Fallsburg Pre-Kindergarten Program Plan

The Fallsburg Universal Pre-Kindergarten Program (UPK) is designed to support the students of the Fallsburg Central School District (FCSD) who are the age of four by December 1st of the current school year.   

RATIONALE

Early childhood education is an effective means to provide all children an equitable opportunity to succeed in their educational careers and in life. Young children who are engaged in school are more likely to succeed academically and less likely to drop out as they grow older. Children begin to form relationships and identities very early in life. Therefore, we feel that we should provide a strong educational foundation for children to form identities as learners. In order to accomplish this vital task, the Fallsburg Central School District, teachers, and community members must build strong foundational relationships and promote high expectations for our children and their families.

PURPOSE

The Fallsburg UPK is designed to help the transition of pre-kindergarten students to kindergarten by providing services including but not limited to:

• increasing early literacy skills (reading, writing, speaking, listening and information processing);
• increasing their creative and artistic abilities;
• strengthening their cognitive skills;
• Improving inter and intra personal skills, feelings of self-worth, and becoming independent at a developmentally appropriate level;
• increasing appreciation for diversity and improving understanding of their own heritage and its relationship to self-image and interactions with others;
• enhancing personal, physical, and emotional wellness following the components of NYSED Social Emotional Learning Benchmarks;
• increasing physical skills including fine and gross motor movement, kinesthetic, and spatial relationships;
• encouraging children to be self-assured and independent;
• encouraging parental involvement in their child’s education;
• ensuring parents have ease of utilization and access to the program and program services;
• integrating preschool children with disabilities;
• meeting the needs of English Language Learners in the following categories:

• Language Instruction Educational Programming
• Teachers will

1. Understand language development.
2. Recognize the connection between the home language and English.
3. Connect oral language to emergent literacy.
4. Provide bilingual supports

• Multilingual Learner Identification — identify students who speak a language other than English.  
• Bilingual Instruction — Provide a combination of supports and instruction in the students’ home language(s) while learning English (as per NYSED recommendation).

SELECTION

All students who are eligible to attend pre-kindergarten will be considered for enrollment. FCSD will use a lottery system for selection of eligible children to receive prekindergarten program services on a random selection basis where there are more eligible children than can be served in a given school year.  All students who have fully completed all registration requirements prior to the cut off date, will be entered into the lottery (if there is a need for the lottery). Applicants who come in after that will be placed on a waiting list in the order they complete all necessary documentation.

TRANSPORTATION

The District will provide transportation for UPK students on the existing elementary bus runs.

PROGRAM STAFF

All UPK teachers must possess a teaching license or certificate valid for services in the early childhood grades or be in compliance with the NYSED section 151-1.3 regulation. The program will have at least one teacher, one teaching assistant or teacher aide working in each UPK classroom, and a special education teacher providing support services as needed. If there are more than 18 children in a UPK classroom, there will be one additional teacher assistant or teacher aide working in that classroom.

FACILITIES

All facilities that house UPK will be age appropriate and comply with all safety standards that FCSD classrooms are required to comply with.

CURRICULUM

The program will utilize a New York State (NYS) approved pre-kindergarten curriculum, which will also be approved by the Fallsburg Board of Education. SCREENING

Applicants for the program will be screened prior to attending pre-kindergarten classes, using The DIAL IV.

CONTINUATION OF INSTRUCTION

UPK students will be covered under the continuation of operations plan which is included in the district safety plan.

INSTRUCTION FOR ELLs

FCSD will support diversity, parent involvement and the retention/promotion of a student’s home language as he/she progresses toward English learning. As much as is practicable, we will provide oral and written communication to parents/families in their preferred language. We will provide opportunities for students’ literacy development in the home language, while also promoting acquisition of English in an inclusive classroom setting. FCSD will ensure that the developmental and social emotional screening processes, and the provision of special services for students, are inclusive and respectful of their language and culture.

PROFESSIONAL DEVELOPMENT

All Fallsburg CSD UPK teachers will be required to attend relevant professional development activities. The District will provide pre-kindergarten specific professional development each year. 

PHYSICAL WELL-BEING AND HEALTH

The Fallsburg CSD will provide a daily healthy snack and lunch for each student through the school lunch program and Healthy Snacks Initiative. FSCD will provide adequate time for daily outdoor play as weather permits. FCSD will provide children with adequate time and appropriate location for a daily rest period. The district will support the family in developing a plan that supports the child toileting independently.

Family Engagement

Family members play a critical role in supporting the growth and development of their children. The Fallsburg CSD views families as partners and recognizes their significance in fostering the success of their children. Opportunities are available throughout the school year for families to actively participate in our school community.

