ATTENDANCE PROCEDURES AND POLICIES
The following attendance policy is predicated on the premise that positive attendance habits will promote successful student careers and life experiences. Poor attendance leads to poor academics. It is intended that these guidelines will help in understanding the rights and responsibilities associated with attending Carlin Combined Schools.
Any student who is absent must have a valid reason. An excused absence is a verbal or written explanation provided by the parent/guardian. The excuse must be presented to the Attendance Office within 72 hours of absence. Failure to do so will result in a truancy being issued for the absence.

The Nevada Revised Statutes requires compulsory school attendance for each child between the ages of 7 – 17. Students are expected to be regular and prompt in their attendance to ensure a quality education. In compliance with NRS Elko County School District has developed a Minimum Day Attendance Policy requiring students to attend school 90% of the days the student is enrolled in order to receive credit for the course.
MINIMUM DAY ATTENDANCE POLICY:
Absence from school the day of or immediately prior to a practice or athletic contest without an exempt absence or pre-arranged excuse shall eliminate the student from practice and/or game(s).
Excused absences are:
1. Doctor verified medical release.
2. Pre-arranged education experiences outside of school.
3. Verifiable family emergencies.
**Minimum attendance requirements for course credit are specified in NRS 392.122, and state that a student may not earn credit upon the accrual of more than 10 (ten) unexcused absences in a semester. Students in grades 9-11 and Seniors in their first semester must, upon loss of credit due to excessive absences, make arrangements to obtain the credit through alternative means including online, summer school, or credit recovery programs. Only seniors in their second semester will be allowed to make up excessive absences. Any required make-up hours must be completed and approved by May 24th. Students with 10 (ten) or more absences may be required to provide a doctor’s note to excuse future absences.**
Ten or more days missed, per semester, may result in loss of credit. As per statute, Parents will be notified of student absences when the students have missed five (5) days and then ten (10) days. Parents may request a conference with the school administrator to discuss absences as well as loss of credit at any time: however excessive absences and/or truancies will result in a conference with school administration.
SCHOOL-SPONSORED ABSENCES:
Although absences for school-sponsored activities are excused and exempt, it is the student’s responsibility to make assignment arrangements in advance with the teacher whose class will be missed for the activity.
COLLEGE VISITS:
Seniors may be granted up to three days (exempt) to visit college campuses. The attendance office must receive a request from the student’s parents and it must be excused by the principal, prior to the absence. Students must provide documentation of the college visit to the attendance office upon their return.
LEAVING THE CAMPUS:
Carlin Combined Schools is an open campus; however, students are not allowed to check themselves out of school between the hours of 8:00 am – 3:45 pm. Students may only be checked out of school by a parent/guardian or by an emergency contact person over the age of 21.
STUDENTS LEAVING CLASS:
Students leaving the classroom during class-time must have permission from their teacher and are required to sign their name on the class sign-out sheet and use a hall pass that clearly identifies the classroom they are leaving from.
PREARRANGED ABSENCE REQUEST FORMS:
These forms are available in the attendance office for medical, dental, and legal appointments, family bereavement, religious observances, family trips, appointments that cannot be scheduled outside the school day, or other important business. When accompanied by an acceptable note, such absences may be considered exempt at the discretion of the administration. Absences for medical or dental appointments will not be made exempt without a note from the physician/dentist. Prearranged absences are not intended for errands, babysitting, free days, or entertainment. Extra work may be assigned to the student so that these days do not count against the student’s total absences.
DMV- CERTIFICATION OF ATTENDANCE:
S.B. 269 Driver's License Measure Attendance Requirements:
1. As required by S.B. 269, all students under the age of 18 who wish to apply for a learner's permit or driver's license must submit a completed DMV-301 form signed by a school official verifying the applicant has attended at least 90% of the school days in the current semester to the DMV office at the time of application. (No more than 7 unapproved absences for a block school.)
2. Students who do not meet the 90% attendance standard in the current semester will be unable to apply until the next semester, provided they have met the 90% standard during that semester.
3. Students who have three or more unapproved absences may suffer a suspension of their driver's license for 30 days for the first offense and 60 days for the second offense.
4. Students who do not have a valid driver's license will not be eligible to apply for a learner's permit or a driver's license for 30 days for the first offense and 90 days for the second offense.
5. Students who turn 18 during the suspension will be required to complete the terms of the suspension before becoming eligible to apply for a learner's permit or driver's license.
TARDIES:
Punctuality is necessary for a positive educational atmosphere. In order to prevent classroom disruptions students are to be in their assigned classroom, by the end of the final bell. Tardies are cumulative (they will be added from all classes to get the sum total), they will be added together each week for a weekly tardy count and if necessary consequence. Tardies can be excused up to 72 hours after the tardy is documented with a valid reason (doctor, dentist, vehicle issues, etc.). Should your student have an issue getting from one area of the campus to another, please have them contact the administration or their counselors so this issue can be addressed as soon as possible.

