Rookie Salaries Through 2025 63
Ensures the smoothness of the league while upholding its guiding principles and regulations. The Commissioner should consult the Conference Presidents on interpreting the by-laws, but final application, interpretation and punitive punishment lies with the Commissioner.
The Commissioner does not possess the authority to directly appoint Conference Presidents.
The Commissioner's role includes representing players' (NFL Players) voices within the league.
1.1.3.A - Salary and Compensation: The Commissioners role is to ensure structures, guaranteed money and contract terms would be normally accepted by a competitive agent representative.
1.1.3.B - Misuse of Player Talent: Players who do not receive playing time commensurate with their ranking in their position will lead to the top talent to seek a trade, the Commissioner will grant these opportunities as depicted in bylaw Article (33).
The Commissioner retains overarching executive authority in the league, guiding its direction and resolving issues not otherwise addressed in these bylaws.
The Commissioner is the final arbitrator for any penalties to be leveled against a player unless otherwise specifically stated in the bylaws.
The Commissioner reserves the right to veto any ballot measure that did not achieve at least 28 votes in favor of it.
The Commissioner cannot executively amend the bylaws except in situations where both Presidents agree the change will prevent detrimental results to the leagues longevity and it passes with a league vote in favor of the change with at least 22 of 32 votes in favor.
The Commissioner has ultimate authority and responsibility for producing an annual league schedule in accordance with scheduling bylaw Article (34).
In the event the Commissioner is temporarily unavailable or incapacitated, a Pre Selected Vice-Commissioner shall be appointed to fulfill the role.
The Commissioner will announce this appointment annually on the MFL message board. The Vice-Commissioner cannot be a Conference President.
The Vice Commissioner has no authority as long as the Commissioner is able to fulfill their duties. When assuming the role of Commissioner, they assume all powers as per the bylaws.
The Vice-Commissioner will serve until the Commissioner is available again or until a formal election can be held, but their tenure shall not exceed 365 days.
Each conference (AFC and NFC) shall have one representative serving as a President.
A Conference President's tenure is continuous, unless resignation or impeachment.
As a foundational act, Darren (Rams owner) and Chris (Chiefs owner) are executively appointed as Conference Presidents by the Commissioner. This is a unique, one-time appointment and the only instance where the Commissioner will directly appoint Conference Presidents.
The following are the minimum requirements for eligibility.
1.4.2.A - Candidates must be members of the conference with the vacant presidential seat.
1.4.2.B - Candidates must have a minimum of three years of active participation in the league.
1.4.2.C - Candidates require at least five endorsements from owners within the same conference.
Eligible candidates are announced to the league and a vote is taken.
The following covers Impeachment and Resignation.
1.4.4.A - Impeachment requires a minimum of 22 votes in favor.
1.4.4.B - The Commissioner can veto an impeachment that does not receive at least 28 votes in favor.
1.4.4.C - Conference Presidents can resign, initiating a new election process.

1.5.1.A - The commissioner and Conference Presidents and the person who raised the complaint will not be part of the special council.
The special council order of events are as follows.
1.5.2.A - Volunteers are requested - if none, the President & or Commissioner, but not the accused shall appoint 3 teams to the special council within 72 hours of the complaint.
The special council has 72 hours from appointment to determine if a violation has occurred.
Proven violations may result in the removal from league leadership roles or expulsion from the league. A league vote can be taken if a resolution cannot be agreed upon.

The exclusive period for proposing bylaw amendments shall be from the end of the fantasy football season until February 1st.
All league members may make recommendations to the Presidents for amendments or additions to the bylaws.

The Presidents will determine whether or not the proposal will be added to the voting ballot in accordance with the bylaws.

The commissioner has final determination on the voting methods and requirements to pass each presented ballot measure. The commissioner cannot require any vote requirement to exceed their veto power.

One of the Commissioners chief duties is to ensure that the “NFL Players” are fairly paid, compensated for being cut, injured, traded, etc. This includes the structure of their deals and to mimic a drive for them to maximize their compensation and playing time.
Each franchise owner is solely accountable for the following. Setting starting lineups, managing all team transactions, meeting all league deadlines.
Owners must log in to the league platform at least once every 7 calendar days.
Owners must log in at least once every 14 calendar days.
Slack is the league chat platform.
All owners in the league have a duty to participate in voting, all voting is mandatory.
Owners failing to meet activity requirements will face penalties as detailed in Article (28).