PARTNERSHIPS WITH COMMUNITY, NON-PROFIT AND EDUCATIONAL INSTITUTIONS

Efforts will be made with various community/non-profit organizations and educational institutions to form partnerships that will result in field trips and guest speakers/events to benefit the academic, social and emotional needs of UPK students

PROGRAM OVERSIGHT AND FISCAL MANAGEMENT

The Fallsburg CSD will comply with all fiscal requirements including: creating an annual budget that will be submitted and approved by the district, maintaining income and expense reports supported by detailed invoices, and any other financial and programmatic records that detail allocation of UPK/SUFDPK funds. Fallsburg CSD will maintain a UPK budget that is separate from all other funding sources. Fallsburg CSD will have processes and systems in place to safeguard against supplanting funds. The District will maintain separate budget codes for UPK funds.

PROGRAM MAINTENANCE and EXPANSION

The district will review and make annual determinations on how the district will expand the possibilities  to serve all eligible children.

The Pre-Kindergarten Program:

1. is approved by the Board of Education;
2. Is designed to effectively serve eligible children directly through the school district;
3. includes transition to kindergarten opportunities for children and their families to meet school staff and participate in activities in school buildings before the first day of school;
4. provides for an age and developmentally appropriate curriculum and activities which are learner-centered;
5. ensures continuity in the program with instruction in the early elementary grades;
6. encourages the integration of children identified as having special needs;
7. encourages the integration of children who are identified as ENL;
8. provides for strong family and community partnerships and involvement in the implementation of and participation in the plan.

El Programa Universal de Pre-Kindergarten (UPK) de Fallsburg está diseñado para apoyar a los estudiantes del Distrito Escolar Central de Fallsburg (FCSD) que tengan cuatro años antes del 1 de diciembre del año escolar actual. 

RAZÓN FUNDAMENTAL

Los niños pequeños que participan en la escuela tienen más probabilidades de tener éxito académico y menos probabilidades de abandonar la escuela a medida que crecen. Los niños comienzan a formar relaciones e identidades desde muy temprana edad. Por lo tanto, creemos que debemos proporcionar una base educativa sólida para que los niños formen identidades como estudiantes. Para lograr esta tarea vital, el Distrito Escolar Central de Fallsburg, los maestros y los miembros de la comunidad deben construir relaciones fundamentales sólidas y promover altas expectativas para nuestros niños y sus familias.

OBJETIVO

Fallsburg UPK está diseñado para ayudar en la transición de los estudiantes de pre kínder al jardín de infantes brindando servicios que incluyen, entre otros:

• aumentar las habilidades de alfabetización temprana (lectura, escritura, expresión oral, comprensión auditiva y procesamiento de información);
• aumentar sus habilidades creativas y artísticas;
• fortalecer sus habilidades cognitivas;
• Mejorar las habilidades inter e intrapersonales, los sentimientos de autoestima y volverse independiente en un nivel apropiado para el desarrollo;
• aumentar el aprecio por la diversidad y mejorar la comprensión de su propia herencia y su relación con la propia imagen y las interacciones con los demás;
• mejorar el bienestar personal, físico y emocional siguiendo los componentes de los puntos de referencia de aprendizaje socioemocional del NYSED;
• aumentar las habilidades físicas, incluidos los movimientos motores finos y gruesos, las relaciones cinestésicas y espaciales;
• alentar a los niños a tener confianza en sí mismos y ser independientes;
• fomentar la participación de los padres en la educación de sus hijos;
• garantizar que los padres tengan facilidad de utilización y acceso al programa y a los servicios del programa;
• integrar a niños en edad preescolar con discapacidad;

SELECCIÓN

Todos los estudiantes que sean elegibles para asistir a pre kínder serán considerados para la inscripción. FCSD utilizará un sistema de lotería para seleccionar a los niños elegibles que recibirán los servicios del programa de pre kínder de forma aleatoria, cuando haya más niños elegibles de los que pueden recibir servicios en un año escolar determinado. Todos los estudiantes que hayan completado completamente todos los requisitos de inscripción antes de la fecha límite participarán en la lotería. Los solicitantes que lleguen después de esa fecha serán colocados en una lista de espera en el orden en que completen toda la documentación necesaria.

TRANSPORTE

El Distrito proporcionará transporte para los estudiantes de UPK en los recorridos de autobuses de primaria existentes.

