  1. Jillian Krulac and Sarah Wilson from Dean of Students office to present open positions on the University Conduct Boards
  1. Jillian shared the link http://bit.ly/cbinterest for students to fill out if they are interested in potentially joining the board
  1. Mask Update: Maureen Welcker
  1. Boise oved to a mask-optional state on campus this Monday with the exception of campus school, campus BSU shuttle services, university health services, counseling services, and boise state children’s center. The only other people who are requested to mask are people who have tested positive or have been exposed and contacted by the contact tracing system
  2. Graf Kirk: What is your primary source of data for determining risk level and how often do you reevaluate this data?
  1. We felt that we had a low enough number of cases, both on campus and in the community. We are following CDC requirements for masks and we have switched to a personal system of choosing whether or not to mask. We follow the Boise State COVID dashboard, which provides updated numbers about cases, testing, isolation, vaccines, and other COVID-related data. Our dashboard is up-to-date and accurate and we were able to keep track of contact tracing, so those numbers are accurate. Our community tracking is backlogged, which has impacted our community levels of risk. Their data (cases per 100,000) is connected to a 7-day average, and this data is still backlogged. Central District Health did not have the capacity to keep up with all of the positive case reports, and they are just now getting caught up. While we have been tracking alongside central district health, we know that the cases that are being published are backlogged, which means that the current numbers being published are from weeks ago. Their staff is dedicated and devoted to serve the public and publish accurate numbers, and they are expected to be up-to-date by the end of this week
  1. Sarah Smith: Will masks come back on after spring break?
  1. Trackers in Idaho have remained low. Numbers in Europe are increasing due to BA-2, but we are not stressed about this variant, as it is so new and there is not a lot of data. Even with the amount of travel associated with spring break, we anticipate that our numbers will continue to stay low.

  1. David Lund: how much money does the funding board have? How much funding do they need?
  1. Currently, our account is pretty much at 0 and if they do not get this bill passed they will not be able to fund any more direct grants for this year
  1. Kalisa Barkley: Who gets these grants?
  1. Any student organization or individual who applies is eligible for the money
  1. Saul Dean Luiz: Is $40,000 a normal amount to request?
  1. Sarah Smith: they start off with $140,000 dollars
  1. Jenn Fields (point of information): there is usually extra money that rolls back to the funding account because clubs do not usually spend all of the money that they receive
  2. David Lund: this is sort of like moving money from a savings account to your checking account; the money already exists explicitly for this purpose

  1. Kenney Explains that resolution #03 was not transmitted to the prescribed members of the house and senate and the ethics committee determined that this decision was justified.

  1. David Lund explains that the current legislature moves a lot faster than student government and the last resolution was no longer accurate.
  2. William Farkas: Where is the bill currently at?
  1. Liz Fuller: the bill has passed and is currently in the Senate

  2. Graf Kirk (Point of Information): It is possible to motion to table this until the Senate has quorum? Currently there are only 3 Senators present.

  1. David Lund explains that this resolution is less passionate and encourages more discussion and accurately represents the current bill being presented in the legislature.
  2. Graf Kirk: I’d like to entertain a motion to table resolution 5, as senate is not a quorum
  3. Sarah smith: Point of Information: if this resolution is tabled
  4. Kenneth Huston: We can revisit the resolution later but perhaps provide majority opinion to send the message forward
  5. Taite: kenney just requested an opinion so as to recommend what should be done, so if he requests a request for an opinion, that request must be put on the agenda
  6. David Lund: So if the complaint was resolved and we decided to table the discussion, these
  7. Taite: there was a complaint filed against kenney and the ethics committee determined that he had the authority to withhold the resolution. Additionally, he is required to make sure that everything is done with the intent of the best interest of students in mind.
  8. Kenny: specifically, the ethics situation only applies to resolution #3 and does not hold precedence.
  9. David Lund: Does this mean that no matter what we do with resolution 3, this resolution does not have to be sent, correct?
  1. Taite Griffin: We have given Kenney the authority to withhold the resolution, regardless of what we as a joint session
  1. Liz Fuller: Point Of Information: the number in the resolution is not the correct bill number
  2. David Lund: I motion to amend to amend resolution #5 to distribute the prescribed letter only in the event that the house committee moves it from the house to the senate state affairs committee and amend the improper bill number
