NOTING that the Contracting Parties have previously established strong and substantive diplomatic relations on the basis of mutual respect and interest;

RECOGNISING that a strong relationship between the countries in the northern quadrants is of significant national interest for all nations signatory;

SEEKING to deepen the links of and anchor the Contracting Parties’ bilateral relationship and cooperation on international matters;

CONVINCED that the further comprehensive development of the Contracting Parties’ bilateral relationship would promote progress and prosperity in all states and the region as a whole;

BEING ANIMATED by a sincere desire to consolidate the friendship and good relations which exist between the Contracting Parties;

PLEDGING their commitment to deepening ties based on respect for each other, international norms and each other’s sovereignty, independence, territorial integrity and respective political systems;

COMMITTING to enhancing mutual trust and understanding, to strengthening the bilateral relationship and to contributing to peace, stability and prosperity in the region;

SEEKING to impart a long term commitment to their multifaceted bilateral relations and to actively develop them in political, development, economic, trade, scientific, technological, cultural and other fields in the years ahead;

DESIROUS of concluding a Charter of Friendship and Alliance with this object and with the object of strengthening the contribution which each of the Contracting Parties will be able to make to the maintenance of international peace and security;

Have accordingly appointed as their Plenipotentiaries:

Who, having exhibited their full powers found in good and due form, have agreed as follows—


Definitions

Defining common terms within this Charter

'Contracting Parties' or any variation of such a term shall refer to any country that is the signatory of this Charter. It shall refer to the country as the contracting party and no other entity or person.

'Head Representative' shall be the internally appointed vote bearers of each Contracting Party, all Contracting Parties shall possess the ability to internally appoint their Head Representative by any legitimate means.

‘Security Council’ shall be defined as member states who possess a vote on alliance resolutions, treaties, charter or congressional votes.

‘Member States’ shall be defined as any and all members of the UNC who are defined as such by this Charter.

'UNC Citizenry' shall be defined as any person with primary citizenship in any UNC member state with no foreign government or leadership titles, commitments or responsibilities.

Article I

Establishment of the Core Principles

The contracting parties agree to uphold and defend the core principles of the United Northern Congress, these principles shall form the basis of the UNC’s diplomatic outreach and it’s internal policy. These principles are the foundation of the Congress and are the overriding factor in any subsequent developments.

Collective Security

All contracting parties agree that, should a Contracting Party of the UNC become engaged in a war or armed conflict, the other Contracting Parties will come to the first Contracting Party’s aid as a measure of collective defence and shall undertake to protect that Contracting Party as best it can.

In the event of an imminent menace of hostilities involving any of the Contracting Parties they will immediately concert together the necessary measures of defence including the development of adequate infrastructure such as snitches and bunkers.

The Contracting Parties recognise that it is in their common interest to provide for their mutual defence and to ensure that their countries are in a position to play their part in the maintenance of regional peace and security.

Economic Cooperation

All Contracting Parties agree to undertake the development of infrastructure and economic projects and policies for the further cooperation of the UNC nations on the basis of mutual prosperity.  

The maintenance of pan-UNC infrastructural projects such as an ice highway and rails spanning the length of the Congress should be undertaken on a collective level, with the ownership of this infrastructure on UNC groups with appropriate access distributed to UNC citizenry and higher ranks to UNC Head Representatives and representatives.

Freedom of Navigation

All Contracting Parties agree to free and open navigation of territories within the United Northern Congress by their citizenry. Any citizen of any Contracting Party may enter the territory of the other Contracting Party and remain on that territory indefinitely unless that citizen is under sentence for an offence or a current inconvenience against the other Contracting Party’s laws, or commits an offence against the other Contracting Party’s laws, other than trespassing to public areas.

All Contracting Parties however reserve the right to enforce no-go zones at their own discretion for the purposes of vital national infrastructure, however settlements such as towns, of the Contracting Parties should remain open to UNC citizens.

Information Sharing

All Contracting Parties agree to undertake the free and open exchange of appropriate information with regards to botting, defence-related intelligence, internal news and policy stances.

