Attendance:
● Board/Commission/Trustee Attendance: Mayor Hartfield, Vice Mayor Johnson (absent), Councilpersons Keethler-Ball, Demarest (absent), Leithauser, Olbur (absent) and Mickelson.
● Staff Attendance: Manager Koehler, Law Director Mattes, Village Clerk Autumn Klein, plus staff (1).
● 7 citizens were in attendance, several for the public hearing on Ordinance 10-2025, as well as the Klingers (in support of Ordinance NO 09-2025.)

Old Business: ORDINANCE NO. 09-2025 AN ORDINANCE AUTHORIZING THE VILLAGE
MANAGER TO GRANT A GENERAL USE PERMIT TO TIM AND CATHY
KLINGLER, TO LICENSE THE USE OF THE VILLAGE RIGHT-OF-WAY AT 202
EAST ELM STREET. Introduced, with no discussion. The ordinance allows the property owners to install a 36” high picket fence around the entire yard. Mr. Klinger appeared to respond to any questions or concerns. There were none. Public hearing closed. Ordinance passed 4-0 on roll call vote.
ORDINANCE NO. 10-2025 AN ORDINANCE TO AMEND SECTION 505.01 OF THE
CODIFIED ORDINANCES OF THE VILLAGE OF GRANVILLE TO EXPAND THE
LEASH LAW FOR THE VILLAGE OF GRANVILLE AND DECLARING AN
EMERGENCY. Due to three councilpersons being absent, Ordinance was tabled and public hearing rescheduled for June 18.
New Business: RESOLUTION NO. 2025-29 A RESOLUTION OF THE VILLAGE OF GRANVILLE, LICKING COUNTY OHIO, SUPPORTING THE OHIO COMMISSION FOR THE UNITED STATES SEMIQUINCENTENNIAL (AMERICA250-OH). Resolution supports plans for celebration and activities within the Village during 2026. Passed 4-0.
B. RESOLUTION NO. 2025-30 A RESOLUTION TO AUTHORIZE THE NONPERMANENT INSTALLATION OF A SIDEWALK CAFE ON THE PUBLIC SIDEWALK AT 138 EAST BROADWAY IN FRONT OF THE BUSINESS KNOWN AS "THE PRETZEL SHOP” FOR CALENDAR YEAR 2025, SUBJECT TO RESTRICTIONS. Restrictions include segregating the café from the sidewalk by removable fixtures and the café area is not to exceed 20ft x 15ft and allow for a 5ft walkway adjacent to the seating area. Passed 4-0.
C. RESOLUTION NO. 2025-31 A RESOLUTION OF ACCEPTANCE OF TWO PARCELS OF LAND AT WEST BROADWAY AND MOOTS RUN ROAD OWNED BY THE TJ EVANS FOUNDATION TOTALING 42.34 +/- ACRES. The Resolution transfers ownership from TJ Evans Foundation to the Village. The parcels have previously been leased (and maintained) by the Village. It is expected that the acreage will be used for recreational purposes. These could provide the Village a future site for water wells. Passed 4-0.

Observer Notes: Other items of interest: (1) Environmental Sustainability Committee (Mickelson): Committee has received positive feedback from residents on the Village’s Go Green efforts as well as the information/services provided by Solar United. June 25th is a deadline to work with Solar United. They will provide a free estimate and assess whether solar is appropriate. If a resident chooses to install, they are put in with other residents and can get a better price.
(2) There was some discussion about the pending leash ordinance. Councilperson Mickelson said that residents had suggested to her that there should be restrictions near the elementary school and possibly on public walkways in the Village. It was also shared that a resident was bit by a leashed dog recently and had to go to the ER for treatment.
