PGM LADIES (PERLIS) CHAMPIONSHIP 2019

Tournament Venue:  Kelab Golf Putra, Perlis

Date: 16 – 19 January 2019

CONDITIONS OF COMPETITION

1.        MANAGEMENT

The PGM LADIES (PERLIS) CHAMPIONSHIP is a 72-hole “Closed Tournament” and is managed by the Professional Golf of Malaysia (PGM) Organizing Committee, hereinafter referred to as “The Tournament Committee”.

2.        DATE AND VENUE

The CHAMPIONSHIP shall be played from Wednesday 16 January to Saturday 19 January at Kelab Golf Putra, Perlis (PAR 72), and the total prize money is RM 35,000.00.

3.        SCHEDULE

        The schedules for the above tournament during the tournament week are as follows:

a.

Tuesday, 15 Jan 19

:

  • Registration (7:30 am** to 12:00 noon).

  • Official Practice Round (Starts at 7:30 am**).

  • All players are required to walk and use of buggies is NOT PERMITTED during the Official Practice Round.

  • Course will be closed after 4:00 pm for maintenance.

b.

Wednesday, 16 Jan 19

:

  • First Round starts at 7:45 am**.

 

c.

Thursday, 17 Jan 19

:

  • Second Round starts at 7:45 am**.

  • Cut-off 45 and ties after 36 holes.

d.

Friday, 18 Jan 19

:

  • Third Round starts at 7:45 am**. Four points start from 1st Tee, 7th Tee, 10th Tee & 15th Tee.
  • Suspension of play from 12:45 pm** to 2:45 pm** for Friday Prayers.

e.

Saturday,

:

  • Final Round starts at 7:45 am**.

  • Followed by Prize Giving and Lunch.

  • All participants must attend the Prize Giving Ceremony.
  • Please be properly attired and NO shorts or slippers.
  • Lunch for Invited Guests, Sponsors & Officials ONLY.

4.        ELIGIBILITY

  1. PGM LADIES OOM (Order of Merit) 2018.
  2. Current PGM LADIES OOM 2019.
  3. Ladies professional holding a current Professional Card from any Professional Tour.
  4. Current Ladies PGM Tour Card Holders (who qualified earliest).
  5. Invitees as per criteria in Players Handbook.

  1. ENTRIES & REGISTRATION
  1. Entries are to be submitted to PGM administration by 5:00 pm, Wednesday, 9 January. SMS or WA to En Abd Latif at 019-356 5926 or En Iqbal at 011-1009 7296, or online registration via https://www.pgm-tour.com. Player is responsible to check and confirm their entries have been received accordingly. LATE ENTRIES WILL NOT BE ENTERTAINED.
  2. All participants must register at Tournament Office by or before 12.00 noon Tuesday, 15 January 2019. Anyone unable to register in person must advise the Tournament Committee of his expected arrival. 
  3. Entry fee is RM200.00 per player to be paid in CASH only, payable before or during registration by 12:00 noon, per Para 5.b. above.
  4. PLAYER WHO FAILED TO REGISTER BY THIS APPROPRIATE TIME, HIS NAME WILL BE REMOVED FROM THE TOURNAMENT PLAYERS’ LIST. Penalty applies per Para 6.d. below.

  1. WITHDRAWAL
  1. Players withdrawing must notify the Tournament Committee. They must also fill a withdrawal form available at the Tournament Office.
  2. NO PENALTY – withdrawal before 5:00 pm on Sunday, 13 January 2019.
  3. Penalty of RM100.00 (doubling for subsequence offences) – withdrawal before 12:00 noon on the registration day per Para 5.b. above.
  4. MAXIMUM PENALTY - Player withdrawing after the tournament registration time, without any valid reason as deemed fit by the Tournament Committee, shall forfeit his entry fee or in a situation where he has not paid the entry fee, shall be fined the amount equivalent to the entry fee as per Para 5.c. above.
  5. Failure to pay the penalty before the completion of the tournament will result in player’s name rejected for the next event until the penalty fee has been paid.
  6. A player is not allowed to withdraw after the conclusion of the 1st round or during play of any round, unless on emergency or on medical grounds as deemed reasonable by the Tournament Committee.