The "In Season" phase begins on Wednesday at 11 PM Eastern Time, one day before the start of the first regular season NFL game each year.
The "Off Season" phase commences 7 calendar days after the conclusion of the Bizarro superbowl, calculated at 0800 the following day the Bizarro Superbowl concludes.
The annual franchise fee is $100.
All funds are held in league safe and distributed by league vote.

Fielding a complete lineup is mandatory.
Players from NFL teams who are healthy shall be started in lineups over players not assigned to any NFL team or marked as OUT, PUP, Bye, etc. Players marked as IR, PUP, Out, or on bye weeks can be started only if there are no active, healthy players available for the lineup. This rule does not include owners who submit their lineup while a player is listed as available.
Penalties for illegal lineups are detailed in bylaw Article (29).

One Player per position can be submitted as backup.
Backups are sequenced from top to bottom of the submission and ranked by order. No backup will be entered into a lineup to create an illegal lineup.
11.4.3.A - Example 1: If an owner lists WR and RB as the initial two backups and starts two TEs, and if the WR is listed before the RB; the WR will replace the TE that's sidelined due to injury. Even though either position can replace the player.
11.4.3.B - Example 2: For a 3-4-4 start and an LB is ruled out, with the backup order being S/CB/LB/DT/DE, the Safety would sub in for the Linebacker, altering the formation to 3-3-5.
Backup players must be submitted on MFL alongside weekly lineups and updates.
Players must be active on a NFL starting lineup to qualify.
Commissioner oversees submissions post-NFL Monday night games.
The total salary cap for teams is set at $150M.
Soft Cap. During the off-season, owners are allowed to exceed the salary cap.

The following govern waivers and drops at kick off of game 1 of the Bizarro Post Season games in week 14.
Players will be locked until the upcoming Free Agency Auction.
All teams will have access to Free Agents dropped before the post season begins.
The Commissioner retains the authority to veto a trade that's perceived as "not in the best interest of the league." Such circumstances include cases of fraud, error, collusion etc. However, individual disagreements or opinions of other owners don't qualify as reasons for trade rejection.
Once a player has been traded, he cannot be traded back to the originating team until after one NFL game has taken place for the traded player. Bye weeks do not count as NFL Games for this purpose.
Trading remains unrestricted and open throughout the off-season after legislative offseason items are concluded.
In-season trades can be conducted up to the kickoff of week 13.
All trades must be formalized on the MFL website for them to be recognized as legitimate.
There's no requirement for owners to receive any assets in return during a trade.
Owners are permitted to exchange player contracts during a trade.This is permitted for same player copies only.
The following will be addressed and voted on within 7 calendar days from complaint submission.
Each owner has the right to challenge a trade once per season, but only if they believe that the trade is harmful to the league's overall integrity.
The disputing owner must notify the Commissioner, providing substantial evidence to support their claim.
14.6.2.A - This evidence will then be showcased to the entire league on the disputing owner's behalf.
A league-wide vote will ensue on the contentious trade.
14.6.3.A - A minimum of 28 votes is required to overturn the trade decision.
In instances where the Commissioner is a part of the disputed trade, a delegated unbiased league member will act in the Commissioners role.
To qualify for the Taxi Squad, a player must have three or fewer years of experience
as per the MFL website standards.
The maximum allowed on the Taxi Squad for any team is 10.
Players assigned to the Taxi Squad will be charged 10% of their total salary for that year.
Owners must declare any promotion from the Taxi Squad on the designated “Taxi Squad Promotions” message board within 72 hours.
Failure to make an announcement within this period will result in the player being assigned an even-loaded contract.
Once a player has been promoted from the Taxi Squad, they cannot be demoted back to the Taxi Squad for 120 days.
Claiming Owner Claim Steps must be followed below.
Post on the designated MFL message board under the “Taxi Squad Claims” section.
The claim post must include the following.
16.2.1.A - The name and position of the player in question.
16.2.1.B - The total salary (which may be more than the current salary, but not less).
16.2.1.C - Contract Structure shall be listed IAW bylaws.
The holding team has 72 hours to respond to the MFL message board post with their decision to retain the player at their new salary.
Once a claim is initiated, it is binding and irreversible. The claiming owner must complete the process.
Players who are currently under a claim cannot be traded to another team.
Any claim initiated before the official trade deadline will be considered valid, even if the timeline of events would land after the trade deadline.
For any violations or refusals to follow through with the claim process, penalties will be imposed as outlined in bylaw Article(28).
A total of 14 teams will qualify for the playoffs based on their win/loss record for the season.
The top 8 teams that win their respective divisions will automatically qualify for the playoffs.
An additional 6 teams will qualify as wild cards:
17.2.2.A - AFC: The top 3 teams in the AFC that didn't win their division will qualify.

