Oak Glen High School provides educational opportunities for students through a flexible and personal environment, which allows all students to grow educationally and socially, acquiring the skills necessary to become responsible contributors in society.

Welcome to the Valley Center-Pauma Unified School District.   Our district serves roughly 4,000 students at grade levels from transitional kindergarten up through high school graduation.  We have four exceptional elementary schools, a fantastic middle school and an award-winning high school. Additionally, we offer alternatives to the traditional school structure through VC Prep and Oak Glen high school. VCPUSD truly offers something for every student and our commitment to student success is our first and highest priority.

ACADEMIC INFORMATION

The Continuation High School is an educational option for students to participate in a high school diploma program designed for students whose needs are not being met in a comprehensive high school. The characteristics of the typical continuation school include smaller class size, an individualized open-entry/open-exit program, and a competency-based  curriculum.   As a continuation school, Oak Glen’s students may be enrolled for credit recovery (credit deficiency) or have been placed on an Involuntary Transfer (disciplinary action). Those who enroll at Oak Glen are usually 16 years old or older, and voluntarily choose to attend this school because they and their parents appreciate the unique opportunities that Oak Glen makes possible and Oak Glen provides “a second chance” for many students.

If a transfer to Oak Glen is recommended, both the administrator, counselor, and the parents sign an Alternative Placement Student Recommendation Form, which is reviewed by the Alternative Placement Committee (A.P.C.). No student placement will be considered by the A.P.C. without parent approval. You will be notified by phone when final approval is given for the transfer and a “welcome conference” will be scheduled for the student and parent to attend Oak Glen.

The counselor at Oak Glen provides vital and necessary services for students and our parents. As an integral part of the educational process, counselors seek to help each student to develop positive attitudes and personal dignity, and to accept the responsibilities and challenges required in a changing and complex society. Counseling services are provided that develop and support the educational plans and goals including awareness of potential careers for all students. Each trimester, our counselor will be meeting with students to audit their transcript and review their progress toward graduation as well as  help plan post high school opportunities.  

ATTENDANCE POLICY

Valley Center-Pauma Unified School District is dedicated to your child’s academic achievement and success; however, we do need your help!  Please support your child, as well as our efforts, by getting your student to school on time, every day.  By understanding that Every Day Counts, together we can give your student the opportunity to access their academic potential.

The Valley Center-Pauma Unified School District has instituted changes to attendance procedures and policies. Please note the following:

 

Absences

Daily attendance is one of the most important factors in students’ success at Oak Glen High School.  Compulsory attendance laws require that parents send their children to school.  All absences due to illness and/or doctor/dentist appointments must be verified by a telephone call or written note from doctor/dentist, parent/guardian to excuse the student. The state no longer funds schools for days on which a student is absent, even if the absence is legitimately excused.

VCPUSD PROCEDURES FOR RELEASING STUDENTS (Closed Campus)

No student is to leave campus directly from a classroom without being signed out by the parent/guardian. As an additional safety measure for our campus, Oak Glen will ask that all visitors present a picture ID to our front office for verification via our RAPTOR system.

Valley Center-Pauma Unified School District has a closed campus policy. Students may not leave the school grounds without special permission from the office. In the event that it becomes necessary for a student to be taken out of school, the parent must call for the student at the office and sign the student out.  Students will only be released to persons listed on the Emergency/Disaster Contact Information form. Emergency contacts may be updated by parents/guardians online through the Parent Portal on Infinite Campus or by written request to the school office.

If you student must leave campus during the school day:

Tardies

If you arrive late to school, the tardiness must be excused within 24 hours, (parents cannot clear tardies between classes).  Failure to be on time to any class, without prior approval, will result in parent notification.

Visitors to Campus

Our school is a closed campus.  Outside students, for reasons of safety and liability, are not permitted on campus unless prior permission has been obtained from the Principal.  Any outside adult seeking to contact or pick up a student must check in at the office for authorization.

Bussing/Transportation

Bussing to and from school is available to all students attending the Valley Center-Pauma Unified School District schools.  Parents must apply for bussing prior to their child riding the bus.