7.        OFFICIAL PRACTICE ROUND

Official practice round will be on Tuesday, 15 January 2019, starting from 7:30 am** and the course will be closed from 4:00 pm onwards. The use of buggies during Official Practice Rounds is NOT PERMITTED and all players participating in the tournament are to walk. Please refer to Course Control on the Tournament Notice Board for more details.

8.        DRIVING RANGE

The driving range is open daily from 6:30 am** to 4:30 pm** from Wednesday (R1) to Friday (R3) and from 6:30 am** until the last group has teed-off on Saturday (R4). Refer to Driving Range Schedules on the Tournament Notice Board for more details. 

9.        FORMAT OF PLAY

a.                The tournament shall be played on Stroke Play over four (4) rounds of 18 holes.  The field will be reduced to those playing +8 (8-Over) including ties and lower after two (2) rounds of 18 holes i.e. after 36 holes. These players will advance to 3rd and 4th rounds.

b.        In the event of conditions or circumstances that make the playing of four (4) stipulated rounds of 18 holes impracticable, the Tournament Committee has the sole right to postpone or cancel any rounds at its discretion.

10.        DRAW

Play will be in groups of threes (3) throughout the Tournament.  The draw for the first and second rounds shall be made by the Tournament Committee, while the draw for the third and final rounds will be arranged in accordance with their scores, i.e. the best score tees off last on the front nine and the worst score tees off last on the back nine.  The Tournament Committee may adjust the flight draw at its discretion.

11.        SUSPENSION OF PLAY        

Play will be suspended during Round 3 (Friday) from 12:45 pm** to 2:45 pm** for Friday Prayers. PRACTICE IS STRICTLY PROHIBITED DURING THE SUSPENSION. All practice facilities will be closed at 12:45 pm** and will be re-opened from 2:15 pm** onwards. Play will be resumed at 2:45 pm** with all players in their respective positions ready to play.

12.        TOURNAMENT WINNER

In the event of a tie for first place, there will be a stroke play, sudden-death play-off, at the hole(s) selected by Tournament Committee until a winner emerges. The play-off will start as soon as practicable after the last players have finished their round.

13.        PRIZE MONEY

a.        Total prize money for the tournament is RM 35,000/=.

b.        The winner will receive the first prize of RM 11,000/=.

c.        Prize money shall be paid to all professional golfers who played in the 3rd and 4th rounds.  Any player being disqualified or withdrawing from the Tournament at any stage or for any reason shall forfeit his prize money.  The Tournament Committee may waive or otherwise amend this condition.

d.        In the event of a tie for any of the above placing, the prize money for such places shall be added together and divided equally amongst those tying.

e.        All prize money winnings are subject to a PGM Development Fund (PDF) levy of 5%.

14.        CADDIES (RULE 10.3)

a.        Players are required to use a caddie and this includes Practice and Pro-Am days if so required. Pull carts may be used by the players IF NO CADDIES are available on site. PLAYERS ARE NOT ALLOWED TO CARRY THEIR OWN BAGS.

b.        Players are requested to bring their own caddies as there is NO CADDIES AVAILABLE for the professionals at the Club. Caddie fee per round is RM 120.00 minimum (rate may differ for East Malaysia).

c.        A player is limited to one caddie at any one time. A PGM Tour Card Holder or a professional who is a member of PGAM are not permitted to be a caddie.

d.        The host venue staff cannot be engaged as a caddie unless authorized by the Tournament Director.

e.        A player shall at all times be liable for the actions of his caddie and shall ensure that his caddie complies with the Conditions as they apply to him.

f.        Caddies must use the PGM caddie vest at all times.  It should be returned to the Tournament Office after use.  RM 50.00 fine will be imposed on the player if a vest is lost or not returned, together with their name tags, if any.

g.        A caddie must not wear spiked shoes.

h.        Littering within the golf course is an automatic fine of RM 100.00 to the player.

15.        RULES OF GOLF AND LOCAL RULES

a.        All play shall be in accordance with the Rules of Golf as approved by R & A and with the Tournament Local Rules approved by the Tournament Committee.

b.        The Tournament Committee will prepare the Additional Local Rules and a copy of it will be displayed at the Notice Board and issued to all players during the first round.

