School Wide Positive Behavior Support and Discipline Plan

Introduction

A fair and thoughtful discipline policy, clearly communicated to all parties and consistently implemented and enforced by all school staff, provides the centerpiece for a school climate that promotes continuing academic progress. This document states the policies and procedures adopted by the staff of Hollywood High School to help its students succeed by holding them to high expectations of behavior and academic success.

Role of the Student

Students are expected to maintain a certain level of punctuality when attending in-person classes. Students are expected to be prepared to learn and have their homework completed; it is mandatory that they possess specific materials and supplies that can aid them in their learning process (i.e. pen/pencil, eraser, paper, electronic device, etc.). Students must interact respectfully with all their teachers, fellow students, and staff. When questions about school matters or conflicts with other students arise, students are expected to attempt to address their problems with a school official through appropriate methods of communication (i.e Schoology, email, in-person). Students are required to exemplify the 3 B’s included in the Hollywood High School’s Discipline Plan. We expect students to “BE SAFE, BE RESPONSIBLE AND BE RESPECTFUL” (see Hollywood High School Rules and Expectations page 7) at all times.

Role of the Teachers 

Teachers must provide a well-planned, standards-driven curriculum in a clean, safe, nurturing environment. They should model respectful communication, mature decision-making, and life-long learning skills along with teaching the course content.  Teachers are encouraged to work with all other school staff to implement and enforce the school rules, policies, and procedures on a daily basis. Teachers are asked to review the behavioral and academic expectations per grading period.

Role of the Parent/Guardian

Parents/Guardians are expected to send their students to school on time and with adequate supplies each day. They must understand the school’s rules and policies and set high expectations for achievement and behavior. Parents/Guardians are expected to maintain regular communication with their student’s teachers and counselors and work with them to promote academic success and social growth. Parents/Guardians are encouraged to take advantage of school resources when they require assistance with their student’s academic or behavioral challenges. They are encouraged to attend online and in-person Parent Conferences, PHBAO, Open House, and scheduled meetings to learn about and engage in the promotion of their child’s academic and social/emotional success.

Role of the Counselors and the Dean

Counselors and the Dean are expected to communicate with all other parties (students, teachers, parents/guardians, and administrators) to support the academic success and social-emotional growth of students. They promote school rules and policies at all times. They assist teachers when students experience academic or behavioral challenges, and counsel students and parents/guardians when intervention is a course of action.

Role of the Administrators

Administrators are required to implement and enforce the Discipline Plan. They monitor the classroom and campus environment in an effort to ensure a safe and positive school climate. They make suggestions and decisions that facilitate communication between stakeholders to improve the learning environment while holding teachers and counselors/dean accountable for implementing and enforcing the Discipline Plan.

Role of the Support Staff

The support staff is expected to consistently implement and enforce the school rules/behavioral expectations and policies in order to hold students accountable for their behavior. This especially applies to students’ respectful speech and behavior toward all adults on campus; this includes teaching assistants, parent representatives, and custodians.

General School Rules and Behavioral Expectations

Teachers will show support for their students by standing at their door during all passing periods. Teachers will encourage students to walk to their classes and be on time.

Students must carry a hall pass or excuse note when outside the classroom, regardless of distance or time. Service students are required to wear their service badges during service periods at all times.

Students are not permitted to leave during the first or last ten minutes of class time. Students will be sent back to the teacher if found in the hallways during those periods of time. Students may not be released before the bell.

Teachers are discouraged from sending students out of class to use the bathroom or to go to their lockers during the instructional period unless absolutely necessary.

Students and teachers are encouraged to have their school ID in their possession at all times.

Out-of-classroom personnel supervise the eating areas, the quad, and parking areas during nutrition and lunch. Students are not allowed in the classroom buildings during lunch or nutrition unless a teacher supervises them in his/her classroom.

Students may carry markers or marking substances for educational purposes only. Teachers may use markers in the classroom but are responsible for collecting them from students before they leave the classroom.

Students must walk bikes and skateboards on campus.

Profanity and vulgar gestures in any language are forbidden on campus at any time.

Inappropriate touching or verbalization may be considered sexual assault and is forbidden.

Improper use of social media directed at students or staff members is forbidden and may be referred to the police and disciplinary actions may be enforced.

Gang affiliation is strictly prohibited.

Students may not consume food and beverages in the classroom.

Trash must continue to be picked up before leaving a table or eating area.

All teachers and staff members are required to implement the school’s tardy policy.