Transportation Application: All students who will use District Transportation will need to complete an application. Students must be registered for bussing prior to arriving at the bus stop and boarding a bus. The website is available at  vcpusd.org. DO NOT USE THE APP, YOU MUST USE THE WEBSITE.  If you have questions regarding transportation, please contact our Transportation department via email: TR@vcpusd.org or phone at 760-749-6382.

There is no ride sharing on buses.  Your child must ride the bus assigned to him/her. Due to limited space, students are not to ride home on another bus or go with another student on another bus, unless authorized by the transportation with prior approval.

Students must go directly to the buses as soon as they are dismissed from school.

All school rules also apply on the school bus. The privilege of riding the bus to school and from school may be revoked if safety rules are not observed.

Counseling Support Services

Oak Glen counselor, Ms. Corrine Matthew, assists students in a variety of ways:

Our counselor provides a variety of services to our students, parents and families.  They are available to students for social emotional well being, peer mediations/concerns, academic assistance/support, educational planning and mental health concerns.

Meal Program (Nutrition Information)

Beginning in School Year (SY) 2022–23, California will become the first state to implement a statewide Universal Meals Program for schoolchildren. California’s Universal Meals Program (Universal Meals) is designed to build on the foundations of the federal National School Lunch Program (NSLP) and School Breakfast Program (SBP). As such, all enrolled students in the Valley Center-Pauma Unified school are eligible to receive a healthy breakfast and lunch at school at no charge to your household each day of the 2023-24 school year. No further action is

required of you. Your child(ren) will be able to participate in these meal programs without having to pay a fee or submit an application.

Oak Glen students will be escorted to the VCHS campus nutrition window for school meals.

STUDENT RESPONSIBILITIES AND CODE OF CONDUCT

Holding Oak Glen High School Students To a Higher Standard

The entire Oak Glen High School staff is committed to establishing and maintaining appropriate student behavior.  The staff values a safe, orderly environment because it allows a focus on student learning.  A warm social climate is established because staff members treat students as individuals while supporting their academic goals.  

Students are expected to follow these basic concepts of:

 

POSITIVE BEHAVIOR INTERVENTION AND SUPPORT

Positive Behavior Intervention and Support (PBIS) is a proactive approach for teaching and rewarding positive student behavior on campus. Oak Glen focuses on students being respectful, responsible, safe, and scholarly. Staff and students have created a matrix of expected behaviors in all areas of campus, plus on the school bus. Expected behaviors are taught and reviewed continuously throughout the school year. A variety of support structures and interventions are put in place based on individual student needs.

Academic Honesty

Honest behavior is an expectation for all students in the VAlley Center-Pauma Unified School District.  The purpose of the following guidelines is to create and maintain an ethical academic atmosphere.  Academic honesty is applicable to all course work that is done in any class and applies to in-seat and online classes.

Specific types of academic dishonesty, which will not be tolerated, are defined below:

Consequences of Academic Dishonesty

Depending on the severity of the offense one or more of the following consequences may occur:

Mobile Communication Devices

Mobile Communication Devices Students’ use of personally owned devices on campus is subject to the approval of District staff. District staff may restrict student use of personally owned devices as necessary to support student learning or prevent disruption  to the school environment.

Students in grades 9-12 may use cell phones, smartphones, smart watches or other mobile communication devices on campus during non-instructional time as long as the device is utilized in accordance with law, this board policy and in accordance with BP 6163.4 Student Use of Technology.

Mobile communication devices shall be turned off during instructional time. School sites do not allow personal mobile communication devices to be used or visible during instructional time, instructional time is defined as any time during which a student is scheduled to a class period and includes both inside and outside of a physical classroom space such as a physical education class and when a student is outside of the physical classroom space. Site administration at schools serving students in grades 9-12 may determine that devices may not be used at any time during the school day to better support student learning or prevent disruption to the school environment.

Please Note:  Oak Glen High School personnel will not be held liable for items brought to school that are confiscated.  Valuables should stay at home.

