NOTICE OF RACE
1. RULES
a. The regatta will be governed by the current versions of:
b. The 2025-2028 Racing Rules of Sailing (RRS) of World Sailing (WS)
c. The Prescriptions and Special Regulations of Australian Sailing (AS)
d. Attention is drawn to the rules of the Port of Melbourne Corporation and Parks Victoria with regard to operating in or near channels and port boundaries.
2. ELIGIBILITY AND ENTRY
a. The regatta is open to all keelboats on the register of a member club affiliated with Australian Sailing who meet the requirements of Category 5 of the Yachting Australia Special Regulations, Part 1 for Racing Boats.
b. For the Eliza Ramsden Trophy, the role of helm is to be occupied by female sailors.
c. Eligible boats may enter online at RBYC HMAS Goorangai & Eliza Ramsden Trophy Races 2025 Entry form.
d. Entries will be accepted up to 20:00 hrs on October 29th, 2025, on payment of the specified entry fee.
3. FEES
a. Entry fees are $50.00 open until October 28th 2025
b. Late entry fees of $70.00 will apply from October 29th 2025
c. Entry for the Eliza Ramsden female helm division is included in the Goorangai Trophy race entry fee and does not attract any additional fee
4. THE RACE
a. The race will be conducted on November 1st 2025 from the Start at RBYC Race Control Tower to the Finish in the vicinity of Queenscliff as described in the Sailing Instructions.
b. The scheduled time of the first warning signal is 09:25

5. HANDICAPPING
a. Results will be determined based on a boat’s performance handicap allocated by QCYC.
b. Handicaps will be based on a boat’s current performance handicap at her home club, normalised to bring club fleets to a common base.
6. SAILING INSTRUCTIONS
The Sailing Instructions will be available after 09:00 on October 24th, 2025, at the RBYC office or on the QCYC webpage 50th Anniversary HMAS Goorangai Memorial Trophy Race in 2025
7. VENUE
a. The venue for the race is Port Phillip between Brighton and Queenscliff.
b. Queenscliff Cruising Yacht Club celebrates their 63rd Anniversary season on Opening Day, Sunday November 2nd. All competitors in the Goorangai and Eliza Ramsden races are invited to stay overnight and attend the Opening Ceremony, Blessing of the Fleet and luncheon on Sunday. (See 9c, 9d for berthing information).
8. THE COURSE
a. The course to be sailed will be as follows:

Port hand mark (off Queenscliff)
Finish – QCYC
b. The course, including an alternative finishing location, will be more fully described in the Sailing Instructions.
c. All visiting boats are required to complete and submit a QCYC Berthing Request Form.
d. Competitors in the HMAS Goorangai Memorial Trophy and the Eliza Ramsden Trophy receive free berthing on Saturday November 1st, 2025. Berthing for additional nights are as per club standard berthing fees.
10. RADIO COMMUNICATION
a. The Race Committee frequency is VHF 82 from 15 minutes after the Start. Communication prior to and for the Start shall be VHF Channel 73.
b. Boats shall have a VHF transceiver with VHF channels 12, 16, 67, 73, and 82 capable of transmitting and receiving over the entire course area.
c. Boats shall keep a continuous watch on VHF 82 after the Start.
d. Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
11. PRIZES
a. Prizes will be given for first, second and third places based on PHS handicaps for both trophy races.
b. Competitors in the Eliza Ramsden Trophy Race are also eligible for prizes in the HMAS Goorangai Race.
12. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
13. INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $10,000,000 per event or the equivalent.