Zero Tolerance Policy

According to LAUSD’s Zero Tolerance Policy, any student who provides and/or is in possession of illegal items such as firearms (authentic or replica), knives, or other dangerous objects will be recommended for expulsion from the school district per the Education Code Sections 48900 and/or 48915. Also, students who commit or attempt to commit acts of sexual assault or battery will be recommended for expulsion from the school district per Education Code Sections 48900 and/or 4891. This includes controlled substances of any kind.

Cell Phone Policy

Cell phones may be used inside the classroom if permitted by the classroom teacher for educational purposes only. After multiple warnings, students who continue to violate this policy will have their cell phones and/or electronic devices confiscated by the instructor, submitted to the dean, and returned to the parent/guardian of the student. Cell phones/electronic devices are to be permitted during the administration of standardized tests (i.e. SBAC, AP, PSAT, SAT, IBAC, Interim, etc) only under special circumstances. Students may use cell phones and/or electronic devices during passing periods, nutrition or lunch unless they violate the cell phone policy in the following manners on campus. These include but are not limited to videotaping, texting, any communication of a sexual nature and taking pictures without permission. If a student is caught violating these terms, teachers are instructed to follow the policy by asking for the phone, confiscating it, and submitting it to the dean with a referral note describing the incident.

Inappropriate School Items

Banned items should not be brought to school. Hollywood High School nor LAUSD is responsible for confiscated, lost, damaged (unless it was damaged by Hollywood High School or LAUSD) or stolen items. The owner is solely responsible and will not be reimbursed. The following items are prohibited:

1. No hateful and inappropriate symbols/language are to be visible on any type of clothing.

2. Markers, spray paint, or any other objects associated with graffiti. (The student may be cited by School Police.)

3. Items are to be checked in at the skateboard and bike rack on Highland and Sunset. Students must have a personal lock. Skateboards are not allowed to be carried around at school nor is skateboard riding permitted on campus.

4. Alcohol, controlled substances, or tobacco/vaping paraphernalia. (The student may be cited by School Police.)

5. Advertisement of drugs, sex, alcohol, gangs, violence, or anything illegal.

6. Firearms, knives, explosives, or other dangerous weapons (authentic or replica). Students may be cited, be subjected to Opportunity Transfers, or be recommended for expulsion.        

Locker Policy

In general, students should use their lockers before and after school, as well as right before the beginning of Nutrition and Lunch respectively.

Sexual Harassment Policy

The Los Angeles Unified School District is committed to maintaining a working and learning environment that is free from sexual harassment. Sexual harassment of or by employees or students is a form of sex discrimination and is a violation of state and federal laws. The District considers sexual harassment to be a major offense. Any student who believes that she or he has been a victim of sexual harassment shall bring the problem to the attention of a counselor/dean or teacher so that appropriate action may be taken to resolve the problem. Students found to have engaged in offenses will be reported to local and central district offices as mandated by law and subjected to discipline procedures such as school suspensions.

BULLYING AND HAZING POLICY 

Los Angeles Unified is committed to providing a safe and civil learning and working environment. Los Angeles Unified takes a strong position against bullying, hazing, or any behavior that infringes on the safety and well-being of students and employees, or interferes with learning or teaching. This policy shall encompass behaviors and actions that occur among students, Los Angeles Unified employees, and associated adults. The policy is applicable in schools, at school and Los Angeles Unified-related programs, activities and events, traveling to and from school, and all other areas of the Los Angeles Unified School District jurisdiction. Los Angeles Unified prohibits retaliatory behavior against anyone who files a complaint or who participates in the complaint investigation process. This policy applies to all persons within the Los Angeles Unified School District jurisdiction.

All students and staff have the inalienable right to attend campuses which are safe, secure and peaceful [Article 1, Section 28 of the California State Constitution]. The bullying and hazing policy, written in accordance with Federal guidelines and the California Education Code, requires that all schools and all personnel promote respect and acceptance. Bullying is severe or pervasive physical, verbal, social, electronic act(s), or conduct that can be reasonably predicted to have the effect of one or more of the following:

 

A person who engages in bullying at school or school-related activities and events may be subject to disciplinary action. Cyberbullying is an act of bullying conducted via internet-enabled information and communication technologies (e.g., texts, e-mails, blogs, postings, virtual/online classrooms?) and meets the impact of bullying. A person who engages in cyberbullying at school or school-related activities and events may be subject to disciplinary action. Cyberbullying that occurs off campus but substantially disrupts the instructional environment of the school may fall under Los Angeles Unified jurisdiction.

