MyData is getting established as an international not-for-profit organisation. The MyData Declaration co-written by the key players in the field last year set the common underlying values for forming the new organisation. Your input is now highly appreciated in shaping its internal and external identity. Lyon meeting is the next important step on that journey, aiming to crystallise the vision, public position and governance for the organisation, and solve the practical matters of getting legally set up.

As agreed in the memorandums of the previous meetings, the organisation aims to become an internationally acknowledged and well-branded authority in the personal data domain. This should happen via building a strong and efficient cross-domain alliance for the businesses and other stakeholder organisations in the human centric personal data domain atop the already well established local hubs network.

MyData is getting established as an international not-for-profit organisation as
1) industry alliance for PIMS network members; and 2) international platform organisation for MyData local hubs.

The Lyon meeting (Jun. 19-20) is the next important step on that journey, aiming to crystallise the vision, public position and governance for the new organisation.

What is the connection between very different but sometimes similar things that people want? How to move everything forward?

What are the connections between all the expectations ?

We should give up worrying about the law and looking more into the business of it. If we wait for the legislator to follow we will wait for a long time! We can do it without the legislator.

Opposite of consent: “is it ok for me to use your data?” <= it’s not empowering! The empowering thing is: I can set the agenda of what to do with my data

A.I: transparency too is needed.

When we empower people to work with their data: what will happen to their digital copies, it’s impossible to get rid of the data

Long term scenario on data format can go wrong with that.

Not everything needs meaningful consent.

There is a lot of data common going on, not just on personal data - what could be the infrastructure governance? Who owns it?

It is sometimes say that kings (????) are controlling access and formats. Ownership of data is philosophical question bu the most important question is: who control it?

Standardization

If the standards are too complex, nobody can implement it, so we need easy, local to adopt by small actors too.

I would like to see Open not as an end to itself but as way for something else. Open should be the choice of those actors. For instance Open Software: no particular actions from gov to push it.

There are no universal solution in that area, it will start with that really matters: data in health, financial data etc. From the real need it will start and grow into ecosystems of ecosystems.

You cannot expect all industries at the same time to work together, they don’t have the same degree of maturity.

Next step:

It is a quiet hard to build an identity for something new, people imagine many directions from short guidelines: they don’t understand it the same way.

Same things like education, portability are repeated (for unknown reasons)

Some of what we discussed could be steps : like industrials groups

Someone is surprised nobody talked about security of data : if i want to change for another system, it’s with the guarantee that it’s more secured.

Mydata is not driven by security (this is why it didn’t pop up today)

The thing that you stand for VS the thing you do

There are many post it that indicate what we should do (portability could be a way or a goal)

Maybe the portability is the goal or is it the tools ? we have to know which one is it.

=> Let’s think and select one of this three and focus on it

PART 2: WHO DO WE REPRESENT?

                                                

Should MyData organisation have both individual and organisational members, which group would be more important?

                                                

The strength of MyData is that it gathers together members from both businesses and civil society, that is original and important!  14 + / 1 gift

                                                

The trustworthiness to both sides would rise, if MyData organisation includes both companies and activists.  15+ / 1 _

                                                

MyData should have both individual members and organisations as members. 18 +

                                                

Organisational members are key for the change, but also individual members should be allowed. 14 / 3 gifts

                                                

We should focus more on individual members, since people are ambassadors within their organisations. 4+ / 10 _

                                                

There should be a stepwise approach - to start with, only allow only individual people to join MyData organisation, and in the next step think how to enable the industry members to join. 2+

                                                

MyData should represent more people than companies, for example in the policy and technology communities MyData could have a strong voice of people. 5+

Comment : Hervé: companies can be very different, it’s a tricky question. Maybe should we make different groups of companies

                                                

MyData should only accept individual members - that could push the big orgs to pay for several people like in professional organisation.  2+

Comment Attil : quite interesting: mostly agree on members, but not on which category (individuals or companies) are the most important.

                                                

DECLARATION AS MEMBERSHIP CRITERIA?

                                                

MyData declaration - in its current or future versions - has been suggested as something that the members of the MyData organisation should subscribe to when they join.

                                                

We should write in the rules of MyData organisation, that: "MyData is the organisation that maintains, develops and disseminates the values described in the declaration."  17+

                                                

The whole MyData declaration is too much... It will be very hard to get any big organisation to sign a long document like that. 3+

                                                

The declaration should separate the “essential” (basic principles that all agree) and “ideal” (goals to work towards even if one can not comply immediately with everything). 18+

                                                

It should be possible to point out organisations who have signed the declaration but do not follow. Currently there's no enforcement procedure for the declaration and that is problematic. +13 / 13 ___

                                                                                        

We could have different levels of membership: some signing stricter rules (full declaration) and some more relaxed rules (become supporter of the ideology without signing the declaration). +12

                                                

DECIDING ABOUT MEMBERS?

                                                

Who decides on accepting new members and based on what?