The tardy count resets each week. This is not cumulative for the year.
*If detention is missed without prior permission or being excused, the student will be assigned a day of ISS for each day missed. Students are subject to receiving a truancy for the missed detention.
**If a student is assigned detention for tardies and/or truancies and a conflict exists between serving detentions and participating in a school activity, club or other organization, the detentions will take precedence.
TRUANCY:
A truancy is defined by the State of Nevada Revised Statutes as any student who is absent from school, for any period of time, without a valid excuse acceptable to the student's teacher or principal, unless the pupil is physically or mentally unable to attend school. Students may be required to provide a doctor's excuse for absences.
DISCIPLINARY ACTION:

3rd offense: Parent contact, D/ISS 3-5 days, SRO will be told and a citation could be given
Per ECSD Policy: students are allowed 3 days (72 hours) to bring a note or have a parent/guardian call for absences (10 parent excused per school year). If they fail to bring a note or there is no call, those absences will become truancies.

DUE PROCESS OF STUDENTS - (JCA):
The constitutional rights of students to assure the protection of due process of law; therefore, this system of procedures is developed for use in cases where extended suspension or expulsion of the student is contemplated.

CELL PHONE USE POLICY - ECSD POLICY JDBA:
To support school environments in which students can fully engage with their classmates, their teachers, and instruction, the Board has determined the use of cell phones by students during school hours should be restricted.
The objective of this policy is to strengthen the District’s focus on learning, in alignment with our mission to ignite students’ passion for learning, cultivate a strong foundation of knowledge, and foster a sense of community within our schools.
With the above goals and objectives in mind, teachers are expected to take advantage of the reduction in classroom distractions and resulting heightened student focus by maximizing their allotted instructional time with comprehensive curriculum presentation and increased student engagement.
I. Research
Research shows that student use of cell phones in schools has negative effects on student performance and mental health. Cell phones distract students from classroom instruction, resulting in smaller learning gains and lower test scores. Increased cell phone use has led to higher levels of depression, anxiety, and other mental health disorders in children.
II. Applicability
This policy applies to the use of cell phones, tablets, smart watches and peripheral devices by students while on District property during school hours. Said peripheral devices include, but are not limited to, wired or wireless accessories such as earbuds, AirPods, headphones, etc. For purposes of this policy, all such devices and peripherals shall be simply referred to as “personal electronic devices.”
III. Use of Personal Electronic Devices
Except as described below, the use of personal electronic devices and social media on District property and in District facilities during the school day is prohibited as indicated below based on the student’s school of attendance:
Elementary School: Prohibited from use on campus during school hours.
Intermediate, Middle and Junior High School: May not be accessed during class or passing periods. Use during the lunch break only as permitted by a school administrator. No restrictions before the first bell and after the final bell of the school day.
High School: May not be accessed during scheduled class time. Teachers are permitted to allow exceptions for legitimate instructional purposes. Breaks, free-time, and rewards do not qualify as legitimate instructional purposes.
Combined Schools: In buildings where the above-described student populations are comingled, school administrators shall adopt sensible and appropriate guidelines consistent with this policy.
Carlin Combined Rules of Practice: k-6 will follow the Elementary School Policy guidelines, 7-12 will follow the High School Policy guidelines.
IV. Exception
Nothing in this policy prohibits a student from using a personal electronic device for a purpose documented in the student’s individualized education program (IEP) developed under the Individuals with Disabilities in Education Act (IDEA) or a plan developed under Section 504 of the Rehabilitation Act of 1973.
A student may use a personal electronic device to monitor or address health concerns in conjunction with the school nurse or administrator.
School administrators and teachers may authorize student personal electronic device use in the event of an emergency.
Parents/guardians are advised that the best way to get in touch with their child during the school day is by calling the school’s main office. Students may request to use designated school phones to contact parents/guardians during the school day.
The use of personal electronic devices by students on school sponsored travel (field trips, competitions, etc.) during regular school hours may be permitted by administrators or teachers on a case-by-case basis.
V. Personal Electronic Device Storage
Students must keep their personal electronic devices in a secure place, such as a locker, closed backpack, private vehicle, or designated classroom area, at all times when personal electronic device use is prohibited, as determined by a teacher and/or administrator.
Students are responsible for devices they bring to school. The District is not responsible for loss, theft or destruction of personal electronic devices brought onto District property or to District-sponsored events.
VI. Discipline
When a school administrator or teacher has reasonable suspicion, based on objective and articulable facts, that a student is using a personal electronic device in a manner that violates this policy, the device will be confiscated and returned only to a parent or guardian.
In accordance with the above-stated goals, District employees have an affirmative obligation to enforce this policy in order to ensure a consistent and unified approach to student use of personal electronic devices. Students in violation of this policy will be subject to progressive discipline. See District discipline Policies JDA through JDFG and/or the student handbook for the campus where the infraction occurred.