This week hosts the Conference Championship games.
This week concludes with the Bizarro SuperBowl.
The annual draft order is determined based on the performance of the teams in the previous season, taking both regular season records and playoff performance into account.
The following is used to break all ties in the league.
The team with the higher winning percentage over the course of the regular season will be ranked higher.
(For Same Division Teams Only): If the tied teams are from the same division, their winning percentage within the division will be compared.
18.2.2.A - H2H will be the next tie breaker for divisional standings.
(For Same Conference Teams Only): If the tied teams are from the same conference, their winning percentage within the conference will be compared for determining Conference standings.
18.2.3.A - H2H will be the next tiebreaker for Conference standings.
Only applicable when all teams have played an equal number of games against each other.
If the tie is still not broken after applying the above criteria, the team that scored the most total points over the course of the regular fantasy season will be ranked higher.
In the event that a teams tie breaking cannot be completed with the above, the commissioner will live stream a coin toss with the winner winning 2 out of 3. The team with the highest scoring bench gets to choose heads or tails.
The draft order for teams that qualified for the playoffs will be based on the inverse order of their finish in the playoffs. This means the team that won the championship will pick last, and the first team eliminated will pick first among the playoff teams.
For teams that get eliminated in the same round of the playoffs, ties will be broken using the tiebreaker rules outlined in section 18.2.
The annual rookie draft is set to commence on or around May 15th every year. The exact date can be adjusted to be subsequent to the NFL draft to ensure team owners have adequate knowledge of rookie placements.
The draft will be conducted over 6 rounds.
The draft will follow a straightforward ordered sequence from the 1st to the 32nd pick.
Each team owner has 12 hours to make their selection once they are on the clock.
If a team's draft clock expires, their pick will be skipped and the draft will continue with the next team.
The team with the expired clock can contact the commissioner at any time to select an available rookie player. The ongoing draft will not halt for this selection.
The annual rookie draft concludes once the final rookie player has been selected.
Upon the conclusion of the rookie draft the following apply.
Contracts must be posted on the message board under the heading “Rookie Contracts”. Team owners must submit the contracts for their drafted rookies within 168 hours (7 days). The post should include:
19.5.1.A - Player's name and position, Contract length and total salary (calculated as Winning Bid multiplied by the number of years). The structure of the contract (whether it's backloaded or front-loaded). The total salary percentage for each year of the contract. An example format for the post will be provided on the message board for clarity.
If a team owner misses the deadline, the concerned rookie will automatically be assigned a 1-year contract.
Rookie contracts can be modified without a taxi squad move, an unlimited number of times until the deadline for cutting rosters to 41 in accordance with bylaw Article (7.4).
The annual free agent auction is slated to begin on or around April 25th each year.
Will be auctioned off before tagged players.
All players will be nominated at once.
The length of the contract may not exceed the number of years remaining on the existing contract before entering the pool.
Will be auctioned off before any remaining free agents.