District Issued Chromebooks

We know that technology access is essential to our educational environment and promotes learning in the classroom.  Students are issued a district Chromebook as an educational tool.  Therefore, we expect our students to care for their Chromebook and other school issued materials/items,  to demonstrate responsibility with their use, and to be courteous and make good choices when using any technology on campus.

Guidelines:  

Dress Culture

OGHS dress standards are designed to promote student safety and ensure that students are free from the threats of harmful influence of any groups or gangs that advocate drug use or disruptive behavior.  The administration of OGHS therefore prohibits the wearing, use, possession, distribution, display, presence of any apparel, jewelry, emblem, badge, symbol, sign, accessory, manner of grooming, or notebook that by its arrangement, color, trademark or any other attribute, is recognized or in any way denotes membership or affiliation with any gang.

The following types of dress may create a safety hazard or disrupt the educational process at Oak Glen High School and are prohibited:  

Students arriving at school improperly dressed will be counseled, loaned alternative clothing and/or request for parent to bring change of clothing. Consistent defiance of dress standards will result in a  parent conference or, if the problem persists, suspension.

Food

No outside food may be brought to school for other students. Parent or guardian may only bring food to the student listed on the school emergency card. Food dropped off may only be consumed in the office area.

Graffiti and Vandalism

Graffiti is a form of vandalism and is prohibited on the OGHS campus. Graffiti removal is costly. Students are prohibited from having in their possession markers, spray paint, or etching tools. Students are prohibited from scrawling graffiti, defacing, or destroying school property and will be held liable for damages. Parents are liable for expenses resulting from vandalism.

PARENT RESPONSIBILITY FOR DAMAGES: Each student in the school district is responsible for the proper care of school property and the school supplies and equipment entrusted to his/her use. In accordance with law, students who vandalize school property are subject to disciplinary measures. California Education Code (EC) Section 48904(a)(1).

ID Cards

Students must be in possession of their ID cards at all times. The ID card must be presented when requested by staff.

Obscene Acts, Profanity Or Vulgarity

Obscene acts, profanity, obscene or pornographic material, or vulgarity are not allowed on campus.

Off Limit Areas

Students are expected to remain in areas on campus where adequate supervision is provided by the staff.  Although students have access to almost any area on campus, the following areas are considered off limits:

Prohibited items

Restroom and Campus Cleanliness

Students should make every effort to use the restroom before school, at nutrition break, lunch, or passing times.  Students are required to have a classroom pass from their teacher when outside of the classroom, this includes restroom use during a class period.  All students are responsible to help keep these facilities clean. Any problems should be reported to an adult immediately. Students must sign-in for a Restroom key in the office.

Campus Cleanliness

Oak Glen students and staff are committed to keeping a clean campus. Students are responsible for putting their trash and recycling in the proper receptacles at lunch and other times during the day. Tagging, graffiti and vandalism are strictly prohibited. Students who fail to dispose of their trash properly, or who vandalize school property, will be subject to disciplinary action.

Student Parking

Parking is a privilege and it can be revoked. Students must apply for a parking permit to park on the OGHS campus. Parking on campus is at the student’s own risk.  Students are advised to keep their vehicles locked at all times.  Student cars are off limits to all students during regular school hours. A parking permit must be displayed in the front window at all times. Vehicles parked in unauthorized areas, such as faculty parking lots, will be subject to removal at the owner’s expense. Failure to comply with parking rules will result in revocation of parking permit. Please note: Vehicles parked on school property may be searched at any time.

Skateboards, scooters or carts are not allowed on campus at any time.

Smoking

Smoking or possession of tobacco or tobacco products including electronic smoking delivery systems is not permitted on the Oak Glen campus at any time.

Theft

Stealing from OGHS or any persons on campus will not be tolerated.

Students are required to report all incidents of theft whether you are the witness or the victim. Students found to have stolen items will be held responsible for making restitution.  Authorities will be notified and a possible arrest may occur.

Unsafe Behavior

Oak Glen High School requires students make mature and appropriate decisions regarding their own behavior. Aggressive mock fighting, horseplay, or other dangerous activities such as scaling fences or sitting on moving vehicles are prohibited. Students are prohibited from throwing any object at other students or into a crowd of students.