Cell phone privileges shall be revoked for a period of seventy five (75) school days.
This policy shall be again reviewed with this student and his/her parent/legal guardian

Fourth and Subsequent Offenses:
The cell phone shall be turned over to the parent/legal guardian
School-determined consequences for “administrative insubordination” or “disregard for school rules”.
Cell phone privileges shall be revoked for a period of one hundred fifty (150) school days.
Appeals: A parent or legal guardian shall have the right of appeal to the Superintendent or his/her designee regarding offenses. Said request for appeal shall be submitted in writing directly to the Superintendent within ten (10) working days after the determination of a fourth offense.
NOTE: Offenses shall be cumulative for the students in grades 7-12. Further disciplinary measures may apply as per Elko County School District Policy Section J.D. – Student Discipline, depending upon the severity of the offense.
CHROMEBOOK / COMPUTER USE
Students agree to exhibit ethical behavior at all times when using school computers. This includes but is not limited to, staying in programs and features as instructed by the teacher, keeping non-lab or classroom software off the computers, refraining from using inappropriate language for directory and file names, keeping the content of E-mail messages appropriate for school, refraining from behaviors which may damage equipment or software and following E.C.S.D. policies and protocols when using the Internet. Students will not be allowed to access sites such as Snapchat, Twitter, Facebook, chat rooms, or any sites similar in nature. All students must have an Acceptable Use Agreement (AUP) on file in order to use the internet. Scan the QR code for the ECSD Acceptable Use Agreement.
COMPUTER VIOLATION - DISCIPLINARY ACTION:
FORGERY OR MISREPRESENTATION:
Impersonating a parent on the phone or signing for a parent, school employee, or medical personnel, etc., are all considered forgery, dishonesty or misrepresentation. Altering notes, documents, etc., for personal benefit or for the benefit of another student is considered misrepresentation. (do we have a plagiarism part here too?)

BULLYING AND/OR HARASSMENT:
It is the policy of Carlin Combined Schools to maintain a learning and working environment that is free from bullying and harassment. The school district prohibits any and all forms of bullying, including cyber-bullying, because it violates the basic right of the students and staff to be in a safe and orderly learning environment.
“Bullying” means a willful act or course of conduct on the part of one or more persons that exposes a pupil to an oral or written communication or physical act that:
It shall be a violation of this policy for any person to engage in bullying, cyber-bullying, harassment, or intimidation of a pupil at any place or by any method, including, without limitation, on the premises of any public school, on the property immediately adjacent to a public school, at a school bus stop, at any activity sponsored by a public school or on any school bus, van or any other motor vehicle owned, leased, or chartered by a school district to transport pupils or school employees. A single act of the above unlawful behavior may constitute bullying.
School staff shall report suspected bullying behavior to school administration for investigation using appropriate district forms.
Administration will promptly and thoroughly investigate reports of bullying, whether of a physical or non-physical form. If it is determined that bullying has occurred, appropriate action will be taken as follows:
DISCIPLINARY ACTION:
Disciplinary outcomes may be changed based upon the administration’s discretion after investigation. There are certain offenses that require administration and law enforcement collaboration and the outcomes are spelled out in the NRS.

