Crisis Intervention Training (CIT) Program Overview
- Donna Trillio CITAC/CIT Supervisor NWCSB -
- CIT - week long training program - education program to train law enforcement and others how to de escalate and avert from going to the hospital if possible.
- NWC Service Board - 4 counties and cities within them President Kennedy in office - deinstitutionalize mental illness - move people out of institutions and back into the community (“drugs” came out to medicate and help those to life normal lives) - 40 Service Boards in Virginia.
- Up to the service board as to what they do and do not provide --- to a certain extent. However there are certain things they HAVE to provide like Mental health care management.
- NWC - specializes in Substance abuse and Veterans
- Hampton Roads - has a HUGE focus on Veterans
- Federally MANDATED - but NOT Federally Funded
- TDO transportation - HUGE “issue” for local issue - only ONE state facility on the other side of Richmond. Takes 2 officers out of commision for 2 hours. (what is TDO)
- “Mental Health Courts” -- Wonderful in Trillows opinion - Loudoun County has just put them into place
- Winchester has just put into place a “Drug Court”
- 1. Safety Plan - not suicidal, no harm to self or someone else (involve multiple people
- 2. Volunteer to stay - seek
- 3. State step in - magistrate steps in and says they have to stay and get help - they are not able to make that decision on their own
- Liaison for 23 law enforcement agencies.
- CIT is NOT just law enforcement and Mental Health - Andre Miller comes to give a 90 minute block how to interact with a Veteran. Also a close relationship with the Hospital and other local community partners.
- Jails and Prisons are becoming the new mental institutions in America - This is NOT a good thing! CIT can help divert that issue.
- There HAVE been serious crimes committed when they were mentally ill - “just because they take them to the hospital first does NOT mean they wont get charged also!” - no different than if a bank robber is shot. He needs to have the wound taken care of first and then booked.
- Don and Herman are CIT and CIT trainers

- One day in Western State Hospital - $800.00
- Program came from Baltimore - kids would come to the program from the the court system - get 2 hours of education being kicked out of school. Same call - same kid - turned out to be Metal health issues. (Kid kept doing bad things so the nice cop would come see him)
- PACT - are the “most ill” - they do not respond to the traditional treatments - they go to where the people are!!! Psychiatric Doctor will go out to a parking lot if that is what it takes - 6 or 7 people that work as a team. Can have as many as 80 clients
- Takes about 1 ½ years and these people can get on their feet with the consistent help of PACT

- Third Change - **Clause was added** -- Add into the description of the treasurer that they HAVE to be able to the bank account and be a signatory - will be the members of the executive board.

- Board has already seen growth as a result of this event

- Team Rubicon just got flooring down for a vietnam war veteran!
- Needs help with funding for materials to get a railing put up for a veteran - $350 to $400
- Salvation Army - 100th - April 11th 6-8 - $60 - Speaker Chad Williams.
