- The Carbon Reduction Program (CRP), part of the Bipartisan Infrastructure Law (BIL), provides funds for projects designed to reduce transportation emissions (CO2 emissions from on-road highway sources) by developing State carbon reduction strategies and funding projects to reduce transportation emission.

Projects that support the reduction of transportation emissions include:*
- development of a carbon reduction strategy supporting the reduction of transportation emissions
- quantify the total carbon emissions from production, transport, and use of materials used in the construction of transportation facilities in the State
- reduce traffic congestion by facilitating the use of alternatives to single-occupant vehicle trips, including public transportation facilities, pedestrian facilities, etc.,
- facilitate use of vehicles or modes of travel that result in lower transportation emissions per person-mile traveled as compared to existing vehicles and modes; and
- facilitate approaches to the construction of transportation assets that result in lower transportation emissions

- States are direct recipients of lump sum funding. Sixty-five percent (65%) of funds are to be allocated to urban areas, by size and “based on their relative share of population” and thirty-five percent (35%) are “open” to be directed by the state as needed.

- State proposals must be submitted to the Federal Highway Administration (FHWA), which administers the program.