It should be understood that this is not a limiting document; not all possible violations have been identified, and not all possible consequences have been listed. In accordance with state law and school district policy, discipline is to be progressive; however, it should be understood that the severity of the circumstances surrounding an infraction in addition to attendance/behavior history may justify different or more firm consequences than those listed here.
Unless specifically stated otherwise, all rules defined in this document shall apply to students on school property and at school activities including, but not limited to, field trips, dances, conferences, athletic events, all transportation to and from school, and school-sponsored activities.
Parents and Students, Please Note: If a student receives an Out of School Suspension (OSS, a parent conference is required upon re-entry to school by the student and parent with an administrator and counselor for the behavioral contract. (The conference can occur during the 1st hour. Once the conference is finished, students will be sent back to class - document in Infinite Campus).
ECSD SUICIDE PREVENTION (JGG):

CHANGE OF ADDRESS OR PHONE NUMBER:
Any student moving to a new address or whose phone number has changed is asked to report such a change to the office immediately. Please visit the office to make changes to your student profile with the high school registrar's secretary.
DAILY ANNOUNCEMENTS:
Per NRS, the Pledge of Allegiance is recited every morning at 8:00 am. Should a student choose to not participate in the pledge, we ask them to remain quiet and respectful as the other students recite the pledge. MESSAGES TO STUDENTS:
Disruptions to instructional time should be left to a minimum. Therefore, messages will not be delivered to students during class time unless it is an emergency. Messages will be delivered between classes during passing time. All food items delivered by the guardians will be left at the office with a name and students will receive items at lunch. Additionally, any gifts, presents or other materials will be left at the front desk and will not be delivered into the classroom as we are always striving to reduce classroom interruptions. Students will be notified at the earliest moment possible in between classes should a parent or guardian choose to give or leave something for their student.
VISITOR’S PASS:
Anyone (including parents and/or guardians) wishing to enter any building on campus must first stop by the front office and check-in. Under no circumstances will the parent be allowed to walk the hallways of the school without an administrative escort. This is a safety and security measure and will be enforced to the fullest extent of the law. The student will be brought to the office in the case of an emergency but in most cases we will ask that all students be left in the classroom to complete the coursework until the next bell.
ATHLETIC PASS (BOOSTER PASS):
BOOSTER passes are honored at home athletic events hosted by Carlin Combined Schools teams. The pass is not valid for tournaments such as the WREC tournament or for individually ticketed events. DANCES:
Carlin School dances are not open to the public, only current Carlin students and approved guests will be allowed to attend school-sponsored dances. A guest pass must be obtained from the Carlin High School office. The administration has the right to deny any request. Note: No student will be admitted to a school dance one hour after the start of the dance. Once students have been admitted to the dance they are expected to stay until the dance is over; upon leaving the building, the students forfeit their right to return to the dance. STUDENT DRESS CODE VIOLATION CAN BE ENFORCED BY AN ADMINISTRATOR AS A REASON FOR A STUDENT BEING ASKED TO LEAVE. Remember if OSS (Admin Discretion for ISS) No student is allowed to attend.
LOCKERS:
Students will be assigned a locker at the beginning of the school year. Students may use a combination lock so long as they turn a copy of the combination into the high school office. KEYED LOCKS ARE NOT ALLOWED. Items of particular value, such as large amounts of money, cameras, and expensive clothing should not be left in the lockers. The locker is considered to be school property, and therefore, is subject to inspection by the Administration.
FIELD TRIPS OR OTHER SCHOOL-SPONSORED ACTIVITIES:
Prior to participating in school field trips, students must complete and submit the Elko County School District Parent’s or Guardian’s Annual Consent for Field/Activity Trips form. All school rules and regulations fully apply to students while participating in field trips.
STUDENT ID CARDS:
Student ID cards are available for purchase in the Elementary Office. Any student who participates in a sport or extracurricular activity is required to purchase a student ID card. A student ID card will allow a student free entry into every home game for the 2024-2025 school year. K-6th grade student ID cards are $15 each. 7th - 12th grade ID cards are $30 each. ($5 discount for siblings)
PE UNIFORM REQUIREMENT:
Uniforms for physical education students are required, including a t-shirt, shorts, and non-marking tennis shoes. The cost of the uniform is $25.00. (Shirt $12.00 / Shorts $13).End
STUDENT PARKING:
The speed limit on school grounds is 10 MPH. For everyone’s safety please observe the posted speed. Students will NOT be allowed to park in Visitor parking or in Faculty parking at any time. Once cars are parked in the parking areas on campus, students may not return to the parking areas for any reason until they leave for lunch, work privilege, or at the end of the day.
GUIDANCE DEPARTMENT
The purpose of the guidance department, located in the Elementary building, is to help each student achieve his/her highest growth mentally, emotionally, and socially.
Ms. Fisk, the social worker, plays a vital role in supporting students by providing brain breaks, conducting general check-ins, and performing bio-psycho-social assessments upon request. She also offers resources such as food, clothing, and access to outside services, and collaborates with Communities in Schools. Additionally, Ms. Fisk can reach out to outside counseling services if necessary, assist the School Resource Officer with welfare checks, and help staff with questions about reporting to Child Protective Services. On the other hand, Mrs. Meo, the counselor, handles credit checks, manages schedule modifications, and coordinates ASVAB/ACT testing. She is also responsible for overseeing 504 cases, educational push-ins, and managing transcripts.
Mrs. Meo provides guidance on behavior plans, scholarships, and college information, as well as managing past student records and consulting with parents and teachers about student needs. Both Ms. Fisk and Mrs. Meo collaborate on support groups, proctoring tests, and mental health check-ins to ensure a comprehensive support system for students.
REPORT CARDS AND PROGRESS REPORTS
Student progress reports will be available to parents/guardians after the 1st and 3rd nine-week periods. Report cards will be available after the 2nd and 4th nine-week periods (1st and 2nd semester). The dates for grading periods are as follows:

CREDIT RECOVERY:
Students who fail a course in the area of language arts, math, science or social studies have two options available to them in order to fulfill the course requirement and stay on track for graduation.
1. Complete the course through the Edmentum recovery program.
2. Enroll in District-offered summer school.
MANDATED STATE TESTING:
Students will be required to complete the following testing that is applicable to their grade level.
SBAC Science grades 5,8 & 10th. ACT for all 11th graders, Pre ACT for all 9th & 10th grade, MAPS K-11th grade, WIDA for ELL, NAA for some special needs students, CTE for “Program completers,” & Advanced Placement for select high school students.
STUDENT RECORDS AND TRANSCRIPTS :
Current student official transcripts can be requested through the guidance counselor or registrar secretary.

District Grading Policy
Letter Grade: Elko County School District grade levels 3-12 are required to use letter grades and shall adhere to the following standards and/or definitions when reporting grades:
A = 90% -100% defined as superior achievement
B = 80% - 89% defined as above average achievement
C = 70% - 79% defined as average achievement
D = 60% - 69% defined as below average achievement
F = 59% or below defined as failure
W = Withdrawal while passing.
WF = Withdrawal while failing.
I = Incomplete.
P = Pass. To be used only for non-graded special education students.
NG = No Grade
NC = No Credit due to lack of attendance.
Grades will reflect student performance based on 30% or less on formative assessments and 70% or more on summative assessments.
Standards-Based Grading: Elko County School District grade levels Kindergarten, 1st, and 2nd Grades are required to use Standards-Based Grading and shall adhere to the following standards and/or definitions when reporting grades:
4 = Exceeds Standard
Students at the Exceeds level will independently demonstrate and apply their knowledge. The student independently creates analogies, finds connections and integrates areas of study above grade level.
3 = Meets Standard
Students at the Meets level are able to explain and/or demonstrate their understanding of concepts and/or skills independently at grade level.
2 = Approaches Standard
Students at the Approaches level can correctly identify some concepts and vocabulary and are able to demonstrate some skills independent of teacher assistance. Students at this level neither make connections among ideas nor are they able to demonstrate their learning independently.
1 = Emergent in Standard
Students at the Emergent level are not yet able to make connections among ideas or extend the information without teacher assistance.
Standards-Based grades will reflect the most recent evidence of student performance on the standard.
Key Definitions:
Grading Practices: The student is provided with fair and reasonable opportunities to improve his or her grades. The teacher provides students that have received zeros with fair and reasonable opportunities to mitigate the effects of those zeros on the student’s final grade. No extra credit is allowed.

Student Support
Students are responsible for meeting with teachers to discuss tutoring and assistance options. It is important that students learn to advocate for themselves and their needs. All teachers have available time to help students.
NURSE’S OFFICE:
Certain health problems require that students take medication during school hours. For the safety of our students, we require that medication be kept in the health office at all times, including over-the-counter medications(OTC).
Medication must be in its original, properly labeled container.
A signed consent form giving specific directions for use must accompany medication (including over the counter) from the parent AND healthcare provider.
If you are feeling ill, you must take a pass from your teacher and report to the nurse's office for an assessment. The nurse will contact parents if deemed necessary. No cold or stomach medications are available through the Health Office. Please do not send your child to school with a fever, diarrhea, vomiting, etc… or other possibly contagious infections or illnesses.
If the child needs to be exempted due to absences, they should see their doctor. Students are not allowed to carry ANY medications on their person or in their locker without a doctor's approval given to the nurse’s office. Please let the nurse know of any illnesses that are sudden or chronic.