PERSONAL DEL PROGRAMA

Todos los maestros de UPK deben poseer una licencia o certificado de enseñanza válido para servicios en los grados de primera infancia o cumplir con la regulación de la sección 151-1.3 del NYSED. El programa tendrá al menos un maestro, un asistente de enseñanza o un asistente de maestro trabajando en cada salón de clases de UPK y un maestro de educación especial que brindará servicios de apoyo según sea necesario. Si hay más de 18 niños en un salón de UPK, habrá un asistente de maestro o asistente de maestro adicional trabajando en ese salón.

INSTALACIONES

Todas las instalaciones que albergan UPK serán apropiadas para la edad y cumplirán con todos los estándares de seguridad que las aulas del FCSD deben cumplir.

PLAN DE ESTUDIOS

El programa utilizará un plan de estudios de prejardín de infantes aprobado por el estado de Nueva York (NYS), que también será aprobado por la Junta de Educación de Fallsburg. CONTINUACIÓN DE LA INSTRUCCIÓN

INSTRUCCIÓN PARA ELL

FCSD apoyará la diversidad, la participación de los padres y la retención/promoción del idioma materno del estudiante a medida que avanza hacia el aprendizaje del inglés. En la medida de lo posible, proporcionaremos comunicación oral y escrita a los padres/familias en su idioma preferido. Brindaremos oportunidades para el desarrollo de la alfabetización de los estudiantes en el idioma materno, al mismo tiempo que promoveremos la adquisición del inglés en un entorno de aula inclusivo. FCSD garantizará que los procesos de evaluación socioemocional y de desarrollo, y la provisión de servicios especiales para los estudiantes, sean inclusivos y respetuosos de su idioma y cultura.

DESARROLLO PROFESIONAL

Todos los maestros de Fallsburg CSD UPK deberán asistir a actividades de desarrollo profesional relevantes. El Distrito proporcionará desarrollo profesional específico para preescolar cada año. 

BIENESTAR FÍSICO Y SALUD

El CSD de Fallsburg proporcionará un refrigerio y almuerzo saludable diario para cada estudiante a través del programa de almuerzo escolar y la Iniciativa de Refrigerios Saludables. FSCD proporcionará tiempo adecuado para jugar al aire libre diariamente según lo permita el clima. FCSD proporcionará a los niños el tiempo y el lugar adecuados para un período de descanso diario. El distrito apoyará a la familia en el desarrollo de un plan que apoye al niño a ir al baño de forma independiente.

Compromiso familiar

Los miembros de la familia desempeñan un papel fundamental en el apoyo al crecimiento y desarrollo de sus hijos. El CSD de Fallsburg ve a las familias como socios y reconoce su importancia para fomentar el éxito de sus hijos. Hay oportunidades disponibles durante todo el año escolar para que las familias participen activamente en nuestra comunidad escolar.

ALIANZAS CON INSTITUCIONES COMUNITARIAS, SIN LUCRO Y EDUCATIVAS

Se harán esfuerzos con varias organizaciones comunitarias/sin fines de lucro e instituciones educativas para formar asociaciones que resultarán en excursiones y oradores/eventos invitados para beneficiar las necesidades académicas, sociales y emocionales de los estudiantes de UPK.

SUPERVISIÓN DEL PROGRAMA Y GESTIÓN FISCAL

El CSD de Fallsburg cumplirá con todos los requisitos fiscales, incluidos: crear un presupuesto anual que será presentado y aprobado por el distrito, mantener informes de ingresos y gastos respaldados por facturas detalladas y cualquier otro registro financiero y programático que detalle la asignación de fondos UPK/SUFDPK. . Fallsburg CSD mantendrá un presupuesto de UPK independiente de todas las demás fuentes de financiación. Fallsburg CSD contará con procesos y sistemas para protegerse contra la suplantación de fondos. El Distrito mantendrá códigos presupuestarios separados para los fondos UPK.

MANTENIMIENTO Y AMPLIACIÓN DEL PROGRAMA

El distrito revisará y tomará determinaciones anuales sobre cómo ampliará las posibilidades de atender a todos los niños elegibles.

El Programa de Pre-Kindergarten:

• es aprobado por la Junta de Educación;
• Está diseñado para atender eficazmente a los niños elegibles directamente a través del distrito escolar;
• incluye oportunidades de transición al jardín de infantes para que los niños y sus familias conozcan al personal de la escuela y participen en actividades en los edificios escolares antes del primer día de clases;
• proporciona un plan de estudios y actividades apropiados para la edad y el desarrollo que están centrados en el alumno;
• asegura la continuidad del programa con la instrucción en los primeros grados de primaria;
• fomenta la integración de los niños identificados con necesidades especiales;
• fomenta la integración de los niños identificados como ENL;
• prevé fuertes asociaciones familiares y comunitarias y participación en la implementación y participación en el plan.
