamped before the start of the tournament.

2. Players registered to Premier Divisions in VMSL, FVSL, and VISL can only play Division 1.

3. University / College main team players can only play Div 1. except for players who have had 0 (zero) minutes of playing time posted on their college/university team roster online.

List and Link to local colleges/university team rosters. (It is the responsibility of team official to ensure the playing time information is disclosed and posted online if requested in case of protest)

4. All player permits are Intra club (ie you can only permit a player within your club).
5. Before playing, all adult players must be registered with their club's adult league   (VISL, VMSL, FVSL, Knight League).

6. A Short Term Player Permit can be obtained through BC Soccer.  Rule A&C  https://bcsoccer.net/documents-forms
7. U18 Boys and Girls -  Metro Teams  – Play adult open Div 2 or U21  (minimum)
8. Adults Teams are allowed to have Game Day Rosters - 2 lists to be given to refs by halftime.
9. An adult player may play up without a permit but can not play on their team in the same tournament.  (e.g. Div 2 player can go play in Div 1 but can not come back to his Div 2 team to play in the same tournament weekend)
10. A youth player may play in his youth division and play in an Adult Team of any club in the same tournament.

2.0 TEAM ROSTERS

1. All Clubs youth tournament teams must have game day roster
2. Youth Tournament Teams can have a maximum 20 players on the Roster
3. Two copies of all Team Roster must be provided before each game. A Team Roster must be comprised of First Name, Last Name, and Jersey Number. (Legal Names)
4. Metro U17/U18, and Div 1 (U13 -U16) players can not play on Div 2 (Silver) youth teams.
5. The Team is responsible for providing a complete and accurate Team List.  All Players listed are considered played.

3.0  GENERAL USFA TOURNAMENT SERIES RULES 2024

1. All BCSA and member district rules and regulations will be followed unless otherwise stated for the purpose of the tournament.

2. All disciplines are to be handled by BCSA and districts.

3. All players must be registered to play soccer for the 2024-25 season with BCSA.

4. All youth teams must be registered with their respective district.

5. All team limits must be as per BCSA rules and regulations unless otherwise stated for the purpose of the tournament.

6. Retreat line must be followed as per BC Soccer Guidelines where required for small-sided games.

7. A player can only play on the team they are on the roster for that tournament.  (Describe with eg. If a player has played on Div 1 team first, then he can not go down and play in Div 2, etc)

8.No person may coach from behind the goal line, and the area behind the goal is to be free of spectators

9. All referees must be BCSA registered.

10. Referee's decision is final and can not be protested.

11. Players receiving a red card with the exception of two yellow cards leading to a red card, deliberate handball and denying an opponent from scoring a goal will be ejected from the tournament immediately and will be reported to the appropriate district or BCSA. If a player gets two yellow cards in one game or a red card for deliberate handball and denies an opponent from scoring a goal will sit out the mandatory one game and shall be eligible to play after.

12. All coaches who are ejected from a game are automatically ejected from the tournament and will be reported to the appropriate Youth/ Adult district or BCSA.

13.The behaviour of the team players and their supporters is the responsibility of the team officials. Abuse of the game or tournament officials will not be tolerated.

14.U14 – All Division will be considered as U14 intake Team and will play 11V11 tournament.

15. If a team comprises 6 or more Metro (U17/U18) – that team MUST  play age up in Div 1. A player is considered Metro level if registered in the preceding Coastal Season.

Metro players cannot play at Div 2 level (Silver)

16.2025 Tournament series minimum entry fees for each tournament are:

• U5-U7 -  $150
• U8-U13 - $225
• U14-Intake - U17 - $300
• U18 - Open Silver $350.00  with AR
• Open - Div 1 $450.00

Tournament host’s discretion to play round-robin and/or knockout format. Open-A men & women shall be provided ARs for all games. If only 2 teams in Over 35/40/45, the game is played as an exhibition game, then $75 entry with no prizes.

17. The Tournament Draft schedule shall be sent out to all clubs or posted on online by Sunday 6 pm. Finalized by Monday 6 pm of the tournament and posted on www.usfa.ca

18. Team entry shall not be less than 14 days from the tournament start.  Host Club will provide the team entry delivery method and deadline. All entries must be in written form or by email.

19. Unless the tournament host committee approves the entry fees must be paid by each participating club at the time of team entry.

20. All teams must carry a first aid kit, game ball and pinnies. The home team is listed first and is responsible for changing jerseys or wearing pinnies (or alternate jerseys) if there is a colour clash.  The Home Team and Away Team both supply 1 game ball each.

21. Religious headwear (i.e. turbans, patkas, or keskis), insulin pumps, medical alert bracelets, and soft casts may be worn as per BC Soccer policies.

22. Substitutions are unlimited. Substitutions may be made at a stoppage in play at the referee’s discretion and in compliance with the correct FIFA/IFAB procedure. Substitutes must wear jackets or pinnies when on the sidelines, which are a different colour than both teams on the field.

23. Games must start on time. Games will end no later than five (5) minutes before the next scheduled game, regardless of the time played.

24. Any team that fails to arrive at the park within 10 minutes of the game starting time without reason will be considered to have forfeited the game.

25. Only team staff and players registered to that team will be allowed to be at the team bench. A female designate must be present at the team bench of all female teams. No parents and/or spectators are allowed inside the fenced part of the synthetic turf fields. This rule will be strictly enforced.

26. Mandatory handshakes will be at the start of the game. “Pre Game Handshake”

27.10-point system for scoring will be used: 6 points for a win, 3 points for a draw, 0 points for a loss, 1 point for the shutout, and 1 point for each goal scored till 3 goals. (Forfeits are considered 2-0 win).(A club may choose to use a 3-point system)

28.If two teams are tied in the first game of round robin, then penalty kicks (minimum 5 kicks) will be taken to determine the next part of the schedule and used for the tiebreaker.  (5 pks) where required. All Semi-Final and Finals matches are tied, and then penalty kicks (minimum 5 kicks) will be taken to determine

 the winner.

29. Tie-breakers is (a) head-to-head, (b) Goals against, (c) Goals for, (d) coin toss. If two teams are tied in the first game of round robin, then penalty kicks (minimum 5 kicks) will be taken to determine the next part of the schedule and used for the tiebreaker.  (5 pks)

30. All scores must be reported within 30 minutes of the game finishing to the appropriate phone number provided in the tournament schedule.

31. All disputes shall be submitted in person within 30 minutes of the match's finish at the tournament headquarters (Location/Place noted on the Game schedule). The protest must be in writing with a complete description of the reason for the protest as well as complete game information. There shall be a fee of $100.00 to file a protest, which is only refundable if the protest is successful.

Teams not satisfied with the decision of tournament committee may appeal to USFA within 30 minutes of decision received witha a payment of $100.00 to file an appeal.

32. The team that fails to show up to the tournament shall be fined as follows:

Youth Teams  $250.00. / Adult Team $500.00 per tournament.

The future participation of the team in the tournament series will be subject to review.

34. Youth and Adult  Div 2 and Div 3 Teams that make 2 finals in their Division will be required to move up a division at least one tournament. (Club responsibility to notify) fine $250.00.