In cases where two copies of a player are tagged, the auction for the player who was tagged first will commence before the other.
No owner may participate in the transition tag auction unless they hold a 2nd round pick or higher in the upcoming rookie draft. No owner may trade away picks and participate in the transition Tag auction at the same time.
Tag holders must post within 48 hours, post auction completion if they intend to exercise their tag in the appropriate message board on MFL.
Winning bidders of the tagged players have 72 hours post-auction to announce the contract terms.
Auction will begin immediately at the conclusion of the Tagged Auction.
Each player's auction lasts for 24 hours. The clock resets with every new highest bid placed.
All bids during the auction are "blind", meaning other team owners cannot see the amount of any active bid.
Each franchise can nominate players for the auction.
There's no minimum limit for nominations, but a maximum cap of 7 nominations per franchise.
The auction will have a maximum of 150 active nominations at any given time.
Owners must announce the contract terms for the free agents they won, within 168 hours (7 days) from the end of the auction. Contract details should be posted on the message board under “Free Agent Contracts”. The post should include:
20.5.1.A - Player's name and position.
20.5.1.B - Contract length and total salary (calculated as Winning Bid multiplied by the number of years).
20.5.1.C - The structure of the contract (whether it's back loaded or front-loaded).
20.5.1.D - The total salary percentage for each year of the contract.
20.5.1.E - A sample format for this post will be available on the message board to guide owners.
If an owner fails to announce the contract details within the stipulated time, the concerned player will be assigned a default 1-year contract.
If a player's contract terms haven't been announced, the player can be traded along with their signing rights.
If a player's contract has been established, any trades involving that player shall adhere to bylaws governing trades.
The annual free agent auction concludes once the final player auction on the board is completed.
Owners may only assign one of each tag type annually. If the tagged player is traded after assignment/posting, the owner cannot use another tag of that type in the same year.

21.2.3.C - 3rd Consecutive Tag: Player receives the greater of 175% of the average winning bid of the top 5 players at their position or their current salary plus 75%, whichever is greater.
21.2.3.D - Limitation: Players can be franchise-tagged a maximum of three consecutive times. After the third consecutive tag, the player will be released to Free Agency.
Is used to release players into the Free Agency pool with some stipulations. The tag holding team may exercise the tag to keep the player or release the player and receive pick compensation from the bid winning franchise.
Application can be used on a player in the final year of their contract.
Owners must declare their intention to use the transition tag by 0001 ET, March 16th each year on the MFL message board.
Players with the transition tag are released to the Free Agency pool.
Tag holding teams have 48 hours from the conclusion of the Tagged Player Auction to match the winning bid and retain the player's services.
The tag holding team will receive a 2nd round pick or higher in the upcoming draft from the winning team. The tag holding team may choose whichever 2nd round pick is being held. If no 2nd round pick is held, then a 1st will be relinquished.
The tag holding team will sign the player at 90% of the original winning bid per year or 500k, whichever is greater.
Owners who win tagged players but do not have pick compensation will be fined $10M in salary cap per year of the contract.

All average salary determinations will be carried out at the conclusion of the Free Agency Auction.
The following is used to compute the average salary.
The average salary is calculated using the original winning bid of that player's salary on their current contract. Example: a player won in Free Agency for $8M, would be their salary no matter contract structure.
The total salaries of the highest-paid five players in a position are combined and divided by five to obtain the average salary for the top 5 players.
Same math computation as for 5 players, except for 10.
Players are eligible for the Injured Reserve list if, and only if, they are officially designated as "IR" on the MFL platform.
Players placed on the Injured Reserve list do not count towards the team's active roster limit.
Despite being on IR, the entire salary for the year of the injured player will still count towards the team's salary cap.
Owners must move players from IR to active roster when designation is removed. MFL will prevent lineup submissions until teams are compliant.
In the event a player officially retires from the NFL, the owner of that player must post a notice on the MFL message board titled “Retired Players”. Failing to do so will result in the cut being processed as per bylaw Article (10).
The post should clearly indicate whether the owner is opting for a "Complete Release" or "Rights Retained" for the retiring player.
The owner relinquishes all rights and claims to the retired player.

If a player who had retired decides to come out of retirement:
24.4.2.A - The player will automatically be signed by the original team that retained the rights.