Sexting and cybersexual bullying are electronic communications of an inappropriate sexual nature. Once posted, the person has no control over the use of their image. The posting and sharing of sexual images of minors could be considered pornography and/ or child abuse. Participants could be subject to disciplinary and/or referral for possible criminal prosecution. Students should consider the potential lifelong consequences of sexting.

School Tardy Policy

Teachers should mark all late students as tardy in MISIS. Students arriving to class late should be admitted, write their name, date, and time on the Late Arrivals sheet.

7/7 Rule

Students are expected to have no more than 7 absences and 7 tardies for the school year. Students that go over the 7 will not be allowed to participate in extracurricular activities including but not limited to sports, performances, leadership events, dances, etc. If a student goes beyond the maximum of 7 they may make up the time with campus beautification and/or detention. Scheduling of this time will be determined by the dean or administrator and must be done before participating in the desired activity.

*These hours MAY NOT be used towards service learning or other community service credit.

Classroom Support Plan

Teachers have a responsibility to establish and foster a positive, nurturing, and consistent learning environment for their students. Rules and procedures provide students with boundaries that help guide acceptable social behavior. Teachers are encouraged to collaborate with their Small Learning Community.

Classroom discipline plans should also include positive rewards, incentives, and re-enforcers developed in collaboration with the teacher’s students. Each teacher must post the rules and consequences within their classroom and submit their classroom plan to their administrator, as part of their course syllabus.

When a student’s behavior becomes consistently disruptive, the teacher should submit a discipline referral explaining the behavior in detail and send the student to the Dean’s Office escorted by one reliable student. The Dean will then create a referral note in MISIS.

The referring teacher will receive a copy of the referral in their email mailbox, containing an explanation of what was done by the counselor, dean, and/or administrator. The teacher may also use classroom suspension upon administrative approval. In this case, students may be suspended from that teacher’s class for the remainder of the day. The teacher is requested to provide relevant classwork for the period of suspension and attempt to notify the student’s parent/guardian that a parent-teacher conference is requested. The counselor may continue to follow up with the parents and address additional consequences. Students who are at risk because of academic, behavioral, social, emotional, or family-related problems may be referred by teachers to the PSA, A-G Diploma Program, the Healthy Start Coordinator, or for an SSPT (Student Success and Progress Team) meeting. An SSPT meeting convenes appropriate stakeholders, including the student and parent or guardian if available, who will be working with other school personnel and/or outside agencies to find comprehensive intervention strategies and potential referrals for those students in order to provide the most applicable avenues of support.

Staff and Student Rewards and Incentives Plan

Additionally, Hollywood High School will implement incentive programs that help promote a positive school environment for both students and staff members.

Other Student Recognitions

Caught Being a Sheik – Verbal recognition given to those students caught doing something positive in terms of citizenship or academics.

SLC Recognitions – Done each semester. Teachers in SLC select students according to different academic achievements. Certificates are made by the SLC.

Grade Sponsored Events – Each grade has sponsors that program a variety of activities to enhance school spirit, academics, and citizenship.

Additional incentives will be developed by students.

Dress Code 2021-2022

The Los Angeles Unified School District believes that appropriate student dress contributes to a productive learning environment. To maintain an effective learning environment and to keep the focus of the classroom on learning, Hollywood High School has set forth the following dress code which sets forth general parameters and prohibitions for certain student attire.

Hollywood High has established a dress code that emphasizes to the student that this school is a place of business with high expectations where all students are expected to maintain a professional appearance at all times. Therefore, students must attend school wearing attire that is appropriate and acceptable for a professional workplace.

Prior to implementing a student dress code, the school must obtain the approval of the Local District Superintendent/designee. Restrictions on student dress may be imposed under the following guidelines, per State law and District policy:

  1. The student dress code components must be necessary for the health and safety of the school environment.
  2. The student dress code may restrict wearing “gang-related apparel” with the following conditions:
  1. All students shall be required to show proper attention to personal cleanliness, health, neatness, safety, and suitability of clothing and appearance for school activities. In every case, the dress and grooming of the student shall not:
  1. Clothing, jewelry, and personal items, such as backpacks and book bags, with language or images that are vulgar, sexually suggestive, discriminatory, obscene, libelous, contain threats, or that promote illegal or violent content such as the unlawful use of weapons, drugs, alcohol, tobacco, or drug paraphernalia, are prohibited.
  2. Inappropriate attire such as and not limited to sagging pants, exposed midriffs, or other exposed body parts is prohibited. Students who are in violation of this policy may be asked to change into appropriate attire or wear loaner clothing.
