WCDSB ELEMENTARY VOLLEYBALL

Playing Rules and Regulations – UPDATED AUGUST 2019

  1. League Structure

  1. All competition will be scheduled league, tournament and exhibition play.

  2. Schools will compete within their family of schools, however league structures may be modified to accommodate number of teams entered.

  1. Officials

  1. League convenors will obtain referees from the Waterloo Wellington Volleyball Officials Association.

  2. All officials for playoff games will be assigned through the Athletic Department.

  3. The timer and scorekeeper shall be appointed by the host team and should be a teacher or responsible students.

  1. Player Eligibility
  1. Any student is eligible to play.
  2. To be eligible for playoff play, a player must have played in one regular season game.
  1. Regional Tournament
  1. Four teams will receive an automatic bye into the regional championship tournament.
  1.  St. Benedict – 1st
  2.  Monsignor Doyle League – 1st
  3.  St. Mary’s League – 1st
  4.  Resurrection/St. David League – 1st
  1. Eight teams will play in four elimination playoff games:
  1.  St. Benedict League – 3rd  Monsignor Doyle League – 2nd
  2.  Monsignor Doyle League – 3rd  @  St. Benedict League – 2nd 
  3.  St. Mary’s League – 3rd  @  Resurrection/St. David League – 2nd 
  4.  Resurrection/St. David League – 3rd  @  St. Mary’s League – 2nd 
  1. The championship tournament seeding will be completed by a committee and released with the draw following the regional playoff games have been completed.

  1. Game Instructions
  1. Two (2) time-outs may be employed per team per game.  Time outs are 1 minute.
  2. All games will use the Rally Point Scoring system to 25 points, including the third game. Rally Point Scoring – A point is awarded on each rally (i.e., you do not have to serve to receive a point)
  1. Regional Playoff and WCDSB Championships will use the Rally Point Scoring system to 25 points for the Game 1 and Game 2.  Game 3 will use the Rally Point Scoring system to 15 points.
  1. All teams will play three (3) games per match in league play.
  1. If one team wins the first two sets, the third set will be played with a score kept and recorded in the standings, however that third set will not count in league tiebreakers. Note: scores should be reported in set order.
  2. Regional Playoff and WCDSB Championship will consist of 2 games out of 3; the final game will be scored to 15.
  3. Exhibition games or mini tournaments may use matches of 2 games.
  1. Substitutions
  1. Each team MUST carry at least 12 players as players may NOT play in both game 1 and game 2. It is suggested that each coach keep more than 12 players in case of injury or illness. You will forfeit the match if you have less than 12 players. In game 3, coaches may play any 6 players or use the continuous rotation. (See page 85 – Cancellation Policy) However, the match will still be played. Coaches cannot agree to play without 12 players - it is still a forfeit. - there will be no continuous rotation of players in games 1 or 2
  2. We will not allow the use of the LIBERO.
  3. Players that play in any part of Game 1 cannot play in Game 2. It is suggested that teams carry at least 15 players.
  1. Rule Modifications
  1. Service:  a player may only serve a maximum of three serves in a row for all games, then the team must rotate. The service line is a 9M wide area behind the end line (i.e., anywhere from behind entire back end line).
    * The service can hit the net and the ball is still in play on the service.
  2. Clarification: Once the referee blows his/her whistle for service, the player has 8 seconds to serve the ball.  For elementary volleyball, if the server throws the ball up and does not hit it (i.e., it hits the ground), they can still serve the ball if it is within the 8 seconds.
  3. Players may only use the underhand serve. Hopefully this will improve skill development.
  4. During a game, the coach & captain only may approach the referee.  The coach and/or captain are then responsible for relaying any information given them by officials to their team members.
  5. Before a match, the referee will carry out a coin toss between Captains; the winner chooses the courtside or right to serve.
  6. The ball may be contacted with any part of the upper body. (Accidental or Intentional). Absolutely, no kicking of the ball will be permitted.
  7. It is suggested that players receive the serve underhand.
  8. Contact with any part of the net between the antennae is a fault, when the player is involved in the play (setting / blocking / hitting). Foot fault rule still applies (i.e., a player cannot step over the centre line).
  9. Blocking on the serve is not allowed.  
  10. All other rules will be according to the Canadian Volleyball Rule Book.
  11. Court dimensions:         9m X 18m  (Subject to school gym)
  12. Height of net:
  1. Girls:  2.0 m (6.6ft) or as close as possible to these heights depending on standards        
  2. Boys: 2.18 m (7.0ft) or as close as possible to these heights depending on standards
  1. Tie Breaking Procedures (For Standings)
  1. The following procedure shall be used for breaking ties to identify position in standing:
  1. Win-loss match record of tied teams against each other;
  2. If still tied, the win-loss sets record of tied teams against each other;
  3. If still tied, the win-loss match records against higher ranked teams;
  4. If still tied, the win-loss sets records of tied teams against higher ranked teams;
  5. If still tied, the point differential between the tied teams;
  6. If still tied, the point differential against all higher ranked teams in the division.
  7. if still tied, a toss of a coin shall decide the final standings;
  8. In a situation where more than two teams are tied, the process indicated above will be used to find the higher place finisher and then the process will repeat itself among the remaining teams still tied.

ADDITIONAL NOTES for ELEMENTARY VOLLEYBALL RULES

Players (10 minimum) will rotate on to the court through 6 (middle back) and exit through Position 1 (the serving position).  This will only occur on a change of serve.

NOTE:  If your team would like to use the serving position as an entry point and #2 as your exit position, you can do so as long as you substitute on a change of serve.

Free substitution:

        In your final game you may play any six (6) of your players with or without substituting.  When substituting for your original six (6) players it will be done in the following manner:

  1. On stoppage of play, coach signals for a substitution.
  2. Substituting player enters game replacing original player e.g. #4 replaces #3.
  3. The original player may enter again but can only replace substituting player e.g. #3 replaces #4.

Clarification of Substitution Rules