SUSPENSION FROM SCHOOL

For serious disciplinary infractions outlined in California Education Code 48900, a school administrator may suspend a student from school.  Such home suspension means the student will not attend school for the length of the suspension (maximum of five days at any one time.)  The student is to remain at home during school hours and may not attend any school-sponsored activities such as sporting events, dances or plays.  All schoolwork missed during this time may be made up.  Parents are notified annually as to Due Process Rights.

Expulsion

Expulsion means that the student is removed from the Valley Center-Pauma Unified School District.  Students who are awaiting an expulsion hearing due to extremely serious disciplinary infractions will be suspended from school pending the hearing.  This suspension can exceed the five days mentioned above under Suspension from School.  Parents will be notified by the school of the intent to seek an expulsion.  The District will notify the parents of their Due Process Rights.

Students can be considered for suspension for the following forms of misconduct (Ed Code § 48900):

DISCIPLINARY APPEAL PROCESS

Students and parent(s)/guardian(s) wishing to appeal disciplinary decisions and resulting actions should contact the Principal for information on specific procedures.

PROCESS TO ADDRESS CONCERNS / COMPLAINTS

Items related to a specific class should be directed to the appropriate teacher to set up a mutually agreeable time for discussion. Items related to school operations and procedures should be brought to the VCHS site administration.

As needed, concerns should be brought to the attention of the site Assistant Principals office. An assistant principal may call or set up a meeting to discuss and address items.

Items relating to site administration and operation of VCHS may be discussed informally with the site principal (or designee). If items cannot be resolved with the principal (or designee), the information can be brought to the office of the VCPUSD Assistant Superintendent for discussion.

If contacting the office of the VCPUSD Assistant Superintendent does not provide resolution, concerns can be provided, in writing, to the VCPUSD Assistant Superintendent.

The VCPUSD Assistant Superintendent will determine if the matter will be handled directly or appropriate designee due to the specifics provided. The Assistant Superintendent (or designee) will follow VCPUSD procedures to determine how to best provide resolution for the matter.

This process is intended to provide prompt and effective resolutions to items that relate to VCHS. VCHS/VCPUSD may utilize more formal procedures such as those under the Uniform Complaint Procedures (“UCP”) depending on the nature of any concerns or complaints received.

VCPUSD ASSURANCE OF NONDISCRIMINATION

VCPUSD prohibits discrimination, harassment, intimidation, and bullying based on the actual or perceived characteristics including immigration status, disability, gender, gender identity, gender expression, nationality, race or ethnicity, religion, and/ or sexual orientation.  This policy applies to all acts both on school campus as well as during school-sponsored activities.

While a student or witness to discrimination can report the incident to any school personnel, the following person has been designated to address inquiries regarding the Nondiscrimination policy:

SEX DISCRIMINATION/ SEXUAL HARASSMENT (TITLE IX)

Title IX of the Education Amendments of 1972 prohibits discrimination based on sex in education and associated activities.  Title IX states, “No person in the United States shall, on the basis of sex, be excluded for participation in, be denied benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.”  Sex Discrimination includes sexual harassment, equal access to athletic opportunities, sex-based discrimination in any school program, course of study, and/or other school-associated activity both on and off the physical campus.

While a student or witness to discrimination, sex discrimination or sexual harassment can report the incident to any school personnel, the following person has been designated to address inquiries regarding the Sex Discrimination (Title IX) policy:

For students, employees, parents/guardians, school and district advisory committee members, private school officials, and other interested parties

The Valley Center-Pauma Unified School District has the primary responsibility for compliance with federal and state laws and regulations. We have established Uniform Complaint Procedures (UCP) to address allegations of unlawful discrimination, harassment, intimidation, and bullying, and complaints alleging  violation of state or federal laws governing educational programs, the charging of unlawful pupil fees and the  non-compliance of our Local Control and Accountability Plan (LCAP).