16.        TRANSPORTATION

Players and their caddies shall walk at all times during the stipulated round.

(Exception: When permitted to ride by the Tournament Committee).

17.        TIME OF STARTING (NOTE TO RULE 5.3a) 

a.        Players shall start at the time and in the order arranged by the Tournament Committee.

b.        Players must be prepared to play any round whenever called upon to do so and a round may be cancelled or postponed by the Tournament Committee to such day or hour, as necessary.

18.        FORM AND MAKE OF CLUBS

  1. All players must ensure their clubs conform to the groove and punch mark specifications as set out in the Rules of Golf (“Rules”). Note: The Committee, under the conditions of a competition (Rule 4.1a) requires that any driver the player carries must have a clubhead, identified by model and loft that is named on the current List of Confirming Driver Heads issued by the R & A Rules Ltd.
  2. Wear and Alteration. A club that conforms to the Rules when new is deemed to conform after wear through normal use. Any part of a club that has been purposely altered is regarded as new and must, in its altered state, conform to the Rules.

19.        PRACTICE BETWEEN HOLES & BETWEEN ROUNDS

A player must not make a practice stroke during play of a hole including practice on or near the putting green of the hole last played.  This prohibition includes rolling a ball on the putting green of the hole last played.

A player must not practice on the competition course before or between rounds. (Model Local Rule 8I-1.2)

PENALTY FOR 1st BREACH OF CONDITION: Two strokes

2nd BREACH OF CONDITION: DISQUALIFICATION

20.        PACE OF PLAY

Conditions regarding pace of play are outlined in Appendix I.  Pace of play guidelines will be distributed to all players and a copy of it will be displayed on the Tournament Notice Board (Rule 5.6 refers).

21.        THE BALL (RULE 4.2)

a.        The ball the player plays must be named on the current List of Conforming Golf Balls issued by the R & A.

        

PENALTY FOR BREACH OF CONDITION: Disqualification

        b.        LIMITATION ON BALL USED DURING ROUND

                (i)One Ball Condition

During a stipulated round, the balls a player plays must be of the same brand and model as detailed by a single entry on the current List of Conforming Golf Balls.

                (ii)Procedure When Breach Discovered

When a player discovers that he has played a ball in breach of this condition, he must abandon that ball before playing from the next teeing ground and complete the round with a proper ball; otherwise, the player is disqualified.  If discovery is made during play of a hole and the player elects to substitute a proper ball before completing that hole, the player must place a proper ball on the spot where the ball played in breach of the condition lay.

22.        USE OF ARTIFICIAL OR ELECTRONIC DEVICES (RULE 4.3)

During a stipulated round the player must not use any artificial or unusual equipment, or use any equipment in an abnormal manner:

         That might assist him in making a stroke or in his play; or

  1. For the purpose of gauging or measuring distance or conditions that might affect his play; or
  2. That might assist him in gripping the club, except that:
  1. gloves may be worn provided that they are plain gloves;
  1. resin, powder and drying or moisturizing agents may be used; and
  2. a towel or handkerchief may be wrapped around the grip.

PENALTY FOR BREACH OF RULE 4.3:

First offence: 2 strokes.

Subsequent offence: Disqualification.

In the event of a breach between the play of two holes, the penalty applies to the next hole.

23.        CODE OF BEHAVIOR AND DISCIPLINARY PROCEDURES

As displayed on the Tournament Notice Board. All players are encouraged to read and understand its contents.

24.        REFEREES (RULE 20)

The Tournament Committee has appointed Referees to decide on questions of facts and apply the Rules of Golf during the play of the tournament.  The Referee’s decision shall be final.

25.        DISPUTES AND DOUBTFUL POINTS

Any disputes or doubtful points must be lodged in writing to the Tournament Directors within 10 minutes on completion of the round in which the disputed matter arose.  In the case of the final round, it must be within 5 minutes.

        Note:         Any Referee associated in a dispute is to be excluded from the Tournament Committee for the duration of its hearing.

26.        DECISIONS (RULE 20)        

All decisions made by the Tournament Committee in all matters shall be final.
