RFQ: Videographer for 2025 Tribal Climate Camp

1. Overview

White Earth Nation & PICEA Consulting invites proposals from qualified Indigenous or Tribal-affiliated videographers and/or photographers to document the 2025 Tribal Climate Camp (TCC). TCC is a week-long learning-intensive retreat focused on building Tribal capacity in climate adaptation, resilience, and leadership.

This RFQ seeks a creative professional (individual or team) to capture the spirit, learning process, and cultural richness of the camp through still photography and a short-form promotional video.

2. Background

Tribal Climate Camp (TCC) has been held annually since 2016 in partnership with Tribes across the U.S. Each camp convenes Tribal delegations, instructors, and facilitators to develop climate adaptation plans grounded in Indigenous knowledge and community-based approaches.

3. Scope of Work

Ideally, the selected contractor will:

• Attend the full duration of the camp (September 21 to 26, 2025) in Waubun, MN.
• Capture high-quality video and still images throughout the event, including:

• Camp activities (workshops, field trips, and aspects that are not culturally sensitive)
• Delegation presentations
• Cultural events, as appropriate  (e.g., salmon bake, canoe experience, La Crosse Demo, welcome dance)
• Tribal leader panel discussions

• Produce:

• One 3 to 5 minute promotional video (suitable for YouTube and social media)
• Up to 100 edited high-resolution photographs with basic captions or event context

4. Deliverables and Timeline

Note: The TCC Planning Team will provide consolidated feedback within five business days of each review submission.

5. Proposal Requirements

Interested applicants must submit:

• Cover letter describing interest and experience (especially in Indigenous/Tribal contexts)
• Portfolio or samples of past video and photography work
• Proposed approach to respectful visual storytelling
• At least two references
• Budget (inclusive) that includes:

• All production, editing, and licensing costs
• Travel and equipment
• A separate line item for hotel lodging, if needed*
  *Note: We will commit to providing on-site lodging (shared or otherwise) at the camp facility.

6. Budget

Total project budget is $5,000. This is inclusive of all services, travel, equipment, and post-production.
*We will attempt to house the selected contractor(s) at the camp facility; however, due to limited space, please include hotel lodging as a separate budget line item if necessary.
