Marine Monitor (M2) Deployment Application
To receive the donation of a Marine Monitor (M2) system applicants are required to fill out the following application. This application helps the Anthropocene Institute and the ProtectedSeas Marine Monitor team evaluate the suitability of your proposed location and better plan for a successful deployment of the M2 system.

Required Criteria:
- Biological Significance: location has been identified by scientists as biologically important
- Defined Regulations: laws or regulations are in place that limits activities within the protected area
- Dedicated Personnel: trained staff and/or marine rangers to perform enforcement and surveillance
- Enforcement Equipment: enforcement vessels and fuel to confront potential violators
- Ongoing Support: financial support to ensure the continued operation and maintenance of the equipment
- Site Suitability/Infrastructure: location has a clear line of site of protected area and there is infrastructure in place to house the radar equipment that is within 300 ft (100m) of power a power source, internet access, and a radar tower with a clear view of the area being protected
If the site does not currently meet all of these criteria, it is the responsibility of the potential site to identify resources to acquire the necessary components.
In addition to this application, please provide at least one referral (name, email, phone number) to a conservation organization that can speak on your track record to successfully implement conservation technology and conservation initiatives.

To help us better understand the suitability of your location, please answer the following questions about your proposed location:
Biologically Important
- Has the site been identified by the scientific community as biologically important for protection of biodiversity? What is special about this location?
Regulations Defined
- Is legislation or other laws in place in your country to prohibit specific activities in this particular location?
- What type of activities are prohibited?
- What are the precise geographic coordinates (latitude and longitude) of the marine managed area?
- Does the local, state, and/or national government approve of monitoring and surveillance efforts?
Personnel
- Are there full-time marine rangers helping to enforce regulations for the marine managed area?
- Does the potential staff have experience using computers?
- Do you have enforcement vessel(s)? If not, how will data from the M2 system be used?
- Who will be in charge of the management and protection of the M2 system?
- Do you have an on-site liaison who can respond to issues with the radar within 24 - 48 hours? Specific maintenance may include resetting the radar, checking internet connectivity, and addressing any power issues.
Please provide the on-site liaison's name and contact information.
- Do you have access to the radar system and location 24-hours a day, 7-days a week?
- Who is responsible for looking at the radar data regularly and alerting enforcement if unusual patterns appear?
Commitments in exchange for Donations
- How will the local community react towards the installation of a radar system?
- Is the community supportive of the use of radar for monitoring and surveillance of the marine managed area?
- Are there currently any marine enforcement or surveillance efforts taking place at this location?
- We require that you provide regular reports on boat activity and patrolling outcomes so that we understand the different pressures on your marine managed area. Are you willing to share monthly reports on vessel activity?
- We require that the community (or supporting organization) commit financial support for annual radar maintenance and repairs. Do you have finances available for annual maintenance and repairs?
Siting Requirements for Radar
- Describe the area you would like the install the M2 system.
- Please provide a photo of the location of where the radar will be installed
- Does the radar have clear line of site from its location to the marine managed area?
- NOTE: A clear line of site means:
- No objects / obstacles between the antenna location and the shoreline between the angles to be observed
- Radar antenna should be as close to the shore as possible
- The shoreline should be no further than the distance obtained by multiplying the planned antenna height by 3.73 - for example, a radar on a 10m tower should be no more than 37m from the immediate shoreline. Closer to shore is always better.
- Can you provide the latitude and longitude of the tower location?
- If latitude and longitude of location is not available, please provide screenshot on Google Maps of the desired location?
- How high would a tower have to be to clear any objects (trees, bushes, buildings, etc.) that may be in the towers line of sight?
- If the radar will be installed on a rooftop please describe the type of roof, if it is flat or angled and if the roof can safely hold 30kg of additional weight.
- Are there any legal or regulatory issues with setting up marine radar from land in your country or state?
- Is this a heavily visited location by land and/or water?
- Are there concerns around vandalism or theft at this location?
- What types of vessels are you hoping to monitor?

- Hull Type (wood, fiberglass, metal, etc.)?
- Motorized or manual?
Facilities and Infrastructure Requirements for Radar
- Do you have a ranger station or a structure that can protect the M2 Control from weather?
- If not, are you willing to build one to house the radar equipment?
- The M2 Control Center needs to have access to power and must be less than 30m from the radar antenna – please confirm there is a suitable location to house the M2 Control Center.
Electricity:
- Does your location have electricity?
- If so, how is electricity supplied (Grid Tied or Off-Grid PV system)?
- Can your system handle an additional load of up to 5 kWh a day?
- Are you able to provide continuous power 24 hours a day 7 days a week?
- If not, are you willing to install a photovoltaic system?
- Do you have a qualified electrician to install the system?
- Can a PV system be locally sourced in your country?
- Is there a local, qualified electrician that can assist with any issues that may arise with the photovoltaic system or other power system?
- Who will be responsible of ensuring the system has continuous electricity?
Tower:
- If you require a tower, is it possible to have a tower built locally?
- How far will the tower be from the ranger station/housed building?
- Do you have qualified contractor to build the tower?
Internet:
- Do you have access to the internet or at least 4G mobile broadband access? If so, please specify.
- What is the average bandwidth available for download? Upload?
- The M2 system requires approximately 100MB of data a month. What are your anticipated annual costs to transmit data and who will fund these costs?
Deployment Logistics
- Based on infrastructure in place, what is required for an M2 deployment at your site?
- What are the anticipated costs?
- How do you propose to finance the deployment?
- Who will assist in the construction of any additional infrastructure that may be necessary for a successful deployment?
Radar Shipping Logistics and Transport
- Do you anticipate any issues importing the radar and computing equipment into your country?
- How far is the largest major city or shipping port?
- How will you transport the M2 equipment and other equipment to the deployment site?