A "Career Ending Injury" is defined as an injury that prohibits a player from returning to professional football.
For the remaining salary of the current year when the injury occurred: 5% penalty.
For the subsequent years (Year 2 and beyond): No penalty for dropping the player.
The official and only source to determine or classify a player's position shall be MFL (MyFantasyLeague).
No challenges or disputes regarding a player's position designation on MFL will be entertained. All owners must refer to and abide by the positional classifications as provided by MFL for all league activities and transactions.
Owners must stay updated with any positional changes made by MFL and adjust their rosters and strategies accordingly.
The official scoring settings for the league are determined by and sourced from MFL (MyFantasyLeague).
Owners can refer to the "Scoring Spreadsheet" located under the "Salary Cap Tracker" tab on the league website to view detailed scoring settings.
All scoring results, as presented by MFL, are final. Owners are not permitted to appeal or challenge the scoring results.
MFL may occasionally provide stat corrections based on official NFL statistics and updates. These corrections are automatically applied to the league's scoring by the MFL platform.
No game result is considered final until all MFL-provided stat corrections for that week have been processed and applied.
The following are standard penalties that can be imposed for rule violations:
A temporary prohibition on making any transactions.
A financial penalty applied to the team's salary cap.
A deduction of points from the team's fantasy game score.
A team loses a game due to rule violations.
In certain circumstances where a standard penalty is deemed insufficient, the Commissioner may impose additional penalties. These can include, but are not limited to:
The team may lose one or more draft picks in upcoming drafts.
The team's draft position may be adjusted unfavorably.
The Commissioner may force the team to drop certain players from its roster. This penalty should be relatable to the offense.
The Commissioner's authority to impose these penalties is reserved for situations where a standard penalty does not adequately address the infraction or conduct.
In extreme cases, the Commissioner may remove a team or owner from the league. Grounds for removal can include, but are not limited too:
Repeated failure to meet league deadlines and obligations.
Failure to pay league dues on time.
This can involve not participating in the draft, not voting in league matters, or consistently failing to set lineups. A team that fails to submit a lineup for two consecutive weeks is especially at risk of removal.
An invalid or illegal lineup is one that does not conform to the league's lineup rules. This could be due to starting players on bye weeks, starting injured players, or not adhering to the position requirements, among other things.
The following penalties will be applied for submitting invalid or illegal lineups:
A deduction of 5.0 points from the team's weekly score. Additionally, all draft picks held by the franchise in the upcoming season will be penalized 4 draft positions.
All franchise owners are encouraged to address and resolve disputes at the earliest opportunity and at the most localized level. Open communication, mutual respect, and understanding are essential for the effective resolution of disputes.
If the involved parties are unable to reach a consensus on their own, they should consider selecting a mutually agreeable third-party arbitrator from within the league to mediate and provide a non-binding recommendation. The arbitrator should be someone who is impartial to the dispute.
To involve the commissioner the following steps should happen.
This request should clearly outline the nature of the dispute, efforts made for resolution, and any relevant evidence or information.
Upon receiving the request, the Commissioner will review all presented materials, may ask for further clarifications from the involved parties, and will render a decision in a timely manner.
By participating in the league, all franchise owners implicitly agree to respect and abide by the Commissioner's decisions. Once the Commissioner has provided a resolution, it will be considered final and binding, with no further appeal rights.
While disagreements are natural in competitive settings, all franchise owners are reminded of the importance of maintaining league harmony and goodwill. Disputes should be handled professionally, avoiding personal attacks or unconstructive behavior.
All Bizarro teams should align their team name in some manner with their respective NFL counterpart. This can be a direct representation, a playful twist, or a creative variation, but the reference to the original NFL team should be recognizable.
In addition to the team name, the team's imagery, including icons and banners, should echo the aesthetic or theme of the corresponding NFL team. This ensures a level of uniformity and homage to the original franchises.
If an NFL team undergoes a name change, Bizarro team owners representing that NFL team will be notified and given a specific time frame in which to update their team's name, imagery, and banners to reflect the change.
Owners are required to submit new icons, names, and banners to the Commissioner or designated league representative within the given time frame. Creativity and uniqueness are encouraged while ensuring a clear link to the new NFL team name.
Should an owner fail to submit the updated name and imagery within the given time frame, they may be subject to penalties as stipulated in the league bylaws or at the discretion of the Commissioner.
While maintaining a connection to the NFL team name is essential, owners are encouraged to showcase their creativity and individuality in crafting their team names and imagery, making their team unique and distinct within the Bizarro league.
The purpose of this provision is to promote league stability, continuity, and commitment from team owners, while also providing a mechanism for owners to assume leadership of vacant teams under specific circumstances.
Each owner within the league is permitted to claim or switch to a vacant team franchise only once during their tenure in the league. Once an owner has made such a switch, they will not be allowed to change franchises again.
The one-time change privilege is non-transferable and cannot be deferred or assigned to another league member or prospective owner.
Below is the procedure for switching franchises.
The Commissioner will notify league members that a team is vacant. An owner wishing to change franchises must notify the Commissioner and league members of their request.
Upon receiving notification, the Commissioner will provide the requesting owner with a list of currently vacant teams. The owners will provide their preference of teams to fill.
The membership committee will determine which eligible teams will receive which franchises.
The league's historical records will note the franchise change for that owner, ensuring transparency and adherence to the one-time change rule.
All team moves will require Commissioner approval. The commissioner may reject a team's request for any reason to include filling the franchise with a new owner.
There are no exceptions to this rule. Once an owner has changed franchises, they will not be eligible to do so again.
Owners who attempt to change franchises without following the prescribed procedure or after they have already exercised their one-time change privilege will be subject to penalties as defined in the league bylaws or at the discretion of the Commissioner.
Purpose of this article is to represent how players would respond to not getting playing time while also being a top contender in their role. For this rule to be applicable it would require a franchise owner to sit top talent a significant part of the season.
Weeks 1-13 are used for computing % of games available for players.
Weeks 1-14 or the last week with “byes” in the NFL, are used for computing players' end of season ranking.
Players must have played (started) in at least 65% of all their available games if healthy for at least 8 regular season games. If 8 games are available, the player would have to start in at least 5.
The top 16 players will be included in this policy.

