TERMS AND CONDITIONS
EPA CINE, Independent Film Festival in El Palomar is organized by Teorema Producciones and Cine Teatro Helios.
B. Date and place
The 5th EPA CINE is taking place from 20th to 25th May, 2020 in the city of El Palomar, Municipality of Tres de Febrero, Buenos Aires Province, Argentina.
EPA CINE proposes to decentralize cinematographic promotion and to create an audiovisual exhibition in the suburbs of Buenos Aires, with a view to providing independent films with a new space and, thus, new dialogues and new publics. EPA CINE will consist of local as well as international productions aiming at offering a different kind of cinema, detached from the mainstream film works.
- International Feature Film Competition, for Argentine and foreign films of any cinematographic genre. Minimum length: 30 minutes. EPA CINE will be in charge of the selection.
- National Short Films Competition, for films by residents of Argentina, of any cinematographic genre. Maximum length: 29 minutes 59 seconds (including credits). EPA CINE will be in charge of the selection.
- Parallel sections, for films which are not in the International Feature Film Competition or in National Short Films Competition. EPA CINE will be in charge of the selection.
2. GENERAL CONDITIONS FOR PARTICIPATION
A. INTERNATIONAL FEATURE FILM COMPETITION
A.1) Participation in the EPA CINE is open to filmmakers, of any nationality, who are over the age of 18.
A.2) In order to apply for the International Feature Film Competition, the films must exceed 30 (thirty) minutes and have been finished after 1st January 2018. The films must not have been screened commercially in the province of Buenos Aires.
A.3) All genres are eligible.
A.4) The films may have been originally produced in any format.
B. NATIONAL SHORT FILMS COMPETITION
B.1) Participation in this section is open to filmmakers residing in Argentina, who are over the age of 18.
B.2) For the National Short Films Competition, all productions will be accepted which do not exceed 29 minutes 59 seconds, including credits, and which were finished after 1st January 2018. The films must not have been screened commercially in the province of Buenos Aires.
B.3) All genres are eligible.
B.A) The films may have been originally produced in any format.
3. ENTRY AND RECEPTION OF WORKS
A. Participants must fill in the application form on this link:

B. As stated in the application form, a private link to the film must be attached.
C. The application form and the link to the film must be submitted from 25th November, 2019 to 26th January, 2020 at 11:59 pm.
D. The selection of films will be announced on the Festival’s official website. The selected participants will be notified via phone call or e-mail.
E. Once submitted, the film cannot be withdrawn from the Festival.
4. SELECTED FILMS
A. The programme of the Festival includes competitive and non-competitive sections, the selected films will be programmed in the sections EPA CINE considers appropiate.
B.The participants who have been selected to participate in the International Competition must send one digital copy, by preference .MOV format. Copies in BLU-RAY or DCP will also be accepted.
C. The participants who have been selected to participate in the National Short Film Competition must send one (1) digital copy, by preference .MOV. Copies in BLU-RAY or DCP are allowed too.
D. The deadline for the reception of the material is due on Tuesday 26th January 2020. Otherwise, the films will be excluded from the program.
E. If you choose to send us a physical copy, the delivered material must include the following information: title of the film, name of director/producer and e-mail address.

F . The selected participants will have to send, via e-mail to email@example.com three (3) pictures for the catalogue (format .jpg, minimum quality 300 dpi), a poster in 300 dpi, synopsis, trailer, technical and artistic fact sheet and all the data that will be requested in the form for the catalogue.
G. Those films which are not in Spanish must compulsorily include Spanish subtitles. The Festival does not assume responsibility for subtitling costs.
H. The Festival does not cover shipping costs of the participating films, without exceptions
I. The participants authorize the EPA CINE organizers to publish and use their names, voices, or pictures at their own discretion in different media including: television, graphic media, the Internet, and/or any other created or to-be-created means of communication or mass media, with no time or territorial limit, and without any kind of compensation or payment, for the promotion of the film’s exhibition at the Festival. The received material may be used for promotional purposes, with no commercial value, at exhibitions, forums, festivals, etc. only partially, without exceeding three (3) minutes of the film.
J. The producers and distributors of those films which take part in the Competitions undertake to include the words: “EPA. Selección Oficial” and the Festival logo in all their advertising and press material.
K. The Festival does not cover the cost of returning film copies. Once the Festival has finished, the dates for the collection of material will be announced.
L. Just by participating in the open call for the Festival, all participants agree to the Terms and Conditions listed above.
It can also be handed in personally from Tuesday to Saturday from 16 pm to 21 pm at the aforementioned address.
Consignments from abroad must have the following inscription: “Material de Carácter Cultural sin valor comercial” (meaning: "For cultural purposes only - no commercial value").
A . Jurys will be designated for the International Feature Film Competition and for the National Short Film Competition.The jury are made up of three figures from the realm of audiovisual media, art, and culture who will be in charge of selecting the winning films of the Competitions.
B. Any person who is directly connected with any of the productions in competition is automatically disqualified from being a member of the jury.
C. The decision of the jury is final, cannot be appealed.
D. The prize may not remain unawarded.
All selected films will receive a Participation Certificate. Those
participants who win the International Feature Film Competition and the National Short Film Competition will also be awarded with an a statuette and an Appreciation Certificate.
7. COPY SHIPMENT
The shipping costs are borne by the participants.
8. SAFETY OF COPIES
A. The Festival does not take responsibility for damage or loss during the shipping.
B. In case of serious damage or loss during the Festival, and as long as it is in its power to do so, the organization will take responsability for the cost of the copy, in the same format and quality as was received, provided that the situation is duly notified by the applicant during the event.
9. NON-FULFILLMENT OF REQUIREMENTS
The films which do not comply with the General Conditions of Participation and Pre-selection Requirements will be not be considered for the Festival.
10. AGREEMENT TO TERMS AND CONDITIONS AND ASSIGNMENT OF RIGHTS
A. The application for EPA CINE implies the acceptance of these Terms and Conditions and the assignment of screening rights of the material presented for advertising purposes of this edition.
B. Likewise, along with the application form, the owners of the material accept to assign the projection and reproduction rights to the Festival for its exhibition and promotion.
C. The participants consent to exempt Teorema Producciones and Cine Teatro Helios from any claim that may arise about the ownership of the films and/or the lack of authorization as regards their rights.
11. FILMS RIGHTS
A. The participants declare to be sole and real owners of the audiovisual material submitted to the Festival, both in the case of authors or assignees. In the case of falsehood in the affidavit as regards the ownership of the material, the responsibility for claims by third parties
lies exclusively in the participant who submitted the film, without EPA CINE or its organizers having anything to answer to third parties for the inconvenience.
B. The participants declare to own the totality of the rights involved in the film.