This information should be disseminated by the means of UNC Contracting Parties’ discord servers, which should be open on a basic level to all other alliance citizens, and the proper maintenance of an official UNC discord where topics can be securely discussed among Head Representatives and representatives, as well as the promulgation of general information for UNC citizens.

Collective Diplomacy

All Contracting Parties agree to undertake the development of a collective diplomatic outlook as part of the UNC. Each contracting member forgoes the right to a fully independent foreign policy,  recognising that the UNC works together on the world stage with a cohesive front.

Diplomacy may be undertaken freely and wisely by Contracting Parties but in deference to avoid coming into conflict with the stance of any other UNC nation, or that position of the UNC as an organisation as discussed by the Contracting Parties.

In respect to this, any treaties to which Contracting Parties are party to, must come second to the UNC.

Common Good

All Contracting Parties agree that the UNC is an organisation built upon the founding principle of the common good, and to advance the interests of the Contracting Parties on a collective basis and in deference to the unique qualities and ambitions of the member states.

It should be most deeply enshrined that the UNC is for the benefit of no one nation above others, but for the common good of the alliance and its member states.

Article II

Friendship and Close Alliance

There shall be peace and friendship and a close alliance between the Contracting Parties in consecration of their cordial understanding and their good relations.

Each of the Contracting Parties undertakes not to adopt in regard to foreign countries an attitude which is inconsistent with alliance policy or which might create difficulties for any other Contracting Party thereto.

The Contracting Parties shall uphold this alliance first and foremost over other alliances, whereby it shall be prohibited to join other alliance organizations while remaining in the United Northern Congress.

The Contracting Parties stress the need to exchange views to further develop collective and cohesive responses to issues of common concern, and agree to hold regular consultations at political as well as technical level.

Article III

National Representation

Each Contracting Party will appoint a Head Representative for representation of the Contracting Party within the UNC.

Each Head Representative will possess the power within their own nation to appoint up to three representatives of UNC citizenry from their own Contracting Party. Although these representatives will be involved in alliance matters, they will not possess a vote.

Article IV

Country Status

Contracting Parties of the UNC are to be classed as Member States or part of the Security Council within the UNC for the purposes of scaling their capacity to be involved in deciding policy within the UNC.

Those of the Security Council are full intrinsic parties to the Congress who vote unanimously on congressional policies and amendments to the Charter. The Head Representative of each Security Council shall possess a single equal vote on all matters concerning the treaty organization, including (inter alia) infrastructure, defence and experience production. This vote is cast based on the internal discretion of the relevant Contracting Party.

Member States are a class to represent countries which fall under the aegis of the UNC’s regional influence; they enjoy defence and the rights and privileges of the UNC Principles, but do not have voting power within the Alliance. Nonetheless they retain access to key communication channels and be able to propose and discuss policy to be put forward by any other contracting party.

Any Member State may be uplifted to the Security Council with a unanimous congressional vote of the existing Security Council; the suggested but not strict criteria include an active citizenry and contributions to the UNC.

Should any member of the Security Council fall into inactivity or disrepair, or become rogue in the matter described in Article VII, it may be voted unanimously by the rest of the Security Council to remove their status as such via congressional vote.

Article V

Modifications of the Charter

The Charter of the United Northern Congress may be modified at any future time by the unanimous vote of the Security Council.

Article VI

Spokesperson of the United Northern Congress

The Contracting Parties, Security Council and Member States alike, represented by their Head Representatives shall vote to appoint an official spokesperson, by means of a simple majority vote, to publicly represent The United Northern Congress.

The Spokesperson shall be responsible for posting updates, announcements and statements regarding the UNC on public forums and shall be the orator of the concentrated positions of the Head Representatives. The spokesperson is not to carry their own ideals or biases in their role, but strictly speak for all Contracting Parties. It shall be required for the Spokesperson to have access to secure information, and be privy to internal information regarding the Contracting Parties in order to form a robust and cohesive diplomatic outlook on behalf of the UNC.

