Kelly:

Hello again. As mentioned, I am writing now with a different inquiry.

This legislation tying higher education aid to performance did not pass into law in the 2017 session.

Did other measures related to performance-based funding make it into law? What is the coordinating board’s latest best information on the degree to which Texas funds universities, colleges and community colleges based on performance?

We draw on attributable on-the-record information for all our stories.

Thanks again,

g.

Good morning,

I received both inquiries. I requested an update on the block scheduling question and will get back with you ASAP.

The 60x30TX graduation bonus/performance based funding for Texas public universities will again be a legislative recommendation. The topic will be discussed during the Q2 media conference call with Commissioner Paredes on July 18 at 10 a.m. that includes a Q&A session. (Please let me know if you want to participate in the conference call; I will send you the dial-in details.) Note that performance funding is already working in Texas with the student success point funding for community colleges and the returned value formula for Texas State Technical College institutions.

What’s the best available information on the program already in place for community colleges and the Texas State Technical College institutions?

Slide four of the presentation I sent earlier includes info on the CTC performance based funding programs: http://www.thecb.state.tx.us/reports/PDF/11032.PDF?CFID=81651851&CFTOKEN=81618399

Also, here is a link to a presentation from the LBB regarding formula funding, which includes a description of both the returned value and success point formulas: http://www.lbb.state.tx.us/Documents/Publications/Presentation/5277_Senate_Higher_Education_LBB.pdf

Has anything more happened on this idea? When did the coordinating board adopt the recommendation?

3:07 p.m.

The legislative recommendation was approved by the board at the April 2018 quarterly meeting. It is similar to the performance-based legislative recommendation approved in 2016 for the 2017 legislative session.

Was there any change in law, in 2015 or 2017, stepping up aid tied to student success indicators? If so, what?

Thanks,

g.

I’m not aware of any recent effort to tie financial aid to performance measures. Sen. Seliger did file SB 19 last session relating to performance-based tuition:

Sen. Seliger filed it in 2015 as well – SB 778
