General Membership Meeting Minutes  2/28/24

Members in Attendance: Carrie Butler (Chair), Destiny Trevino (Co-Chair), Velda Madison (Treas.), Rita Dambrun (Sec.), Sydney Daly (HOA Pres) Ethan & Eli Entwistle,

Representatives from City:  NPO Jeremy Free, Vancouver Mayor Anne McEnerny-Ogle, Kaitlyn (Koko) Olszewski from City of Vancouver Neighborhood Assoc

Meeting Called to order at 6:35pm

Call to accept General Membership Meeting Minutes of 10/25/23

Unanimously passed

• TREASURER’S REPORT:  $159.00 Cash (from HOA Summer Picnic)

                                                         120.00 Check from City of Vancouver

                                                        $279.00

• Velda will go with Carrie to IQ to open bank account once EIN number is received.  
• HOA will issue check for  $100.00 for Newsletter sponsorship as soon as we have a bank account.
• Liability insurance of approximately $120.00 will be due in May for a June 1 effective date through Vancouver Neighborhood Alliance.

• Special Guests Report

Our Neighborhood Police Officer, Jeremy Free attended the meeting. He updated us on changes in the Dept., Response Teams, New Grads coming out of academy, Hopefully will be fully staffed by end of summer. Spoke of Parking Issues/Abandoned Car Issues and Noise complaints. He encouraged us to report vehicles that are in violation of city ordinances to him and he will deal with them.  Emailing him if 311 doesn’t work, for complaints including noise complaints in the neighborhood.  He is more than willing to talk to neighbors before issues escalate. Officer Free promoted the NEIGHBORS ON WATCH program with the City. He will come and speak to interested groups.  He strongly encouraged this program.

Mayor McEnerny-Ogle also attended meeting.  She provided a handout with the Mayor updates in all areas of the city.  Copy is kept on file. She answered questions and encouraged us to apply for grants ASAP. She spoke of the I-5 bridge - Homelessness and New Development in city.  She addressed the 4th Plain/500 intersection and said that it WASHDOT and they do have plans but will be 5 years down road, trying to get federal grants.  

•  CHAIR’S REPORT

• Carrie will apply for a city grant of $1250.00

               Budget:   $300.00 for Little Library

                                           $500.00 for picnic

                                           $120.00 Liability Insurance

                                            $125.00 Garage Sale

                                               Clean Up Event

• Carrie & Destiny applied for Traffic Calming Grant- If accepted the first step is data gathering, electronic speed tracking, etc.  

• Carrie and Rita applied to the Litter Stewards Program.
• Carrie will check into being a Tree Steward for our neighborhood

• CO-CHAIR’S REPORT

• Destiny was accepted as a member of the Police Community Advisory Committee    
• The Neighbors on Watch Application has been extended (per Koko) and Destiny will investigate this further.      

• Upcoming Events:

• March 9 Clean Up the Park Day (Rita)  9am-12pm)

            Rita purchased 12 picker tools and Destiny donated gloves and garbage bags.                    

            We will publicize event on mailboxes.

• May 11 Larger Clean Up Event (Rita)

Teaming up with Burnt Creek NA  We need a few volunteers….

Carrie, Eli and maybe Sydney will volunteer.  We will need to publicize this event more when time approaches.

• Garage Sale: (Velda)

 HOA has approved and the June date was what people voted for most.  Sale will be June 7-8. Velda has names of people willing to help organize.  A suggestion was made that items could be donated to the N.A. to be sold separately and money donated to N.A.  The HOA approved a table for the park where this sale will be held.  Board members will take turns manning this table.  

A suggestion that we contact Evergreen Habitat to see if they will come out day after our garage sale top pick up unsold items (Rita will check on this).

• PICNIC

        Date of Saturday, September 7 has been set for annual picnic.  Grant was applied for. Destiny is in charge of Event with Rita helping.  Rita is investigating groups such as the Vancouver Bee Project, Water Resource Education, Smart Poop Scoop Project to see if they could provide items to pass out and/or displays to attract people.  Items are available to borrow from the city of Vancouver and from Waste Management.  We will investigate this more.

• HOA Report

• Sydney Daly reported that two communication boards are in the works for the neighborhood. One will be placed in the park, and the other will be somewhere else in neighborhood.
• Signs for the park stating rules are done just waiting for handyman to install. May have to close park down during landscaping and/or if other issues arise.
• Update on Parking:  She has met with Fire Marshall and we are unable to paint curbs at all.  Public Works came out and measured our streets and only 70th and 154th are wide enough for parking on both sides.
• HOA approved Garage Sale
• Waiting for official request for Little Library
• HOA approved $100. For sponsorship of online newsletter

• City office of Neighborhoods Report (Koko)

• Zoom and Owl Meeting are available through the city
• She will make sure we show up on City’s records
• Grants are Available