The top 5 players will be included in this policy.
Teams may retain the player for +25% of the winning bid that their contract is based off. Contracts will need to be restructured as needed.
33.2.6.A - Contract Restrictions: Contracts may remain back loaded during this process or changed to front or even, however no contract that was front or even may be changed to backloaded.
The following governs players who were traded during weeks 1-13.
33.2.6.A - The player must have been on a team for at least 8 of the 13 regular season games to qualify.
33.2.6.B - Players that are traded will still qualify if their total time on a roster equals 8 games.
33.2.6.C - For the purpose of this rule, both copies of a player count as 1 for time determination.
Players who do not get playing time commensurate with their ranking will be allowed to seek a trade in the off season.
A trade for this policy will be the player going into the pool starting at 90% of their existing salary (the winning bid used to compute the contract).
The existing team cannot retain the player at anything less than the existing salary prior to the auction + 25%. If the final bid is less than this, it will be adjusted upwards to be compliant.
33.4.1.A - Contract Length: The new contract may not exceed the original contracts current # of years left.
Example: Player entering an auction with 2 years on contract is won back by the original team for a higher salary. The longest the contract can be is 2 years.
33.4.1.B - Contract Structure: The new contract may only be back loaded if the original contract structure entering the auction was back loaded.
33.4.2.A - Contract Restrictions: The new contract may not exceed 4 years.
Auction in accordance with bylaw Article (20).
Each team will have at least the minimum following matchups.
Each team will play each division opponent twice per season.
Each team will play each conference opponent once per season.
Each team will play 8 teams from the opposing conference once per season. These matchups the Commissioner will endeavor to rotate as randomly and equally as possible.
The following will govern how owners are replaced in the league.
Owners in the league may recommend candidates to the league in conjunction with public forum postings conducted by league commissioners.
All potential candidates will be provided with Appendix (A). This must be completed in its entirety and submitted to the membership committee.
Committee members will review applicants and existing owners wishing to take over vacant franchises and take a vote on which members to induct into the league if any. The committee will review all potential candidates, internal and external, to take over a franchise and vote accordingly with who to fill a team.
In the event of a committee vote resulting in a tie, the commissioner will act as the tie breaker.
A committee is formed by having both conference presidents select 2 members from their conference.
Members must have been playing in the Bizarro league for at least 2 years and be in good standing with the league.
All discussions and votes in the committee are strictly private, membership committee members or expressly forbidden to share any information, voting, or discussion with any members outside of the committee.
Membership committee members who create a breach of trust will be fined no less than $5M in the upcoming season and no more than $20M in the upcoming season and barred from any future committee participation.
The Commissioner, as the creator of the league, shall serve indefinitely with no set term limit. The Commissioner's role is sustained until the league collectively determines that the Commissioner can no longer perform to the best of their ability for the benefit of the league.
Below governs the removal process.
The Commissioner may only be removed from their position through a unanimous vote by all active league members, excluding the Commissioner and any appointed Presidents or Vice-Commissioners.
Such a vote is to be conducted only under circumstances where the league members believe the Commissioner is unable to fulfill their duties effectively and fairly.
The removal process is to be initiated by a formal proposal supported by at least ⅔ of the league members followed by a unanimous voting process.
The following will govern the voting process.
36.3.1.A - Requires a super Majority of votes to be elected (75% or 24).
Must have been a league member for at least 3 years.
No Cap.
