Department of Managed Health Care

The Department of Managed Health Care regulates all HMOs and other health plans in California, including Anthem Blue Cross and Blue Shield PPOs.  When consumers experience problems with their health plan they can contact the Department for assistance.


We realize that patients within the autism spectrum must have access to early, appropriate and intensive interventions with treatment and therapies.  We encourage you to contact the HMO Help Center, if you have been denied medical care or are dissatisfied with your health plan's decision.  

Some of the issues you may be facing could involve the following:

  • Denial of Applied Behavioral Analysis
  • Denial of sensory therapy
  • Denial of speech and language therapy
  • Restriction on number of therapies
  • Denial of appropriate medications
  • Referral to specialists/therapists
  • Difficulty in obtaining supplies or other medically necessary services and treatments

These are very important issues for the patient's health and quality of care and we will work with you and your health plan to resolve these disputes.


If your treatment has been delayed, denied, or modified, you have the right to an Independent Medical review (IMR).  The IMR decision by an external medical expert that has no financial interest, is binding on the health plan.

Think College is a national organization dedicated to developing, expanding, and improving inclusive higher education options for people with intellectual disability.

San Diego Center for Children

The Center has launched the Successful Transitions© initiative in effort to help youth as they transition into adulthood. This unique service is not provided anywhere else in the region and primarily works with youth – starting at 15 years old – who are struggling with behavioral health challenges, learning differences, developmental disabilities, and/or a history of trauma.

Coalition of Parents for Services (C.O.P.S.)

College Guide for Disabled Students

Prospective college students with disabilities will find that many campuses are equipped with offices and services that address accessibility, accommodation, and assistive technology for a diverse range of needs.

Scholarships and Financial Aid for Students with Disabilities

The Americans with Disabilities Act (ADA) makes it illegal for colleges and universities to discriminate against students with disabilities in any way. While colleges and universities are not required to provide financial accommodations in the form of disability scholarships to students, most do. There are a large number of scholarships for students with disabilities from outside sources, but these can often be difficult to find, even using popular online scholarship locator tools.

To assist in this search, we’ve created a list of the current disability scholarships being offered from various foundations and organizations.

Day Programs, Employment, Living Assistance

The Arc of San Diego Community Employment & Living Programs

Employment services includes assistance with finding job openings, completing job applications, transportation routes, and interviewing skills. Group setting employment is also available.  Community Living Services supports people with developmental disabilities in their desire to live on their own and be part of their local communities in addition to group living opportunities in one of our 12 residences.  Arc also offers training in person-centered planning, health and hygiene, financial planning, and community safety.

Alternative Behavior Strategies

Alternative Behavior Strategies (ABS) provides wrap-around psychological care for children with developmental delays and their families.  We specialize in early intervention but work with children through the age of 18. ABS is one of the only organizations in the area that is accredited by the Behavioral Health Center of Excellence.

We provide ABA therapy to increase communication, increase independent living skills, increase age-appropriate skills, and decrease problematic behaviors while teaching functional replacement behaviors.

We provide social skills groups as great way for a child with developmental delays to interact with others in a controlled environment designed just for them.  Structured activities and play time encourage togetherness and can help a child get ready for kindergarten, school, or everyday group settings.

Maxim Behavioral Services

Maxim has been supplying ABA (applied behavioral analysis) services to families in the Greater San Diego area since October of 2008. In that time we have grown from just serving a few families to over 150 families being served by Maxim nationwide. Social Fusion Center

Social Fusion Center was created due to a need in the San Diego community for social skills groups and other skills training for children of all ages. It is our hope that between teaming up with Addie's AutismFITT Club for OT, PT and Speech Services and providing flexible programming during a typical work day will allow families to have more quality time with their children when they get home from work, rather than driving all over San Diego County! Re Spectrum Community

Re Spectrum Community is a 501c3 Non-Profit operating in San Diego developed to assist and guide families in creating change, both within their immediate families and among the autism community, through therapeutic support and community activities for the whole family. Canine-assisted Swimming

Surf Dog Ricochet and aqua dog Cori's canine-assisted swimming program, located in North County, provides an expeditious conduit that breaks through barriers and underlying roadblocks much faster than their human counterparts. The interaction between dog and child quickly fosters trust and acceptance. Kids are given creative tools and unconditional love that only a dog can provide.

One-on-one swim lessons where the student is the only one in the pool besides the swim instructor and dog. Lessons are 30 minutes and held in a 92 degree pool in an outdoor Zen-inspired sanctuary. A sensory playroom is also included and siblings are invited.


Surfers Healing: A Foundation for Autism

A free surf camp for children with autism. Surfers Healing was founded by Israel and Danielle Paskowitz. Their son, Isaiah, was diagnosed with autism at age three. Israel and Danielle decided they wanted to share this unique therapy with other autistic children. They began to host day camps at the beach where autistic children and their families could be exposed to a completely new experience of surfing.  Programs available in Pacific Beach.

Adaptive Yoga For Adults With Autism

Sorrento Valley Yoga is happy to announce new yoga classes each week for adults with autism.


Classes will focus on basic yoga postures meant to help coordinate muscle movement and proper breathing techniques to calm the nervous system.  In time, students will become better in touch with their bodies, develop more control over breath and have fun socializing.

ARC Respite Services

The Arc's Respite program gives families short-term relief from the continual care of their son or daughter or family member. Children or adults who are developmentally disabled receive respite care in the privacy and comfort of their home. Arc offers respite care any hour of the day or night, 365 days of the year. The Special Needs Unit of the YMCA Childcare Resource Service receives funding from the San Diego Regional Center for the Developmentally Disabled to provide respite services for families who have children with developmental disabilities and who are Regional Center consumers. Supporting Alternative Solutions

Respite services are provided for persons from 0-22 years of age with a primary diagnosis of developmental disability. Services may be funded by San Diego Regional Center for those who qualify. All SAS Respite support staff receives specialized training in the areas of behavior management and crisis intervention. Rise & Shine Special Needs Choir

Rise & Shine is a new FREE choir program for children with special needs, ages 8-18, sponsored by Clairemont Lutheran Church and the San Diego Choristers Guild. The choir will be directed by Katy Lundeen, President of the San Diego Choristers Guild, and children will receive expert vocal training and learn musicianship skills while having a lot of fun!!
