VENUE
Kingston Yacht Club,1 Maitland Street, Kingston, Ontario
Racing will take place in the waters around Kingston Yacht Club.
ORGANIZING AUTHORITY
The Organizing Authority is Kingston Yacht Club
Owners and crew of visiting and participating boats are invited as guests of Kingston Yacht Club during the event.
INTRODUCTION
The 2023 Easter Seals Regatta will comprise of PHRF-LO handicap races followed by a sail past in front of the Kingston Yacht Club.
RULES
• The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
ADVERTISING
• Participating boats shall display the Easter Seals Banner (supplied at Check-In)
ELIGIBILITY AND ENTRY
• The regatta is open to boats having a valid PHRF-LO Certificate
• Boat without a valid PHRF-LO certificate may be assigned a temporary rating by the Organizing Authority
• Eligible boats may enter by completing the online form (<link here>) and filling in the waiver (<link here>) along with the required fee by <date>
NOTICE TO COMPETITORS
• Notices to Competitors will be available to competitors at the Skippers’ Meeting. • Skippers Meeting - A skippers briefing will be held at 1000 on Sunday 9th July 2023 on the patio at Kingston Yacht Club.
CHANGES TO SAILING INSTRUCTIONS
• Any change to the sailing instructions will be posted at the Skippers briefing on the day it will take effect.
SIGNALS MADE ASHORE
• Signals made ashore will be displayed from the KYC break wall flagpole.
CLASSES
Racing will be in two classes:
• Class 1: Competitive Fleet - Boats holding a current PHRF handicap sailing, including Sharks, with handicaps less than 220
• Class 2: Fun fleet - Boats holding a current PHRF handicap sailing, with handicaps greater than or equal to 220
Class Flags will be as follows:
• Class 1: Numeral Pennant 1
• Class 2: Numeral Pennant 2
SCHEDULE OF RACING
• Racing will take place on Sunday, July 9, 2023
• Three races are scheduled.
• To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound at least five minutes before a warning signal is made.
• Scheduled time of the first warning signal is 1100 with the schedule as follows:

THE COURSES
• The course to be sailed will be announced at the skippers briefing.
• The race committee will designate the course.
• Start signals will be made at the KYC Flagpole on the KYC Break wall
• The course for each class will be broadcast on VHF channel 72 approx. five minutes before the first warning signal.
• The target time for each race will be approximately 45 minutes in duration.
MARKS
A combination of marks from the KYC Mark Network will be used for the racing marks:
THE START
• Races will be started by using RRS 26.
• The starting line will be between a red flag buoy and KYC Mark V.
• There will be one start for each class unless there are fewer than three boats in one class. If there are fewer than three boats in one class, both classes shall start together.
THE FINISH
• The finish Line will be between the red flag buoy and KYC Mark V
SCORING:
• Low Point Scoring will be used
• Corrected finish times will be calculated using the standard PHRF-LO Time on Time formula • One race is required to complete the series
FINISH TIMES
• Finish times will be recorded by the Race Committee
SAILPAST
Boats are asked to participate in a Sailpast of Kingston Yacht Club following the last race, approximately 1400 hrs. After the last finish signal is sounded, boats are asked to gather at a location designated at the Skippers’ Briefing. At 1400 a signal will be made to signal the start of the Sailpast. Boat will sail, single file, in any order, past the flagpole and breakwall. Boats are asked to return to their moorings in the harbour immediately following the Sailpast and are welcome to dress their boats.
BERTHING
• Non-KYC member boat will be assigned mooring by the Organizing Authority
DISCLAIMER OF LIABILITY
• Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta
INSURANCE
• Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $2M per incident or the equivalent.
AWARDS
• Awarding of prizes will take place as soon as possible after racing on the KYC patio, and no later than 1500 hrs.