                                                

MyData has strong philosophical base, we should not accept everyone as a member. It is necessary to sign the ethical charter (MyData Declaration) in order to join MyData organisation. +17

                                                

There should be two-step application procedure to become a member - first sign & apply and in second phase the board of MyData organisation approves the new member. +1 / 15___

                                                

Existing members should vote for accepting new members because any strict membership rules are difficult to judge - democratic choice would be better. Also existing members could invite newcomers. +3 / 10 gift

                                                

HOW STRICT OR INCLUSIVE ARE WE?

                                                

More members the better, we should be inclusive, but at the same time maintain integrity and not accept everybody, where to draw the line?

                                                

MyData should be inclusive, organisations should be able to sign the declaration first and then start gradually moving towards “MyData compliance”. +11

                                                

For organisational members there should be strong clear principles how they relate to personal data (strict interpretation of declaration), in order to become member of MyData organisation they need to allow full control over the data to their clients. +11

                                                

MyData cannot be antagonistic to big business, we cannot exclude GAFAs (Google, Facebook etc.), anyone who signs the declaration can be a part of the community. +12

                                                

The discussions about membership should involve not only the people who are close to MyData already, but also those who could (or should in our opinion) join as members in the near future. +9

                                                

MyData should go beyond the usual suspects and aim for getting a mixture of memberships: regulatory space, also non-technical people, academia, small and big companies. +19

                                                

It is dangerous to let GAFA in, they have so much time and resources to influence, but also dangerous to leave them out, because they are looking for restoring trust with users, and will do this with or without MyData. +14

                                                                                        

Activities of MyData organisation should be open for participation and contribution of non-members also. +17

Global Comment :

People & organizations in, but opinions diverses on which one is the more important

Ministry of transport can’t sign the declaration, i’m representing the state of finland so we can’t. Every org. Is different and has diff reasons for which the declaration can”t be signed so seems difficult to evict them.

Running a pilot, somehome these examples in France or Netherlands give data back to individuals as a personal cloud, but in Finland it hasn’t happened = combining different data from different organizations, few companies and public sectors have been collaborating (traffic agency, driving licence deliver mixed with construction work) = companies and public sectors are providing data : new services are emerging

Now companies & organizations are building services, now how can we connect all these services ? public groups and sessions will let us know : what are the principles that we should put in places.

Gov side: follow this progress to see if there’s regulation needs. For now, it seems we don’t.

Ex: Transportation = regulation on transportation in Finland, as a service, incorporating mydata principles in it. Requires our authority to give and port data from system to systems.

Could work at the ue level : Finland is going to be the president next year = could be an opportunity.

Could start working on a roadmap for Europe from now on.

Japan

Recent events: databank is discussed, like a commercial bank that collect the data from individuals, and these entity, they use data on behalf of individuals = right to use data.

Different from the UE. I Japan, no regulation for data portability !  data belongs to company or governments. Data is considered as created by companies

Now japanese gov wants to bring a middle point btw european way and japanese way = how to bring companies to this middle point. It takes time. Japanese people don’t think how their data is control, since they don’t consider it’s not theirs. Have to stop the data to China, such as European has to stop it from going to gafa.  

Legislation in Japan = start the next year, but not sure it will be on time: start a POC by NTT data.

If the person is not data littered enough, it’s complicated.

Sitra is an independent foresight agency : futurologist researcher, visionary, developer etc.

IHAN (International Human Account Network): Enabling Human Driven Data Economy (resembles to IBAN) = aims at creating an international protocol that five people control over how and what their data is being used for.

3 keys aims

        -> establish key principles, rules, guidelines for human driven data exchange platform

        -> test, develop and scale plateforme around EU, ensure interoperability through technology POC “ihan approved”

        -> branding, develop common roadmap for fair data exchange method. Build a common governance model

-> if the applicant belongs to a cooperation network, sitra will finance every applicant member of the cooperation network separately

-> if the applicant is a company of engaged in a ecocomic activity, it must be eligible for receiving the funding.

4 stages of the pilot call

-> 1rs phase : applicant fills the application form

-> 2nd phase: sitra arranges a meeting with the applicants selected, where the details of potential funding will be discussed (goals, schedule, resources)

-> 3rd phase : sitra will evaluate which projects will be fund

-> 4rth phase: those selected to continue the process will prepare a specified project plan to serve as a basis for the funding agreement btw sitra and he applicants

Around the 3rd year, had to split to different continent : Asia, and Africa, America hubs, general and local hub events each year = works well.

Million people being trained by us, individuals but also companies

Started publishing the My Data  Journal, collecting business viable cases on the 3rd year was launched.

Community : no need to formulize the structure, decentralized, people were strictly faithful to the ideology, we didn’t need hierarchy.

Need action to get people to sign : events is not enough to get people pay fees. What else should we have ? 50€ for being a member

Events are not enough to make you wanna join the membership: it’s not the priority. Connecting people, collecting knowledge : people would be willing to pay.

⇒ At Helsinki in August people (individuals at least) should be able to join the MyData Organization. But not a meeting for election

⇒ In half a year after the Helsinki meeting we could have the first meeting a members for election of board.

What can be the first activities/next steps?

-> make a foundation with a board : end of summer : let’s make it legal

-> make a wishlist of 10 companies and 100 members we want on board