Upon vacancy of the position or forty-eight hours prior to the end of the Spokesperson's term, each Contracting Party shall have the ability within [48] hours to nominate an Alliance Spokesperson via their Head Representative. The Spokesperson shall be elected from UNC citizenry although cannot be a Head Representative of any Contracting Party. After the set time has passed, the names shall be compiled and voted on by the Head Representatives of the Contracting Parties in a simple majority contest, allowing for absenting from the contest entirely.

The Spokesperson shall hold their office for a period of two [2] months, their term shall begin from the day that simple majority is achieved and shall end two months later.

Each Contracting Party possesses the ability to call for an alliance vote to remove the Spokesperson at any time during their term. Removal of the Spokesperson shall be decided by a simple majority vote of the Security Council and Member states alike, allowing for abstentions.

Article VII

Protection of General Principles

Any contracting party may, with a reasoned proposal, initiate discussions on enforcing this article relating to another Contracting Party. The reasoned proposal must contain evidence of the broken principles in question by the intended party and it will be up to the other Contracting Parties to explore the evidence laid out. Once the proposing contracting party is satisfied with the following discussion, they may take it upon themselves to call for a congressional vote.  The Contracting Party upon which the article is intended to be enforced upon may not have a vote on this specific congressional vote. The vote shall be unanimous among the Security Council minus said intended party.

Upon receiving unanimous approval, the contracting party who is believed to have broken the general principles of the UNC and on which the vote was conducted shall have their status temporarily changed to Member State, removing their benefits of Security Council.

Should this article be applied to a Contracting Party of Member State status, then they shall have their UNC membership temporarily revoked along with all privileges that come with it, to only be reinstated should the said Member State appeal the revocation of their membership to the Security Council. The appeal should be discussed securely among all Contracting Parties and be voted on unanimously by the Security Council, should this appeal be accepted then the Contracting party upon which membership was revoked shall have their Member State status reinstated.

The enforcement of this article shall last for twenty one [21] days, upon which any Contracting Party may propose an extension, not lasting longer than a total of twenty eight [28] days.  If the situation appears to be resolved or for any other unforeseen circumstances this article requires the revocation of it's affects then any Contracting Party may, during the initial twenty one [21] day period or for any time afterwards during extensions, propose the cancellation of the enforcement of this article.  The vote must contain valid reasoning for the cancellation and must be approved by a unanimous vote of the Security Council.

After the initial twenty one [21] days, the intended party shall have their benefits restored and their ability to propose and construct votes, congressional and amendment. They shall be reinstated to their prior status within the UNC. If the enforcement period is extended past twenty one [21] days then this shall take place when the extensions have run their course.

Article VIII

Extradition within the Alliance

Any Contracting Party may, with a legitimate and reasoned proposal, request for the transfer of criminals from another Contracting Party to the former party's custody. This request should be conducted through internal UNC channels available to all Contracting Parties of the alliance, to enable transparent discussion of criminal issues.

The inverse is also applicable, should a Contracting Party wish to request the extradition of criminals to another party within the Alliance, for security purposes.

All Contracting Parties are encouraged to take into account the security facilities at the disposal of individual parties in which criminals are to be housed; and to scaling of the level of security to the severity of the criminal's wrongdoings.

The transferring party must contribute a satisfactory level of a mana towards the maintenance of incarceration by the receiving party. This amount is to be decided by the latter party's Head Representative.

Approval is required from the Head Representative of the requested party, and/or the Judicial authorities of the requested parties, if required by that party's legal system.

Article IX

Collective Diplomatic Policy

For the purposes of making collective commitments, any representative of the UNC may propose a discussion on collective foreign policy with other countries.

Should the Security Council of the UNC agree unanimously to an explicit resolution or document, the UNC may send its spokesperson with its position to negotiate a treaty or other formal arrangement with another country. This is then voted on unanimously by the Security Council, and as a result is part of UNC policy.

Thus, any treaties or resolutions undertaken through the mechanics of Article IX should be listed on the UNC Charter under Treaties and Foreign Commitments.

Individual Contracting Parties to the UNC may, upon reflection, petition the UNC to withdraw their individual commitment to a collective resolution or treaty passed. The UNC will deal with such requests by an ad-hoc committee of three member-states, appointed by the elected spokesperson of the UNC, subject to appeals by a Security Council majority vote in the UNC.
