The Constitution for the Vandal Horn Club
A Voluntary Student Organization
Article I – Name
Section 1 - The name of this organization shall be: the Vandal Horn Club (VHC).
Article II – Purpose
Section 1 - It shall be the purpose of this organization to increase accessibility, heighten the quality, and promote the appreciation of the horn and its literature through rehearsal, education, performance, and competition by students for the public at large. The mission of the VHC is to enlighten, inspire, and empower students to enrich the human spirit no matter what their endeavor.
Article III – Affiliations
Section 1 - The Vandal Horn Club is an organization that falls within the auspices of the Lionel Hampton School of Music at the University of Idaho. The VHC is a student organization who represents the responsibilities and recognition of the Department of Student Involvement and the Associated Students of the University of Idaho student body government.
Article IV – Membership
Section 1 - This organization shall not discriminate in its membership on the basis of race, color, religion, national origin, sex, sexual orientation, gender identity/expression, age, disability or status as a Vietnam era veteran.
Section 2 - The majority of the membership of this organization shall consist of regularly enrolled undergraduate and graduate students of the University of Idaho. Only those members who are currently registered University of Idaho students have voting privileges.
Section 3 - University staff and faculty, and non-University persons may have associate membership status. However, they may not have voting privileges.
Article V – Officers
Section 1 - The officers of this organization shall consist of: a President, a Secretary, and a Treasurer. The organization may also have, as determined by the voting members, one or more Vice Presidents, Assistant Secretaries, Assistant Treasurers, or other officers. Any number of offices may be held by the same person except that neither the Secretary nor the Treasurer may serve as the President.
Section 2 - Officers must be registered University of Idaho students and each officer shall hold office until he or she resigns or is removed or is otherwise disqualified to serve, or until his or her successor shall be elected and qualified, whichever occurs first.
Section 3 - Voting members may appoint such other officers or agents as it may deem desirable, and such officers shall serve such terms, have such authority, and perform such duties as may be prescribed from time to time by the voting members.
Section 4 - Any officer may be removed, with or without cause, by the voting members, at any time as long as it is in a form of a vote and they are provided grounds for removal, notice of charges, their right to appeal, and their right to fair hearing via a formal letter from the highest ranking officer. Any officer up for removal can contact the University of Idaho Ombuds Office for solution assistance. Any officer may resign at any time by giving written notice to the voting members or to the President or Secretary of the organization. Any such resignation shall take effect at the date of receipt of such notice or at any later date specified therein, and, unless otherwise specified therein, the acceptance of such resignation shall not be necessary to make it effective.
Section 5 - Any vacancy caused by the death, resignation, removal, disqualification, or otherwise, of any officer shall be filled by the voting members. In the event of a vacancy in any office other than that of President, such vacancy may be filled temporarily by appointment by the President until such time as the voting members shall fill the vacancy. Vacancies occurring in offices of officers appointed at the discretion of the voting members may or may not be filled as the voting members shall determine.
Section 6 - PRESIDENT: The President shall be the chief executive officer of the organization and shall, subject to the control of the voting members, supervise and control the affairs of the organization and the activities of the officers. He or she shall perform all duties incident to his or her office and such other duties as may be required by law, by the University of Idaho Department of Student Involvement, or by the Associated Students of the University of Idaho. If applicable, the President shall preside at all meetings of the members.
Section 7 - VICE PRESIDENT: In the absence of the President, or in the event of his or her inability or refusal to act, the Vice President shall perform all the duties of the President, and when so acting shall have all the powers of, and be subject to all the restrictions on, the President. The Vice President shall have other powers and perform such other duties as may be prescribed by law, by the University of Idaho Department of Student Involvement, or by the Associated Students of the University of Idaho.

Section 10 - Any person may serve as an officer of this organization. Officers shall be elected by the voting members, at any time, and each officer shall hold office until he or she resigns or is removed or is otherwise disqualified to serve, or until his or her successor shall be elected and qualified, whichever occurs first.
Article VII – Advisors, Sponsors
Section 1 - ADVISOR: Advisors for the VHC must be a faculty member of the Lionel Hampton School of Music. Specific duties will be decided by the voting members and their advisor.
Section 2 - COACH: A VHC coach’s responsibilities include availability to instruct and mentor an ensemble for which they have been appointed and with whom the voting members have agreed to work. The method of selecting coach(es) is dependent upon the type of ensemble(s) created within or volunteering beside the VHC. Voting members of each ensemble created will vote on a coach to work with their particular skill set and instrumentation. The coach selected has the right to decline any invitation.
Section 3 - Advisors and coaches shall be elected by the voting members, at any time, and each advisor shall hold their position until he or she resigns or is removed or is otherwise disqualified to serve, or until his or her successor shall be elected and qualified, whichever occurs first.
Article VII – Elections
Section 1 - The election of Officers shall be held at the annual meeting of the voting members during the first week of April. The newly elected Officers shall take office at the beginning of the academic year starting on May 1st. The term of office shall be one (1) year. Any officer may serve that same office for up to three (3) terms.
Section 2 - Any election will take place in the form of a vote.
Article VIII – Voting
Section 1 - The organization shall try to act by consensus. However, the vote of a majority of voting members in good standing, present and entitled to vote at a meeting at which a quorum is present, shall be sufficient to constitute the act of the membership. A member in good standing is one who has paid all required fees and dues and has not been expelled. Voice vote will be used to vote an unopposed slate of candidates for office, otherwise voting will be by secret ballot.
Article IX – Constitutional Amendments
Section 1 - This Constitution may be amended when necessary by a two-thirds majority of the voting members present. Proposed amendments must be submitted to the Secretary to be sent out with regular organization announcements.
Article X – Dissolution
Upon the dissolution of the organization, the voting members shall, after paying or making provision for the payment of all of the liabilities of the organization, dispose of all of the assets of the organization exclusively for the purpose as shall at the time qualify as an ASUI organization, as the voting members shall determine.
