Annual Meeting, Budget Vote & Candidate Election Summary

1. BUDGET VOTE & BOARD OF EDUCATION CANDIDATE ELECTION DAY SUMMARY

Information: 1.01 Opening and Close of Polls

The polls were opened at 8:00 AM by Chief Election Inspector, Susan Edler.

The polls were closed at 8:00 PM by Chief Election Inspector, Susan Edler.

 

Information: 1.02 Voter Results

The results were as follows:

478 total people voted.

20 of total votes were from Absentee Ballots.

 

2. PROPOSITION NO. 1

Information: 2.01 Proposition No. 1 - 2019-2020 Basic Budget

Shall the following resolution be adopted, to wit:

 

RESOLVED, that the basic budget for the Gowanda Central School District (the “District”) for the fiscal year commencing July 1, 2019 and ending June 30, 2020, as presented by the Board of Education of the District, in the amount of $31,908,410.00, is hereby approved and adopted and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law.

3. PROPOSITION NO. 2

Information: 3.01 Proposition No. 2 - Vehicle Purchase From Reserve Fund

Shall the following resolution be adopted, to wit:

 

RESOLVED, that the Board of Education (the “Board”) of the Gowanda Central School District (the “District”) is hereby authorized to purchase three (3) sixty-six (66) passenger school buses for use in the transportation program of the District, at a total cost of $351,304.00, and that that aforesaid cost shall be funded from the Vehicle Purchase Reserve Fund of the District, established pursuant to the adoption of a proposition by the District's voters on May 19, 2009; and

 

BE IT FURTHER RESOLVED, that this authorization to fund the purchase of such school bus shall have no effect on the District’s tax rate for the 2019-2020 school year.

4. PROPOSITION NO. 3

Information: 4.01 Proposition No. 3 - Establishment of Capital Reserve Fund

Shall the following resolutions be adopted, to wit:

 

RESOLVED, that the Board of Education (the “Board”) of the Gowanda Central School District (the “District”) is hereby authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “2019 Capital Reserve Fund” of the District; that the Fund shall be established for the purpose of funding, in whole or in part, the cost of any object or purpose for which bonds could be issued by the District in accordance with the local finance law, including, but not limited to, for purposes of funding all or a portion of the costs of the acquisition, construction, reconstruction, expansion, renovation, alteration and improvement of District buildings, facilities, grounds and real property, including the acquisition of original furnishings, equipment, machinery and apparatus required in connection therewith; that the ultimate amount of such Fund shall be not greater than $2,500,000 plus interest earned thereon; that the probable term of the Fund shall be not longer than 10 years; and that the source of the monies for the Fund shall be (a) the unrestricted fund balance of the District, (b) state aid received as reimbursement for expenditures by the District in connection with District capital improvements and for expenditures from the Fund, to the extent not otherwise required to be reserved by law, and (c) such other sources as the Board or the voters of the District may direct, all as may be permitted by law.
