Universal Standard Offerings (USO’s)
Universal Standard Offerings, with some facilitated through organizations-only and others facilitated through a Head of Household’s (HOH) or Independent Member’s (IM) direction. Their proper titles are:
- Portable Universal Total Care (PUTC) with health care premiums cost matching credit program with, dental, vision, fitness, wellness, specialty, emergency, rehabilitation, therapy, medications, and preventative care cost matching credits program no matter the location
- Accidental funds program with unforeseen events provisions and hazard pay factoring programs
- Retirement program and savings program
- Vacation frequency plan with expense account and vouchers program
- Organization expense account programs
- Separation from employment plans
- Total family allowance factoring programs
- Career grants program with on-the-job performance compensation plan
- Off-the-job performance compensation program
- Personal income tax matching credit program
- Corporate tax matching credit program

VOWAS Households
Head of Household (HOH) or Individual Members (IM):
you’ll apply to become a VOWAS household/member, after which you’ll complete underwriting and when approved the Benefits Preparation Division will enable you to complete your benefits buckets priority options for:
Offerings for a Head of Household and any applicable household member(s), or an Independent Member (offerings apply to all individuals aged 18 or older):
- Portable Universal Total Care* (your inaugural year is not based on previous year’s income; start date begins as soon as possible and continues after the Head of Household or Independent member chooses their preferred TOPSHORES program; in the following year(s) the benefits range will fluctuate based on income)
- Accidental funds program with unforeseen events provisions and hazard pay factoring programs*
- Off-the-job performance compensation program including the monetary summation of offerings #1 (Wellness Program only), #3 (50%), #4 (50% if no employment, contractor, or investment income), #7 (for spouse and dependents of HOH), and #10 (50%) with offering availability start date depending on EXCEL program (https://www.vowas.org/excel) availability and based on the individual’s chosen off-the-job goals and results metrics when applicable*
The following offering availability is not based on previous year’s income; start date begins as soon as possible and continues after the Head of Household or Independent member chooses their preferred TOPSHORES program:
- Vacation frequency plan with expense account and vouchers program (based on the individual’s on-the-job goals and metrics or, if retired or disabled, off-the-job goals and metrics)* including subsidized travel vouchers as per your individual VOWAS.org qualification (income based) or opportunity (lottery based) for STAPLES (Supersonic Travel and Accommodations between Planets, Lunars, and Space) economy subsidized vouchers opportunities through USDIBS.us or UNDIBS
*1, 2, 9, and 4 also available for Independent Members qualified as individual non-working members (such as those who are retired and/or disabled).
Offerings for a Head of Household member and their applicable qualifying household members (dependents):
- Total family allowance factoring programs (offering availability is not based on previous year’s income; start date begins as soon as possible and continues after the Head of Household or Independent member chooses their preferred TOPSHORES program)

VOWAS Organizations
Also called “Applicants Certified for Expedited Services” (ACES):
you’ll become an ACES organization which enables a Systems and Innovations Readiness (SIR) specialist to work with you in depth over a series of meetings, after your ACES activation. Since some of the VOWAS benefits can involve personal tax credits and off-the-job performance compensation programs, and before the Systems and Innovations Readiness Division begins their work with you, an Analyst will assist you and your workforce in a group enrollment of VOWAS. For specific questions, and more details than what I’ve provided today, you’ll direct questions to your Analyst and your Systems and Innovations Readiness specialist.
ACES Meeting ONE with your Business Consultant, consists of:
Your Systems and Innovations Readiness (SIR) specialist enables your organization to maintain the compliance speed and readiness thresholds which allow for maximal utilization of all requested Standard Offerings and VOWAS benefits and services. The SIR specialist will ensure the ACES organization is able to meet the appropriate standards for the two VOWAS organizational requirements:
- Technologies, & systems identification plan to decrease manual labor production
- Key executive(s) plan to maximize organizational profit and maximize VOWAS utilization
ACES Meeting TWO with your Business Consultant, consists of:
Enables you and your organization to quantify, and qualify for the following available Standard Offerings for a workforce member based on their individual organizational performance. Specifically, Standard Offerings #:
- Retirement program and savings program, with:
- up to 50% of program’s maximal qualifiable benefit based on the individual’s on-the-job goals and metrics
- up to 50% of program’s maximal qualifiable benefit based on the individual’s chosen off-the-job goals and results metrics (offering availability start date depends on TOPSHORES program availability)
- Expense account programs
- Separation from employment plans
- Career grants program with on-the-job performance compensation plan (based on the individual’s on-the-job goals and metrics)
- Personal federal and state income tax matching credit program, with:
- up to a 50% credit based on the individual’s on-the-job goals and metrics
- up to a 50% credit based on the individual’s chosen off-the-job goals and results metrics (offering availability start date depends on TOPSHORES program availability)
