Members Present: Matzek, Block, Holub, Rudolph

CALL TO ORDER by Board President Matzek, subject to section 19.83 Wisconsin Statutes @ 6:00 p.m. in the Performing Arts Center

BUSINESS MEETING:

Board President Matzek adopted the consent agenda.  The consent agenda was adopted and approved.  Approved June 15th, 2022 regular board minutes with a spelling correction (Mayor to Major). Approved the June checks as presented. June payroll checks 18089-18092,93,95,99, advice of deposits 900091458-900091904, general fund checks 61261-61424, activity fund checks 10216-10224, district wires 202100648-202100695, district ACH  212200104-212200142. Acceptance of the following resignations: Maggie Schmidt, Food Service; Madison Olson, Food Service. Acceptance of the following new hires; Michelle Wargula, Middle School Administrative Assistant; Abbi Nawrocki, High School Administrative Assistant. Acceptance of Supervisor and Principal Contracts for July 1 and August 1 due dates. Acceptance of Deaf and Hard of Hearing Program agreement among River Falls, St. Croix Central, and Prescott Public Schools. Acceptance of OSHA Guidelines annual approval. Acceptance of 2022-2023 agreement with Baldwin-Woodville Area School District for Physical Therapy.

RESIGNATIONS

Motion by Holub, seconded by Block to approve the acceptance of intent to resign by Beth Dodge, Elementary School Psychologist. Motion carried.

NEW HIRES

Motion by Holub, seconded by Block to approve the hiring of: Alexis Magnino, 5th Grade Teacher; Amy L Nadeau, High School Cross-Categorical Teacher; Ross Wargula, Middle School Cross-Categorical Teacher. Motion carried.

Motion by Rudolph, seconded by Block to approve the District’s 2022-23 academic standards. Motion carried.

Motion by Block, seconded by Rudolph to approve adding a 1.0 FTE Secondary Interventionist (Math focus) to assist with targeted Evidence Based Intervention System (EBIS). Motion carried.

Motion by Holub, seconded by Block to approve two (2) separate overnight trips for Girls Golf. Motion carried.

Motion by Block, seconded by Holub to approve activities Code updates presented for approval, including modifications to language around activity fulfillment associated with ineligibility and the language around summative grading for academic year 2022-2023. Motion carried.

Motion by Block, seconded by Rudolph to approve Ross Wargula as the new Boys Wrestling Head Coach. Motion carried.

Motion by Block, seconded by Holub to approve list of Head Coaches for 2022-2023. Motion carried.

Motion by Holub, seconded by Rudolph to approve Employee Handbook Change to add an additional Lane Change window for Licensed Staff. Motion carried.

INFORMATION & DISCUSSION   

Dr. Spicuzza gave an update on the Referendum Bond rate locked in at 4.16%. He also confirmed that Bond closed on July 13th and shared Payoff BAN on Sept 13, 2022. He shared PowerPoint Presentation (1page) with PSD Final Referendum Financing Plan Illustration. Dr. Spicuzza informed that some products/equipment have been ordered, but that they have a 52 week arrival time frame for some equipment.  Tanya Holub asked for clarification on the Impact box (9 cents)  and Dr. Spicuzza will reach out to Lisa from BAIRD to get a better explanation. Will have more clarity for the next Board Meeting.

Dr. Spicuzza gave the Board an update on the Annual Audit that began on July 11th, 2022 and will continue through the summer months. He also informed that he will present a preliminary budget for 2022-2023 at the September Annual Meeting. The Board will finalize the FY Budget at the October Board Meeting. Dr. Spicuzza shared the Wisconsin Policy Forum (1 page) and asked for support from the Board.

Motion by Block, seconded by Holub to go into Closed Session under exemptions 19.85(1)(e) and (c) at Prescott High School Room 117 at 7:25pm .Wis. Stat. §§ 19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; Wis. Stat. §§ 19.85(1)(c) Considering promotion, compensation, and performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.

Motion by Holub, seconded by Block to adjourn from Closed Session back into Open session at 8:39pm.  Motion carried.