We will investigate all allegations of unlawful discrimination, harassment, intimidation or bullying against any protected group as identified in Education Code section 200 and 220 and Government Code section 11135, including any actual or perceived characteristics as set forth in Penal Code section 422.55 or on the basis or

a person’s association with a person or group with one or more of these actual or perceived characteristics in  any program or activity conducted by the LEA, which is funded directly by, or that receives or benefits from any state financial assistance.

The UCP shall also be used when addressing complaints alleging failure to comply with state and/or federal laws in:

A pupil fees and/or LCAP complaint may be filed anonymously if the complainant provides evidence or  information leading to evidence to support the complaint.  

A pupil enrolled in a public school shall not be required to pay a pupil fee for participation in an educational  activity.

UCP Annual Notice for 2023 - 2024 Valley Center-Pauma Unified School District

A pupil fee includes, but is not limited to, all of the following:

1. A fee charged to a pupil as a condition for registering for school or classes, or as a condition for participation in a class or an extracurricular activity, regardless of whether the class or activity is elective or compulsory, or is for credit.

2. A security deposit, or other payment, that a pupil is required to make to obtain a lock, locker, book, class apparatus, musical instrument, clothes, or other materials or equipment.

3. A purchase that a pupil is required to make to obtain materials, supplies, equipment, or clothes associated with an educational activity.

A pupil fee complaint shall be filed no later than one year from the date the alleged violation occurred.  

Complaints other than issues relating to pupil fees must be filed in writing with the following designated to  receive complaints:

A pupil fees complaint is filed with the VCPUSD Assistant Superintendent, Mark Hailwood, at the District  Office, 29751 Cole Grade Road and/or the principal of a school.  

Complaints alleging discrimination, harassment, intimidation, or bullying, must be filed within six (6) months from the date the alleged discrimination, harassment, intimidation, or bullying, occurred or the date the  complainant first obtained knowledge of the facts of the alleged discrimination, harassment, intimidation, or bullying, unless the time for filing is extended by the superintendent or his or her designee.

Complaints will be investigated and a written Decision or report will be sent to the complainant within sixty (60) days from the receipt of the complaint. This sixty (60) day time period may be extended by written agreement of the complainant. The LEA person responsible for investigating the complaint shall conduct and complete the investigation in accordance with sections 4680-4687 and in accordance with local procedures adopted under section 4621.

The complainant has a right to appeal our Decision of complaints regarding specific programs, pupil fees and the LCAP to the California Department of Education (CDE) by filing a written appeal within 15 days of receiving our Decision.

The appeal must be accompanied by a copy of the originally-filed complaint and a copy of our Decision. 

The complainant is advised of civil law remedies, including, but not limited to, injunctions, restraining orders,  or other remedies or orders that may be available under state or federal discrimination, harassment,  intimidation or bullying laws, if applicable.  

A copy of our UCP complaint policies and procedures is available free of charge.

VCPUSD shall post a standardized notice of the educational rights of foster and homeless youth as specified  in Education Code Sections 48853, 48853.5, 48853.5, 49069.5, 51225.1, and 5122.2. The notice shall  include complaint process information, as applicable.

Absences must be cleared within three days by a parent.  Parents must call the office or provide a written note.  After three days, an absence is considered a truancy and cannot be cleared.

I/We have read, discussed and understand the Oak Glen High School Student Handbook and will adhere to guidelines and follow the rules.

Once a student has arrived on campus, the student may not leave the campus without an Off Campus Pass issued by the office.  Off Campus Passes will be issued to students with prior parent permission only.  A student leaving without an Off Campus Pass is considered truant and the student will be assigned a detention.

Use of cell phones and other portable music/game devices in the classroom are not allowed during instructional time.  Cell Phones, and Electronic  Devices BP 5131.8P

Students arriving at school improperly dressed will be counseled, loaned alternative clothing and/or request for parent to bring change of clothing.  Consistent defiance of dress standards will result in a detention, parent conference or, if the problem persists, suspension.

ONLY a parent can bring lunch or food for his or her own student. A parent must bring the food into the office and leave it until an appropriate time for their student to eat. Students should not share with any other student.
