NCSCA Bylaws Recommended Changes                        September 25, 2019

Article II: Membership (page 1)

II -2e.  Institutional Membership will be established for school counseling professionals employed by a school district, who hold a master’s degree or higher in counseling or the substantial equivalent and meet the requirements and rates for membership set forth in NCSCA policies that address membership.  They shall receive all rights and privileges of membership as set forth in NCSCA policies.  

Motion to change:  It is moved in Article II-2-e that the wording Professional membership be included to reflect Institutional Membership as Professional membership.       

Article II: Membership (page 2)

Article II, Section 4. Rights and Privileges - All members shall receive the rights and privileges accorded their membership categories. Professional and retired members may vote on all matters coming before the Association and shall be eligible for election to the NCSCA board.

Motion to change:  It is moved in Article II, Section 4 to change board to Board of Directors and to clarify/add Student Membership II-4a) Student members may vote on all matters coming before the Association with the exception of Delegate assembly, II-4b) Student members shall not be eligible for election to the NCSCA Board of Directors, and II-4c) Student members shall not be eligible to serve on the Delegate Assembly.

Article III: Local/Regional Chapters (page 2)

Article III, Section 1. Organization of Local/Regional Chapters – Any group of Association members residing or working with a particular locale or region may apply for a Local/Regional charter, provided that the group consists of at least 25 NCSCA Professional or retired members.

Motion to change:  It is moved in Article III, Section 1 to clarify/add III-a) add Professional or retired to clarify Local/Regional Chapters members, III-b) clarify student members voting rights for Local/Regional Chapters, and 3) clarify student members not being able to run for election to NCSCA Local/Regional Chapters.

Article IV NCSCA Officers and Board of Directors (page 4)

IV-8d. In the event of a vacancy in an office of vice-president, the Board of Directors may fill the vacancy.

IV-8e. The Board of Directors shall have the authority to fill any vacancy for which there are no other provisions.

Motion to change:  It is moved that Article IV-8d and Article IV-8e be made to reflect that the NCSCA President may have the authority to fill  regional vice-president office and appoint any vacancy for which there are no other provisions.

Article VI Operational Structure (page 5)

VI-2f. Member Services-The Member Services Committee Coordinates and develops services for members.

Motion to change:  It is moved that Member Services be deleted as a Standing Committee and Delegate Assembly be added as a Standing Committee.  VI-2f. Delegate Assembly-The Delegate Assembly shall constitute the annual business meeting of the Association.

Article VII Business Affairs of the Association (page 6)

Article VII, Section 4.  Functions of the Delegate Assembly. The Delegate Assembly is the highest legislative body of NCSCA.

Motion to change:  It is moved in Article VII, Section 4 that the Delegate Assembly shall be the highest legislative body of NCSCA be removed.
