2018-2019 Action Plan


The Scholarly Communications Advisory Group (ScholComm) develops and supports scholarly communication initiatives at the PALNI-supported institutions.  PALNI defines scholarly communication as the cycle through which scholarly information is created, evaluated, disseminated, acquired, and preserved.  Initiatives include open access, scholarly publishing, institutional repositories, affordable education initiatives, and digitization. ScholComm also develops and maintains policies regarding the production, collection, management, preservation, and licensing of content collected and developed through such efforts.

Admin Teams under ScholComm

PALSave: PALNI Affordable Learning Admin Team

[Need] Facilitate the PALSave project from a central point.

Institutional Repository (IR) Admin Team

[Need] Develop the consortial IR implementation process.

PALNI Digital Admin Team (PDAT)

Administer and provide support for PALNI’s digital asset platform for archival collections. Maintain system policies and recommend best practices for digital content management. Ensure data source interoperability with Indiana Memory, DPLA, and the PALNI discovery layer. As part of Scholarly Communications, work with other teams and task forces (primarily the Institutional Repository Task Force) on specific projects.

Collection Management Policy Team (CMPT) 

The goals of the Collection Management Policy Team (CMPT) are to identify and support shared collection management activities. Activities include policy development, pilot initiation, and administrative oversight.

Library Publishing Task Force

Examine responsibilities and procedures to support the services offered by the PALNI Press (in particular, journal hosting through the Open Journal Systems platform), and consider the need for and scope of an ongoing team to administer and support library publishing at PALNI-supported institutions. The Task Force will also closely examine the benefits of PALNI’s Library Publishing Coalition membership and make a recommendation regarding its renewal.

About Action Items

These action items were originally created in the fall of 2017 when the new Scholarly Communications Advisory Group was formed, under which initiative, administration teams and as needed task forces operate.  In 2018, several action items are continuing, some have changed, and some are new.

 Action Items Under the Strategic Plan

  1. Strategic Initiative: Enhance Deep Collaboration Within PALNI [Pillar: Collaborate]

Goal C: Align professional development across PALNI groups to support collaboration initiatives.

Goal D: Develop sustainability for collaborative efforts in order to keep PALNI organizationally healthy.

  1. Strategic Initiative: Support and enhance library and institutional missions. [Pillar: Assess]
  1. Goal A: Investigate and support best practices in faculty and librarian collaboration to more effectively meet local institution and library missions and serve the campus community.
  1. Goal D: Support the collection and use of analytics data for assessment and improvement of library decision making and collaborative tools, resources, and services.

  1. Goal A: Select, implement, and operationalize PALNI-wide Institutional Repository program to support the management of institutional academic output.

Goal C: Support enhanced resource sharing opportunities for print and digital materials through applications, services, and best practices in order to ensure continued high levels of service for resource sharing.

Goal F: Develop a shared collection management plan including but not limited to selection, acquisitions, and storage in order to best address local collection needs and expand access to resources.
