Believed by many to be lost in time, the reemergence of powerful runes lead the races of the Runiverse to battle for their control.

A cult of 10,000 wizards have been summoned to

BEAST ZERO DOES SOME CRAZY SHIT AND CAUSES some rift in the continuum to make the runes re-appear.

Leaders from every race/government meet at the secret tower to discuss what to do. Doesn’t matter if they’re “good” or “evil.” They know they need to band together to protect the integrity of the runes. Everyone yells at each other and has different stances.

The secret tower somehow constantly moves around.

Meanwhile non-magic governments meet to do the same thing…

The overarching plot of the show could be

1. The audience discovering the Runes (and how they work) and traversing the Runiverse through all 25k characters, spawn, beasts, etc.
2. Non-magic part of the Runiverse’s government trying to control the Runes and their power
3. Magic supporters vs. non-magic constantly at war

Not everyone in the Runiverse supports the use of magic.

Most of the cult and most warriors believe in reasonable, free use of magic. A lot of non-magic users fear magic. However, there are also magic users who don’t like non-magic users, believe they are lesser people, etc... Some people also discriminate against non-human races.

The Runiverse is basically divided on magic users. Some of the world map could be non-magic cities or a non-magic parts of the county. The middle of the map consists of cities/societies that intertwine magic users with non-magic users. Cities that have both magic and non-magic features. Cars AND flying dragons. Portals AND subways. Etc, etc. Magic and non-magic users live in harmony amongst one another. As you go further towards one region or the other, either more magic or less magic takes place.

Some regions have laws in effect where you can only practice certain or limited magic disciplines. Some places have laws where you have to get permits to practice/use magic whatsoever. The more you get into the magic-friendly territories, the less restraints on magic there is.

However, there are overly powerful wizards that abuse their abilities.

There was a giant war in the past that divided the Runiverse of magic and non-magic people. In the past few hundred years, the two have started to coincide once again.
